We' stated yesrday morning that On
Wednesday evening two hundrea and forty
dratted men fro& Beaver county arrived
here and. were Beni* once to Camp Howe.
On Thursday morning - about one hundred
and fifty more Caineia fro* Butler county
and were also sen Onto camp. Five hun
dred are expectedltrom-hfercer, one hun
dred from Clarion ind'hiliny others. All
those drafted in Western Pennsylvania,
some 6_,_000 or B,o bOuwill-rendezvous at
'Cadip Howe, wheii they will remain for
'some time. The hien are splendid mate
rial for soldiers arid ,have their hearts in
the' cause. Those , concentrated here will
form a fine division; which will do credit
to Western Pennsylvania.
The drafted mene are allqwed twenty
days to procure substitutes, for whom there
is now a very active
,demand in this mar
ket. The price ranges from $ 3 OO to $ 3 OO
and before the expirXtion of the twenty
days the figures will:',.. probably be higher.
We heard of several ;purchased yesterday
at $3OO and $350 and but one at $500.
Quite a number of persons from the rural
districts are coming in, tempted by the
high figures offered to ; substitutes. Doubt.
less more will come in here to "make
their market" and by waiting a few days,
they will perhaps be cheaper. 'The bro•
kers and agents are still doing a good be-
Niness. Some deal very fairly with their
customer ; others make all they can by
buying low and selling high. We advise
all who want substitutes to see /is other
self in person before Closing the bargain.
A Lucky Substitute.
A citizen of Lnzernq county, in this State
and proprietor of the ;;Cornwall Furnace,
was among the draftedf men. His name is
, Hobert Coleman. Not being able to go
himself, he assembled 'his workmen, and
asked whether any of them would be wil
ling to go in lieu of himself, provided he
was liberally paid. Afterj some hesita
tion, one of the men pinsent informed Mr.
Coleman that he was iwilling to go as a
substitute. The man .was closely question
ed and fully informed of the dangers to
which he' subjected himself, but he frankly
declared that he was willing to go, on
which Mr. Coleman presented him with a
check for three thousand dollars and
guarantied further that, in the absence
of the substitute, his family was to., re
ceive a sum each week equal to that
which he earned as a laborer. In addition
to this sum, Mr. Coleman stipulated to pay
to the wife of the man thnsacting as a sub
stitute the sum of $3000,' in ease he should
be killed in battle or die by any of the dis
eafies incident to ,the camp.

hundred and tweity paroled pris
oners from Camp Chase
,assed. through
the city yesterday Morning, rer Annapolis,
where they will be exchanged. They were
part of the troops captured at Harper's
Ferry. On Wednesday evening one hun
dred and seventy-five soldiers arrived, here
en route for Washington. AbOut one-half
of these were paroled prisioners, and - 'the
balance recruits for the 78th Ohio regi
ment I.

Stamp Decision. •
Commissioner Bontwell, of the Internal
Revenue Department, has decided that, the
certification of a bank check by the paying
teller's marking it or writipg his name
across it is not subject to stamp. Where
the clerk of a court certifies a paper to be
a copy by Marking the same : copy" and
signing his name thereto, it Will be unnec
essary to affia a ten cent stamp. A power
of attorney, to sell stocks, vote at an elec
tion, sell real estate, &c., requires a $1 GO
stamp.
Fatal Railroad Accident. :
On Thursday last a little daughter of
Dennis Ryan, of Alliance, , cm her way
from school, was run over on the Pitts
burgh, Fort Wayne & Chicago Railroad,
near the foundry, by an eng!ne on its way
to wood, and was fatally injured. She
died in a few hours. Her age was about
six years. This should be a warning to
all parents to prohibit their children from
running on the track when the tars are
about.

Morrow B. Lowry, of Erie, reports two
companies from that comity, which are to

Sadden Death.
Mr. John Andrew, of Concrd town
ship, Butler county, fell from o his horse
while riding along the road near Buena
Vista, on Monday last, and died in a few
minutes. A man *hi). was traveling on
the road in the rear of Mr. Andrew, saw
him fall and hastened to his assistance,
asserts that the unfortunate /nap, who
breathed but a few minutes after his ant'.

The Synod of Wheeling, it its late meet
ing, reversed the decision of the Washing
ton Presbytery in the case of Jokri Mc-
Combs, by which he was fciiinct guilty of

geons and Assistant Surgeons, gen. King
has resolved to appoint none but those
who can bring testimonials from responsi
ble parties as to industry and sobriety.—
The appointments wili be made as regi
ments are organized. Those having passed
the board of elainine'is 'l4ll therefore hold
themselves in readiness.
In addition to the camps of rendezvous

for.drafted men . , all 4 atti'establiehed at
'Philad'elphia, Pittsburgh and Hairisburg,
Gov. Curtin has given orders for their es
tablishment also at Chambersburg, York,
and Gettysburg and perhaps other points
on our Western border.
The men will be organized, armed and
equipped at once. This is a move in
the right direction, and as long as the
drafted militiaare•permitted to remain in
the State, will prevent a second rebel
cavalry raid.
Captain Spencer Miller's battery of sir
guns has been ordered here by thck-"Gov
erne'. from Philadelphia, and will be divi
ded into sections and sent to points along
the border to support the infantry there
already partially assembled. The drafted
militiamen are arriving here under charge
of their respective drafting commissioners
by thousands on every train.
Too much publicity cannot he given to
the fact that the United States Quarter
Master's Department is lamentably defi
cient in the`article of blankets, and that
great suffering may be avoided by each
man supplying his own from home, for
which he will be accredited-by the Govern
ment.
An order has been issued by the Gover
nor, by which officers of volunteer organi
zations now raising in variuus parts of the
State, are warned that their: commissions
will be withheld and other punishment in
flicted if proved guilty of defraudin g the
Government of men and enriching them
selves by accepting pay from dratted men
for providingsubstatutes out of their ranks
of men already enlisted by volunteering.
Rumors are also current here with re
gard to the fees received by the drafting
commissioners and exam ining_surzgorm

receive frOlit the L nited States Govern
ment. The people should lPs upon their
guardand expose every act of this charac
ter known to have been committed. They
are entitled to no fees whatever, and if

where that Gen. McClellan is to be suc
