Some years since, the Councils of the
City of Pittsburgh, Pa., were. by interest
ed parties and others; pervailed upon to
follow the example set by very many
muncipal corporations throughout the
county and subscribed for sto. k in sev
eral Rail Road Companies. and i•sued in
payment of fowl subscriptions Corporate
Binds of the City. Many armaments were
us d to induce the City to give aid to the
several Companies by what was termed a
loan of the Corporate credit, and the City
authorities were prevailed upon to sub
scribe freely to the 'various projects, on
the assurance of those interested that it
would be merely &loan of credit.
All the Compatiiss to which the City of
Pittsburgh subscribed,. agreed pay the
narreat on the City hoods until the corn
pletiun of the Roads, after which it was
-opposed that the divol.nts would beinsift
I nit to rl.the interest All it accr el, sad

Al. of the Companies have beOrrans in
solvent; only one (tie Lade & Penneylva
ids) has compiettd its road as content
plated. None have paid any dividends,
and all have failed to pay the interest up
on the City Bondy in accordance with their
agreements The consequence is that 'a
liability has been thrown upon the City
whicb was not contemplated, and which she
was not prepared to meet.
Many of our citizens believed that Coun
cils had transcended the limits of their
powers in making the subscriptions and
that th.-re aas no moral or legal obliga
tion to pay those Bonds upon the people,
whi'e thi.rs felt out inability todo en, and
the' f •re the deatantin against the City in
all t a-es have been contested.
The Courts in some cases. we believe,
have held the cast.: to be valid, and now
in case of their validity we will have ins
p 'bed upon us not only the original.lionds,
but a large accumulation of interest.
It is not our object now to look at the
past, to inquire an to the wisdom or folly

esty of purpose of those who contested,

standing bonds and give in lieu of them
new Bonds of the City, dated January,
1864. payable in 60 years, for the full
amount of the 0 14 Ronda, bearing interest
at the rate of 6 percent. And in payment
or the Coupoos, due and unpaid. we will
transfer Stock of the Road to which each
Bond was reepsetively issued at its 120 mi
nal value. By reference to the Act of
Assembly of April 1 1 th. 1962, it will be
perceived that the new Bonds to be issu
ed ere to be made part of the funded debt
of -the City. The Act of April 6th 'lBt:te,
provides:the goods in which the revenues
of the City shall be appropriated, and re
quires that tbe first appropriation shall be
the interest of the Forded debt or the City.

insured. as the ordinary expenses of the
