    The Election.

The election in the cities and boroughs
psterday passed off very quietly, except
in a few districts, where there were disturb,
mices, but none very serious. The day.
win beautiful and gave the workers a fine
opportunity of getting out the full vote.
Tliey took adiantage of this and conse
quently the vote polled wag large—very
hike, considering that 18,000 volunteers,
of'whom at least 10,000 mast be voters,
are, absent in the-serviccrof-their country.
Nearly every district Showed a large in
crease o'er'. the vote of ; fall and ;n
some it was nearly as large as in 1860, be
fore. the breaking out of the war.
Jedging from the returns we have re•
ceived, the Republican majority on the
Stath and county ticket is about 3,500.
The*ajoriht of Gen. Moorhead, Republi
can candidate for Congress in the 22d
district, will reach about 2,000. His ma
jority;, in the city is over 900. In Alle
gheni city Thomas Williams, Republican
oaredilate for Congress, ran far behind his
ticket.. His majority _tit -the city is about
826 4liough lilcKciight in. 1880 had
1760 ever both candidates.

At the hour we are compelled to go to
press the votes in several of the Wards of

shall give more - perfect returns to-morrow.

We yesterday stated that the County
Ezeoutiirti Committee were endeavoring
to free the county from a draft by a Com-
I parison (if their bounty list with the names
enrolled.. This work has been completed
and 2 ,246:name s were found, which did
not'appear on the enrollment lists and
which were credited to the county quo's
by Commissioner - Kegley, es also addi
tional neuters froth other districts, swelling
the list from 9,808 to 12 , 69 0—giving an
expose of ,_.2,099 over the quota. The
total number in service includ ng 558 in

Instructions to Collectors or the
Customs.
The TreasurylDepartment has just is
- sued a circular ito the Collectors of the
Customs and other officers, that in egeMt
ting certain proiisions of the tariff act of
July 10th, 1862, :by which it is provided that
when the original invoice is produced at
the time of making the entry thereof, and
the We shall beispecified therein. the con
signees, owners r agents must declare in
- writing their ass nt to the estimate as set
forth in the inv4e, and if the collector or
the collectors or; mval officers see fit, the
rare shall be so estimated; in the absence of
such written consent, or if the collector
doubt the correctfiess of the tare as speci
fied in the invoice, it will be his duty to
cause the actual tare or Weight of the cask
or package to be tiscertained, and for that
purpose he may 4tise to be emptied and
weighed such nuffiber of casks andlr

gee as he may think proper. In all other
cases, actual-tare Only shall be alloWed.

The Governme n t has come into posses
sion of an important confidential letter
written by General Beauregard to General
Braxton Bragg. It contains a very full
criticism upon the campaign, and presents
a carefUl survey of the resources and pros
pects-of the rebels, and an explanation of
their programme. Without stating pre
cisely the amount of the rebel forces, it
indicates very clearly that their armlets are
much larger than the Federal authorities
have heretofore believed. The letter wi'
robably be given to the public, and
furnish a very salutary comment upon the
conduct of the Governors of the loyal
States who have been delaying the execu•
tion of the draft ordered by the President
of the United States, and will show that
either this delay has been for the purpose
Of keeping the men at home to operate in
the coming elections, or to embarrass the
military operations of the Government so
as to ensure the ultimate adoption of - the
radical - programme for converting the war
into one for the abolition of slavery. The
interests of the Government and of the
people at large have been really much
damaged by the failure to place in the field
promptly the whole of the six hundred
thousand men called for by the President.
