been made by Mr. - Mercier, the French
Minister, to Mr. Seward, concerning the
views entertained by the French Cabinet

time ago the French legation recdived a
confidential letter, stating in the clearest
possible manner, that the oplcion of the
French Cabinet was that the American
civil war was interminable; that every
event which has happened since the be

North was unable to-bring hack the South
to submission, and that such being the
cilia, there was but one couree for Mr.
Lincoln to adept, and that was to enter
into an arrangement with the Confederates.

made by Mr. Lincoln's Administration to
