It is not gererally known how much dif
ficulty there is . in procuring furloughs for
sick soldiers, Though the Surgeon Gen
eral at Washington has the power to grant
transfers to the sick and wounded to the
hospitals in the States where-they respec
tively belong,l he 'is obliged to perform
said duty in squads, and has no power to
grant special fiirloughs or leave of absence.
They can onlybe granted by the Secretary
of War, on hig own .motion, and he will
not exercise the power, except to save
life, or a pernianent disability, on the cer
tificate of the tact by a competent Army
Surgeon, apprbved by the Surgeon Gen
eral. fficersjinve fully as much diffi
culty, from the forms through which their
applications must pass. We saw a "sick
leave" on Saturday, which had at least a
dozen endorseMents, covering every avail
able spot of bltaik paper: There is also
much delay ins procuring leave, as days
and weeks sometimes elapse before the
application is returned, and then it is fre
laently refused. The system should be
divested of so Much red tape, as the lives
of valuable men mid officers are frequent
ly endangered ;by keeping them on duty
when they are unfit for service.
Corqiter's Inquest.
Coroner McClung held an inquest, on
Friday afternoon,in East Birmingham,
upon the body'ofa taan found in the Mon
ongahela river, opposite Ormsby's coal
railway. Theavidence elicited upon the
examination proved that the remains were
those of Steven McSwiggan, a laborer in
East Birmingkam, who left his residence
cn Sunday, after supper, to comae to Pitts
burgh, taking with him the watch of one
of his sons, (two of whom are in the ser
vice of the Ui.ited States the re-
hole) which watch was found upon him,
It is supposed that while attempting to
cross the river iapon the dam, he slipped
and fell in. The deceased was fifty years
of age, and leftla wife and five children.—
The verdict of the jury was, that the de•
ceased came to his death by accidental
drowning.
Drafting.
One hundred and eight men were drafted
in Clarion on the 16th inst., and directed
to report withi five days, to be sent to
Camp Howe.
The Westmoreland Republican Extra
corned to us with a list of about 400
men drafted in Greensburz on Thursday.
The paper stated that the draft was illegal,
having been conducted with closed doors.
No Tax ' i on Pensioners.
Pensioners are not liable to the deduc
tion of the three per cent. under section
86 of the Tax Law. They are not officers
or persons in the employment or service of
the United Statee. Hence, even though
they may be in 'eceipt of a pension ex
ceeding in amount 5600 per annum, nb
deduction will be made by the agent of the
Government in paying such pension.

The United ;States District Court,
Judge McCandless, meets this morning.
There is one cohhterfeiting case, that of
Dr. W. J. Smitht of Lawrenceville, and
several cases of 'frea.9onable language, re•
sisting the enrollment, &c.
Prel4 entation.
The friends of Lieut. John J. Hay, who
is now attached lo the Stanton Cavalry,
propose presenting him with a fine sword,
sash and belt befdre his departure for the
seat of war. 7Jtrut. Hay leaves a good
position on the T'ittaburgh, Fort Wayne
and Chicago RMftmy, at Hayeville,
to en
ter the army, and, we are certain he will
make an exceileo officer and fully merit
the confidence of` is friends.
Still Another Regiment.
Wm. M. Moffit4 Esq., Assistant District
Attorney, has obtitined authority from the
War Departmentho raise another cavalry
regiment" in 'this ;and adjoining counties.
Ile is 'a popular gentleman, and will make
an excellent officer. We anticipate little
difficulty for him in filling up a regiment,
as the drafted men who will be sent to
Camp Howe have]the privilege of becom
ing volunteers by going into a three years'
regiment.

their agent Rev. J..K. Miller, has already
given 500 Testani6nts to the men belong :
ing to the Stanton Cavalry now out in
Camp Howe,. each' book having-their label
in it, with a placefor the name of the re•

Dedication.
A new Catholic church at Braddock's
Field, St. Thomas, in charge of Fathei
O'Farrell, is to be dedicated on Sunday

Those who believe" in the doctrines of
Emanuel Swedenborg, in thin city, have
engaged the services of Rev. W. H. Ben-,
ade, of Philadelphia, who will officiate
every Sabbath morning in his ministerial
capacity, and lecture in the evening.

the election in regard to the State ticket is
still doubtful, but probabilities favor a
dethoeratic.majorit3i. Fifteen Unionists are
no doubt„ elected to Congress, including
gr. Bailey in the 16th district. The
State Legislature will probably stand as
follows: House 46 Union, and 54 Demo
cratic ; Senate 20 Union to 13 Democratic.
It is 'generally concluded here that there
will be a Democratic majority of one on
'oint ballot.
CINCINNATI, October --The Ohio
election returns from sixty-six counties
give a Deznocratic; majority Of eighte”
thcn tind—a Democratic gain of fifty thou
sand. The Democratic malority in the
State will be about twelve thousand. The
Congressional delegation stands, 11 Dem
ocrats and 6 Union.

Gen. Stahl to-day, with a detachment of
cavalry, met a large force.of rebel cavalry
and a battery : of artillery; near. Thoroug
hfare Gal), and attacked them and captur
ed 80 of the enemy and one caisson filled
with ammunition. The enemy was routed
and Gen. Stahl is in hot pursuit.

HEADQUARTERS ARMY POToMAC,
October 18, 1862.
All is quiet along the lines. The recon
noitering column returned to camp, having
affected the object for which they were
sent out.
One hundred and fifty of the cavalry en
gaged in the recent raid into Pennsylvania
have been captured on this side •of the
river. They are stragglers from the main
body, and most of them are dressed in U.
S. uniform, and it is probable that there
may be a few yet lurking about watching
loran opportunity to escape. Six were
captured a few nights since in the midst of
Gen. Ricketts' camp. Several officers are
included in the lists of those already cap
tured.
The hospitals around Sharpsburg are
filled with rebel wounded. Besides this
there is a very large number of rebel sick
and wounded in Shepardstown; some esti
mates place them as high as 4,000. The
mortally wounded, among them is very
great... very attention. so faras medical at
tendance is concerned'is now given to
them. A large number of the convalecent
decline to accept the usual parole but tak e
the oath of allegiance and travel north.
A Smith Carolinian wastaken last night at
Darn No. 4 in citizen's dressi.he is believed
to have been a spy, though possibly he
may be one of Stuart's men trying to make
his way across the river. His case is being
investigated.
NEW YORK, Oct. 19 . — Commodore Had
son was buried yesterday afternoon with
appropriate himors.
The new organization styled the Federnl
Union party, met last evening and nomi
nated General. John A. Dix for Governor,
and issued an address to the electors ofthe
State without' distinction of party to form
a Federal Union Club and send delegates
to a Convention on the 28th inst., to be
held at the Cooper Institute, in this city,
in order to ratify the
.nomination of Geti.

The gunboat Seymour has been raised
from the river Neese and put in order for
service.
A letter from Jacksonville, Fla., states
that on arrival there of Gen. Brannan on
the 6th, he found the town nearly desert
ed. It was occhpied by the 7th Connecti
cut regiment.. The rebel.steamer Gov. Mil
ton was captured by the expedition that
had been sent up the river. Guns and am-
munition were captured at the taking of
the river batteries, and also a large num
ber of contrabands who fled to our lines
had been sent to Hilton. Head. Gen.
Brannan and his force had also returned.
The gunboats being depended on to keep
possession of the river.
The British schooner Minerva reports
that on the 15th inst.. in lat. 28° and 56"
and long. 57° and 10", she spoke a .rebel
steamer.. from Wilmington, .Ni C o for
Nassau, with a caiTo of cotton. She was
about 200 tons burtan, painted green and
schooner rigged.

Scott to the Secretary of State, one day
before the inauguration in 1861, and put -

the pickets Morgan dashed into Lexington
yesterday morning, at the head of fifteen,

Southern writer relates the following as

During Mn. Calhoun's illness, a distin
guished Senator,
who possessed his entire

bear fruit. The two sections can no lon

Major General Sir John Eardley Win
mot Inglis, the hero of Lucknow in the
Sepoy rebellion, died .on the 27th of Sep
tember at Homburg, Germany. It will be
remembered that this officer was in com
mand of the garrison at Lueknow, and de
f nicled that position with a very small force
of English soldiers already enfeebled by
privation and ;the disease incident to a
hostile climate, against an enormously d;s
proportioned force of mutineerS. For
that noble defense he was made a Knight
Commander of the Bath. Subs&piently
he was appointed to the command of the
British troops in the lonian Islands; but
his health, shaken by the long anxiety and
desperate privation of Lucknow, langush •
ed until his medical advisers thought it
their duty to recommend that he Should try
the air of Germany. He was fifty years
old.

.gee, of Edgartoin, and four other whalers,
September sth, off Flores, Western Islands,
by the steamer "290.'' A meeting of
merchants and shipowners was immedi
ately called, and a resolution passed call
ing upon the insurance companies -of the
city to confer together and unite upon some
mode of insuring vessels against capture.
The Ocmulgee was insured, bat not against
capture.
