Faith in civil authority gives its force far beyond its cal presence ; but it is not so with militarspozver. It can legitimate ly act'only where it is, and all its acts are acts of force, authority. It can send out no decrees that will bind its adversa ries or, affects their institutions. Only its presence in foqe can have any effect. 'We have recognizedthis in shutting the South ern ports by actual blockade, not by either legislation or military decrees. All the world has recognized it by condemning Napoleon's Berlin and Milan decrees, and the English orders in council, by which the several p4ties shut all the ports of their adversari4s in England, and on the continent agaiant'all foreign commerce.—. All now admit that these military decrees were contrary to the laws of civilized war fare. We went to war ourselves with England on account of tliem in 1812. Instead of veting the crude plans and discordant scheines excited by our passions, let us study andlpractice the laws of civil ized warfare anciwe shall grow calm, coufi dent and united, Under the guidance of a set tled and impersgal authority. Real study has always a c?llming influence and leads us away from ourselves and our personal disappointments; We shall cease to rely on executive, legislative and party plans for the aboliticin of States, and ports of entry, and slavety, and for the confisca tion of estate.
