Mr. _Editor—Permit me, even at this moment c. excitment, when society ap• pears drifting and forgetful of the past and regardless of the future, to occupy some space in your widely reql journal, with the mature opinions of Dabiel Webster on the value of the Constitution, delivered at the Odeon, in Boston, upon the pecasion of the presentation of a Silver Vase in Oc tober, 183 G, upon which was inscribed : ''To Daniel Webster. Defender of the Con_ stitution of the United States." In this address he says : Gentlemen, it is to-pay respect to this Constitution, it is to manifest your attach ment to it, your sense of its value, and your devotion to its true principles; that you have sought this occasion. It is not to pay an ostentatious personal compli ment. If it were, it would be unworthy of both you and' me. It is not to mani fest attachment to individuals, indepen dent of till considerations of principles: ifit' were, I should feel it my duty to tell you, friends as you are, that you are doing that which, at this very moment, eonstituties one of the most threatening dangers, to the Constitution itself. Your gift would have no value in my eyes, this would be re,harded by me as an idle pageant, if I dill, not know that they are both but modes chosen by you• .`to signify your attachment to th &Arlie' principles of the Constitution; your fixed purpose, so far as in you lies, to maintain those principles; and your rego• lution to support public men, and stand by them, so long as they shall support the Constitution ot the country and no longer. "The Constitution ot the countryl. — Gentlemen. often as I HMI called to con template this subject,, its importance al ways rises and magnifies itself more and more before me.. I cannot view its pres ervation as a . coneern of.rarrow extent, or temporary duration. On the contrary, I see in it a vast interest, which is to run down with the generations of men, and to spread over a great portion ot the earth with a direct, and over the rest with an in direct, but a most powerful influence.— W hen I speak of it her:, in this thick crowd of tellow-eitiiens and friends, I yet behold, thronging about me, a much larger and more imposing crowd. I see a united rush of the present and the future. I see all the patriotic °four own land, and our own time. I see also the many mil lions of their posterity, and I see, too, the lovers of human liberty from every part of the earth, from beneath the oppressions of thrones, and hierarchies, and dynasties, from amidst the darkness of ignorance. degradation, and despotism, into which any ray of political light has penetrated; I see all those countless multitudes cattier about us, aryl-- - 1 - 711e.ar their united and earnest voices, conjuring us, in whose charge the treasure now is, to hbld on to the last; by that which is our own highest enjoyment and their best hope. tilled with these sentiments, -, gentlemen. and havivgt tilt °ugh my political lite hitherto always acted undcr the deepest conviction of their ~ z it'll and , importance, it, is natural ths: I Plionlil have . regarded the preservation ot the Conslitullon as the first great political cbi.et to be secured:— lint 1 claim no e• iustve merit. I should deem it, especially. both unbecomin g and tiliji.st in me to separate myself, in this respect, Low other public servants of the people of Illastachwetta. The distin guished gentlemen who have preceded and followed me in the 'representation of the city. their other associates from other districts of tho State, and my late worthy and most highly-esteemed colleague, are entitled, one and all, to a full share in the public approbation. If accidental circum stances, or a particular position, have sometimes - rendered me more prominent, equal patriotism and equal zeal have yet made them equally deserving. It were invidious to ' enumerate these fel low-laborers or to discriminate among them. Long may they . live! and I could hardly express a better wish for the interest and honor of the. Slates, than that the public men who may follow them may be as disinterested, as patriotic, and as able as they have proved themselves: There have been, gentlemen, it is true, anxious moments. That was an, anxious occasion to which the gentlemen who has addressed me in your behalf has alluded,. I mean the debate in January, 1830, It .seemed to me that the Constitution was about to be abandoned. Threatened with most serious dangers ' it was not only defend ed, but attacked, as I thought, and weak ened and wounded in its vital powers and faculties; by those to whom the country naturally looks for its defence and protec tion. It appeared to me that the Union was about to go to pieces before the peo ple were at all aware of the extent of the danger. This occasion was not' sought, but forced upon us;' -seemed to me mo mentous, and Iconf ss that I felt that even the little I could do in such a crisis, was called for by every otive which could be c addressed to,a love of the Constitution. I took a pare in the debate, therefore, with my whole heart already in the subject and careless for eve' ' the result, ex cept the judgement which the people of the United States should for upon the ques tions involved in the di • mssion. I believe "ty-thing--; that judgement has b'een definitely pro nounced; but nothidg is due to me, be yond the merit of having made an earnest effort to present the true question to the people, and to invoke.; for it that atten tion from them, which its high importance appeared to me to demand. The Constitution of the United States, gentlemen, is of a peculiar structure.— Our whole system is peculiar. It is fash ioned according to no existing model, likened to no precedent, and yet founded on princip • - les which lie at the foundations of all free governments, wherever such government exist. his a complicated sys .tern. It is elaborate, and in some sense artificial, in its composition. W e h ave twenty-four State soverignities, all exer. cising legislative, ,indiciAt, and executive powers. Some of the sovereignities, or States, had long existed, and subject only Ito the restraint of the power of the parent country, had been accustomed to the forms and to the exercise of the powers them frepr new re esentat e ive a tioris, comingi republics. Others ntoex of are istence only under the Constitution; but all now standing on an equal footing. g a o r e v e t r i n n in t e e d zi , t , i s u n n o d t e , r as which hi remarked by Mr. Gray, all T t h h e es g e e S u t e a r t a e l s It is much more than a tc:abatcnci:ufneedfveeedrreyartiotjustly . govern ment, It i s with t [ i op e u l l l a t r i I e r e p d r e e p s e e r n t : ments, and functions and organs, of such atgovernmeot. But it is still-a limited, a restrained, a Beverly guarded government. It exists under a written constitution, and all that human wisdom Could . do is done; to define its , powers and prevent its abuse. It Li placed in what was sup posed to be the safest medium between and d ng d e e ro hi u li s ty authority hand, had the other. I think that happy medium was found; by the exercise of the greatest politicial sagacity, and the influence of the highest good fortune. We cannot move the sys tem either way, without the probatility of hurtful changes and, as experience has taught us, its safety, and its usefulness, when left where it is, our duty is a plain one. It cannot;be doubted that a system thus complicated• must be followed with more or less danger, in every stage of its exis tence. It has not the simplicity of des potism. It is not a plain column, that stands self-poised and self-supported.-- Nor is it a loose, irrrgular, and unfixed, and undefined system of ru - le, which ad mits of constantand violent changes, with out losing its character. But it a bal anced and guarded system; a system of checks and controls; a system in which powers are carefully delegated, and as carefully limited, a system in which the symmetry of the parts is designed to pro duce an aggregate whole, which shall be ' favorable to personal liberty, favorable to public posterity, and favorable to nation al glory. And who can deny, that, by a trial of fifty years, this American system of government has proved itself capable of conferring all these blessings. These years have been years of great agitation throughout the civilized world. In the course of them the face of Europe has been completely changed. Old and cor rapt governments have been destroyed,. and new ones erected in their places, have been destroygd, too, sometimes, in rapid succession. Yet, through all the extra ordinary, the most extraordinary-scenes of this half century, the free, popular rep rnsentative government of the Cnited States has stood, and has afforded security for liberty,'for property, and for reputa tion, to all citizens. That it has been exposed to mauy dan gers, that it has met critical moment, is certain. That it is now exposed to dan gers, and that a crisis is now before it, is equally clear in my ,judgement. But it has hitherto been preserved, and vigilance and patriotism may rescue it again. The ConstitUtion is founded on com promise, and the most perfect and abso lute good faith, iu regard to every stipu lation of this kind contained in it, is in-.- despensable to its preservation. Every attempt to accomplish even-the best pur pose, every a tempt to grasp that which is regarded as an immediate good, in vio lation of these stipulations, is full of dan ger to the whole Constitution. I need not say, also, that possible collision be tweet' the gener4l and the State govern ments always has been, is, and ever muse be, a source of danger to be strictly watch. edby wise men I desire not to stand before the coun try as a man of no opinions, or of such a mixture of opposite opinions that the re suit has no character atoll. On the con-. trary, I am desirous of standing as one who is bound to his own Tnsisteney by the frankest avowal of his sentiments on all important and interesting subjects. lam not partly for tho Constituti9n, and partly againsi it; I am wholly for it, for it al together, for it as it is, and for the ex ercise, when occasion requires, of all its just powers, as they have heretofore been exercised by Washington, and the great men - who have followed him in its ad ministration. I disdain, altogether, the character of an uncommitted man. I am committed, fully committed: committed to the full extent pf all that I am. and all that I hope, to the Constitution of the country, to its love and reverence, to its defence and maintainance, to its warm commendation to every American heart. and to'its vindi cation and just praise, before all mankind. And I am committed against every thing which, in my judgement, may weaken, endanger, or destroy it. lam committed against the encouragement of local parties and local feelings; I am committed against all; any and every derangeinent of the powers Of the several departments of the government, - against any deroga tion from the constitutional authority: of Congress, and especially against all ex tension of the executive power; and I am committed against any attempt to rule the free people of this country by the patronage of the government itself. I am committed, fully aria entirely committed, against making the government the peo ple's master. BAGS! BAGS!
