The scheme has seemed so stupid and wild that we have paid little attention to these surmises; but it must be confeased that the conduct of many leading men of -the country, heretofore conspicious for their zeal in upholding constitutional rights, arid now as . conspic.ioue by their silence on these subject., is inexplicable on any other theory :ban the truth of these surmises. We can well imagine how necessary to their schemes may be the enforcement of martial law in unecessary modes and improper localities, the indis criminate suspension of habeas corpus and the extermination of the press;; but how men having the preservation of the public, liberties at heart Can become the advo cates of these and kindred measures is not easily understok 4 -- The Southern Ti‘triTte) to jealously of their political rights for two generations. What has been popular with them heretofore, as a mere system of abstract 3011tICS. will now be cherished by them as a political religion. They will be stern and unyielding to the last degree. in requiring a strict conformity to their chenished tenants from all who seek their suffrages and there is statesmen now in the public councils who are making records that will trouble them infinitely to the end of their days. The whole body of the Southern people are an aristocracy, and no community is more jealous for an absolute equality of riOrts and privileges than a community of aristocrats. The attempt to degrade such a community, and to establish a privileged class over its head, will be certain ruin to those who made it. It is a scheme which will suddenly and ignominously fail as soon as it is discovered, and which will involve its foolish projectors in utter ruin. It could not succeed in the South, if the judiciary were silenced by martial law, the press overthrown, and every safe-guard of civil liberty broken down. The people, impelled bythat same spirit in which they have met and overthrown the power of the public enemy, would turn upon the pigmies/tit home and annihilate them with a breath. • But while there is no doubt of the ulti mate result, we see, by the experience of the present conflict, what the recovery of liberties voluntarily surrendered, may cost in the end. Better to hold the ship of State firmly on the right track, than al low it to drift into dangerous waters, and attempt its: rescue amid the perils of storms and breakers. Upon which the New York World re marks. Col. Hamilton has no hesitation in pro nouncing the issue now pending to be the very highest, and broadest, and deepest possible. It is to his mind nothing more or less than a struggle between the ulti mate principles of civil government—a question whether the rale of few or the rule of many, shall prevail. He presents it as his settled conviction that the leaders in this rebellion are actuated by a distant purpose to supplant pop.ulargovernme n t and establish a monarchy; land that this comes from their belief that slavery can have no effectual safeguard except what the strongest form of government can af ford. Therefore he warns us .not to rest upon the idea that mere territory or even nationality is at stake hi this conflict.— What has really got to be decided, as he justly views it, is not whether the flag shall be deprived of one third of its stars, or whether the flag itself shall continue to exist, bat whether the Republican princi ple, which has given the flag all its glory, is or isnot to perish. He rightly declares that the co-existence of a monarchy and a republic between the great Lakes and the Gulfis a civil impossibility--that such an experience would only be another name for perpetual war. We are, therefore, shut up to the absolute necessity of meet ing this question now, once for all; and in fidelity to the principles of the Declara tion otlndependence which our forefathers sealed wish their blood, are bound to prosecute this war with an energy and self devotion far beyond anything we have yet dis playel. The Yellow Fever at Key West. The Key West New Era of the 13th says: While in certain localities . the disease has raged with increasing violence, in others it has almost entirely abated. The mortality among the troops (90th regi ment N.Y. S. V.) stationed here has in deed been fearful. The regiment has only six companies stationed here, (the other four being at Fort Jefferson, Tortugas,) which number about 860 man and officers, out of which have died some 80 men and officers, being nearly one fifth of the whole command. The deaths among the work men in the engineer department at Fort Taylor have also been very great, jrnit they Were almost entirelyamong the nriaelizaa• tad. COL. A. J. -HAMILTON. . Andrew Jackson Hamilton, of Texas, is now engaged in electrifying the people of the East with his experience in Texas. His speech the other evening in the Coo. per Institute in New York, is spoken of in the highest terms by the ;loyal press of that city. In this speech, he said: "The secessionists claimed that Democ racy was a failure, and they wanted a' stronger government. The warning he gave them from the first was: 'Gentle men, by the time you have got through with Uncle 'Sam you will think it is strong enough for common ;use.' (great ap plause.) 131 , ; forcing him - to choose be- I tween the Lnion and slavery, they have' made him a practical abolitionist, (ap plause) resisting a government based upon slavery as its corner stone. There are some who think a conciliation can be made with the rebel government. Never. (Applause.) The loyal citizens of the South - pray and weep and groan in secret to return to their allegiance. Whom then are we to conciliate? Jeff. Davis? (` No, no.') He wanted to see the old govern ment, when it reasserts its authority, make a wise discrimination between the guilty and the deluded—the really responsible traitors punished, and the down-trodden, ; suffering, ignorant, perhaps, who have been made the dupes and instruments in the hands of these vile men—bring them .I back; let them, although they may have ; aided in secession, come back like the prodigal son, and forgive them. He be- ; lieved peace propositions would come to our governnfent from the rebels, but they will never give up the idea of building up 'a government in which their power will be perpetuated, because they know if the; government of the United States should pardon their offense and restore them to their rights, that their own fellow-citi zens, who have been victims, would I spurn them away, and • they are as effec tually cut off from preferment in the; future as if they were convicted of high treason and simply pardoned from the execution of the sentence. There are loyal men enough in Texas now to re deem it, if they, were organized and armed." • • The Boston Dividends and the Gov- ernment Tax The Boston Journal publishes a table of the dividends of the Boston bank and says: All the dividends are not to the stock- holders for the amount declared, each .bank paying the tax of 8 per cent. to the government in addition. The banks plaC'e to the credit of divi dend account such a sum as will leave the amount to be paid to the stockholders after taking from it the 3 per cent. tax.— That is, a bank of $lOO,OOO capital, and declaring 3 per cent., would place to div dend account the sum of 580,927,83, from which take 3 ptx • cent. and we have prc cisely $BO,OOO for the stockholders.
