There are two essential requisites to peace: first, that we shall have an army in the enemy's territory strung enough to conquer it; second, that we shall have an army of reserve in the field at home large enough to repel any possible invasion. When we shall convince the enemy that we are able to carry destruction into their own comities, and, at the same time, are ready at home to repel any counter inva , Edon they may attempt to set on foot, then, and not until then, peace will become pos sible. As yet we are very far from having pro vided these armies. The army we have sent forward into the enemy's territory has not yet penetrated into the heart of his country, nor stricken the blows that shall bring him to his knees. f7p to the present time we have been fighting on the defensive. We are still, in a large portion of our invaded country, virtually holding that attitude. It is only on a single theatre of the war that we have succeeded in placing the enemy on the de fensive on his own soil, or rather disputed territory. As yet, no Confederate soldier has put his foot, as an invader, on North ern soil, and yet there are many people weak enough to believe that peace is near at hand. The extent of this belief is such as real ly to threaten the South with serious dan ger. We are repenting this year the folly of a year ago. We then went to sleep in the delusion that Europe would interfere to put au end to the war; we are now go ing to sleep in the belief that the Yankees are wldpped, tired of war, and will fight no more. There could not be a more fatal mistake than this of supposing peace to be near at hand. Peace is not a thing that can h dreamed into existence. It is not a delightful accident that can happen at any unexpected monient without a discern ible cause. It is not. a windfall that may drop into the lap like a capital prize from a lottery. It we consider the political condition of the North, we Filial! see that peace, except es a measure of necessity, compelled by force, is au impossibility. The war is of Lincoln's making. He and his party are responsible for its success. The Republi cans are in a large majority at the North; possibly a majority in every State. The temper of the majority has been exhibited in a thousand forms in the proceedings of the Northern Congress. Nut a single act, or vote, or sentiment has escaped that body indicating the sligetest thought of peace, or toleration of the idea. As yet the word peace Is only another name for treason. Any responsible proposer of peace would be arrested and imprisoned. The dominant party at the North think of peace only as they think of political dis gra,e and ruin. Peace would be to the party death and annihilation. Lincoln himself has announced that his resignation would precede any measure of pacification. The power behind the throne, greater than • throne itfelf, his Secretary of Sore, has proclaimed the same determi nation to tight it out jugation is completed, or to resign at any serious ,oggestion of peace. The only ollieers of the Government having power to conclude peace would as soon go to the gallows as conseut to the measure. Peace can only be concluded with the Federal usurpation or with the State Government ii. The Lin coin usurpation could not be driven or t right ened.into peace; and we cannot treat with the State until Lincoln and Seward are captured, dethroned or hanged. Why, then, should any man of ordinary intelligence think or talk of peace? It is an impossibility, except 11S a measure co erced by the sword. It is to be accomp lished only by means of great armies and vigorous campaigns. We must conquer O before we can secure it; and we cannot conquea n without numerous armies, con. The Ilunibuil or Foreign Inter vention. Ever since it becama evident to our peo ple that foreign intervention was a humbug, they have fought and won more battles and victorieathan ever occnrred before in so short a spade of time. There is noth ing like compelling an individual or a na tion to depend on itself. We all now feel proud and grateful that our independence is likely to be achieved by ourselves, and that we will be under no obligations to any earthly power but ourselves for our deliv eran2e.—ldem. Cruelty of England In harpers' Magazine for October there is an article by Mr. Guernsey, entitled "English Rule in India," in which a de tailed account is given of the startling cruelty of the punishments which English officials inflicted upon the Sepoy rebels. What an excitement there would be it General Butler should exhibit anything like the stringency reported in these ex tracts! Individual severities were but part of a general system. Prisoners were blown from the cannon's mouth, or hanged with scarcely the formality of a trial. It seem ed that the only system of dealing with the natives was that of village-burning and hanging. "The gibbet is a standing in stitution among us," wrote an English resident at Benares; "There it stands, immediately in front of the flag-staff; with three ropes always attached to it, so that. three may always lie executed at one time." The authorities at Calcutta could not even procure lists of the number and crimes of the slaughtered multitudes. Vengeance fell especially upon the Sepoys as a class. Whole regiments, which had not even mu tinied, were exterminated. Thus the 26th Native Infantry ran away in a panic at seeing their Major killea by a fanatic. The fugitives were pursued for forty miles; many were drowned on coming to a river which they were too much exhausted by fatigue and hunger to be able to swim. Some hundreds surrendered, and were hacked to pieces in squads of eight or ten; forty-five were suffocated in a bassi„, into . which they were thrust without food or water, and their dead bodies were flung into a dry well—a fitting pendant, it was said, to the well at Cnwnpore. Sir Robert Montgomery, the same who hoped Hodson would "bag" more of the Delhi princes, congratulated his subordinate upon this extermination of a thousand men; adding, "Three other regiments were very shaky here yesterday; but I hardly think they will go now. I wish they would, as they are a nuisance, and not a man would es cape if they do." At Delhi, the civilians who had returned after the capture, began to inflict capital punishment with an indis criminate fury which shocked even the stare Sir John Lawrence, who issued au order "putting a stop to civilians hangin ; Isom their own will and pleasure." 'Vet the laws which were passed were, would seem stringent enough to prevent all necessity for unlicensed hanging. By the act of May 30, any person guilty of rebellion or waging war against the Queen or goveininent were rendered liable to the punishment of death, with the forfeiture of all their propery; the crime of harboring rebels was made heavily punishable.— Government might appoint commissioners to act singly, who were vested with abso lute and final powers of judgement and execution,.without the presenceoflaw °di cers or assessors; and the possession of arms in any district in which it might be prohibited by the executive government was made penal. A week later au act was passed punishing by death and cond.ica ion of property all persons convicted tofexcitingZmutiny or sedition; giving to courts-martial the power not try allpersons. whether amendable or not to the articles of war; empowering the government to issue commissions to singlecommissioners with full powers of judgement and execu tion, to try these offences. English statesmen and writers have inveighed loudly against Hid" rebellion and confiscation, acts passed by our govern ment, which are nevertheless mild in in character and guarded in execu tion, compared with those passed by the English only fifty years ago. By these powers were confered upon any one of an indefinite number of single commissioners far greater than those we have granted to the regular Courts of justice "nod the na tional Executive. The special commis sioners appointed under these laws exe cuted their functions in so sanguinary a manner that General Outram was forced to recommend that tribunals should be created for the trial of Sepoys who should sorrender and had not been guilty of mur der. He said it was "high time to show that we did not intend: to wage a war of exiermination against all HindooS, or against all Sepoys beeanse they are Se pot's."
