P O le } 7'o the People of Allegheny County: The Governor of the Commonwealth has requested the citizens to form military or ganizations, in order to perfect themselveF in drill and other military instruction so that they who are not required for ser vice against the wicked and devilish rebel. and traitors now massed and in arms, de signing the destruction of Constituti/nal liberty, may be ready as minute men, wel disciplined, armed and organized to go when and where needed, in order to pre vent invasion of the soil of Pennsylvani a and to secure the hearthstones and domes tic altars of the citizens from outrage and spoliation. Duty, patriotism and the grew law of self preservation, demand a cheer ful compliance with the Governor's recom mendation. Whilst thousands of fathers, brothers and sons are in the national army to save the Government. its Constitution and its glorious Union from the ruthless assassin who assails those monuments of our peace, safety and greatness as a people, let none of us prove so recreant as to refuse to them aid and countenance, and especially effi cient protection to those whom they have left behind them, helpless by the with drawal of their strong arms and big, brave hearts. relWwwwrimptitlitlVllieit; tnedts, As we have,, , a.re.,dy s:itted,.th* nnmbp 4" troops rel -ired frOm this County. undf• til the calls. is 30.4fi3 —and this numb, ,as been almost, if not fully, furnishe• by volunteoring, so that no draft will •ecessary. But we observe, by the oilieia able of apportionment. that Alleglien) iounty is called on for 2 144 tnen for th, he old regiments, to be raided by specia (raft. A Harrisburg letter says the prob ability of such a draft, is remote and I. .pecial Washington dispatch to the Tri, sue purports to explain the reason as fu utirs• `'As the General Government camp raft except ibron v h the State (o'er, ments, it is unable to enforce its orders on the subject. Those States which are ready to dratt are doubtless drabing. u preparing to draft this week. Those it, which the enrollment is not completec have fixed a later day for the carrying our of the order. `'lt is extremely doubtful whether ther will be any draft for the old regiment., notwithstanding the admitted fact that i is extremely desirable to fill them it;, Among the reasons which lead to this con elusion is the circumstance that by th. Federal Constitution the States appoint officers for the militia, and that by th,• Constitutions of several of the State, these officers are elected by the men. As every person fives not know how to prepare lint, we are rcquested to tel II at the Surgeons etude that much of the lint sent is not properly p reputed. end. in most cases, cannot be used: Most. per sons who oepare lint go to the trouble of 3craping it. which is not only unnece, sery labor, but the lint thus prepared can lie used only in expeptional canes. The proper way to' prepare it' in to take o'n sheets, or any other articles of pure linen old being rather preferable to new, and cut it in pieces from three to six and twelveinches in length. These pieces should then be simply unravelled, thread by thread, and laid together in skeins or bundles, and tied or rolled up in paper, different lengths in separate packegee.— The Surgeons can then roll it up or put it in any shape wanted in a moment. When scraped lint is used in most wounds, it closets up the wounds, and the blood or pus uniting with it forms a hard mass, which not only irritates, but is difficult to remove ; while the unravelled lint keeps the wound cool and in a healthy condi• tion. The reader will see also that it is much more easily prepared than the scrap ed lint. . • ' • state Medical Board. The State Medical Board of Pennsylva nia will meet in Harrisburg on the 11th of September next to examine candidates for Assistant Surgeons. About one hundrt d and eighty medical officers will be reqiiir ed for the old and new regiments. Surgeons will be obtained by the promotion of As sistants who prove worthy. The position of Assistant Surgeon is a pleasant one, and the interest and pride taken by Penn sylvanians in their State regiments makes the association with them more agreeable than any position in another corps. There is also a great advantage in voluntary en listments,. as physicians, when drafted. must go into the ranks instead of upon the regimental staff. Mae Charge or the Males.
