The history of the war during the las.
six months will show that the delays at
tributed to him on his approach to Rich
mond were the fault of other parties be
yond his control. It is this knowledge
coupled with the efficiency and dexterity
exhibited by him in extricating his splen
did army from the perilous position it oc
cupied in front of Richmond, and ex
ecuting the order for its removal from the
banks of the James river to its present
position, that induces the military authori
ties to give him the command of the De
partment of Virginia in the present emer
gency.
THE CAPTI:ItIt OF MANASSAS NOT A RAID.
The idea we had indulged in here, that
the capture of Manassas was only a sue
eeiSfut raid by a body of guerrillas, is now
dissipated. Jackson again occupies Ma
nassas-in force. Efe has cantured and
destroyed a_ vast deal of property—how
much it is impossible to say : but this
much is now known : there are eleven
locomotives and eighty-four cars beyond
the break. The Bull run bridge is destroy
ed, as are two or three others in the

we knolP but little of, as the rebels have
destroyed our railroad and telegraph corn
munication ; but I learn from people who
lett Fuirtax and Burk's station, at eleven
o'clock to-day, that a terrible cannon fight
was then „raging, and that Gen. Pope was
at Bristow station, three miles beyond
Manassas. I am of the opinion, if this
story be true, General Pope has changed
front and is trying to flank the enemy in
the northwest. while McClellan is coming
upon them in the east.
A BATTLE RAGING, AND ITS IMPORTANCE.
Evidently, as I write, a terrible' battle is
raging, and on its result must hang this
war. If we are successful, that part of the
army under Jackson must be aunihiluted
and that under Lee defeated ; and if we
sire-not successful and the rebels overpow
er us, God atone can foresee the future of
the republic. But we are hopeful; for.
thank God and President Lincon's back-•
bone, McClellan, is again at the head of
the army, as the telegraph has already in
formed you, and by the act aboationism is
buried with itt face down, so that its
miserable carcase will not have to turn
over when it starts for its final home be
yond the grave.
HOW JACKSON nOT INTO POPE'S REAR—THE
REBEL'S STRATEGT
The Alexandria correspondent of the
Philadelphia Press vouches for the cor
rectness of the following statements:
"Of course the p.incieal topic is how
Jackson managed. to get around the right
wing of General Pope's army and make
his raid upon Manassas Junction, for the
purpose 01 operating in the rear of Gen.
Pope's army, while General Lee made the
attack on the front. All the six days'
fighting of our army on the Rappahan
cock is now known to have been merely a
feint on the part of the rebels, and their!
supposed_retreat ng toward Sperryvile via!
Little IVashiugton was also intended ford
the same purpose. Instead of the whole
rebel army moving back, General Lee
carefully concealed his main force along
the banks of the Rapp , nuock, while he
sent Jackson to Warrenton with 4t0,0.0
men, 5 . 000 of whom were cavalry
. under
Colonel Lee, t march along the country
between the Blue Ridge and Bull Run
range of mountains. Jiicksou concentra
ted his forces at White Plains and Selena,
and sent tits cavalry through to reconnoi
tre. Soon ha followed with Iris infantry,
and moth..? through Thoroughfare Gap,
he made a forced march until he reached
Cent: eville. From this place he was
within striking distance of General Pope's
rear, and he improved t no doubt think
ing that he could annihilate the army of
Virginia betbre it could have any succor
from 11 ashington. The cavalry dashes of
Colonel Lee were thought. by some to be
too daring if he was not. confident of hav
ing iiifitutry to support him in case of an
emergency, but so tares I could hear our 1
officers did not share the same opinion.
"The rebel cavalry, by their attack on 1
our forces on Tuesday night, created such
a panic among our troops that the rebel
cavalry had it all their own way, and dur
ing that night they held high revel in our
camp. The battery of artillery they had
captured they placed in favorable position i
and drew their envulr) up in line of battle,
so that it could he concealed from our
forces. Some of their gins were placed
in a fort, and the others were planted . so
that if our forces should make an attack
on their position they could concentrate a
cross fire upon us. The best riflemen in
the command were picked out and posted
in the rdie•pits, which are very numerous
in that locality.

• How to Get Volunteers.
As the following communication con
tains some excellent practical suggestions
we give it entire for the good of toe com
mon cause :
Hour citizens possessed of means and
nfittence would turn out with a little boun
ty money in hand they could very largely
promote volunteering. TLere are a large
number of men in this city, with families
depending on their daily earnings, who,
would volunteer it they were assured of a
small bounty the moment they were mus
tered into the service. Impressed with
this fact, I have for two weeks past beet!
trying the experiment of offering to pay
an additional bounty of SIO to such men
as would offer their services to me. I have
up to this time succeeded in obtaining fifty
new recruits, some of whom have gone to
the field. I found, upon examination, thin
most of the men had families, and with
the payment of this small bounty they could
enter camp at once and feel assured that
their families had something in hand to
live on until other relief could be obtained.
It will also take time as well as money to
look after applicants who may desire to
obtain extra bounty money, hat I can
think of no other way iu which citizens
can aid the government mor , .. unless they
shoulder arms and go themselves. A live
or a ten dollar bill to put into the hand,.
of a new recruit at once is far more per-.
suasive than all the speeches which can be
uttered.
Lindsey's Blood Searcher.
The inventor, Dr. Lindsey, cautions the
public to beware of a spurious article of
this name, which has been palmed off to
some extent under the cloak of its being
prepared from his receipe.. A thing im•
possible, as the full recipe is known by no
other living man than r.im•e!f. The
spurious article can be easily der“ded by
the bottles being only about two•thirds

both as to taste and effect are entirely

Lord Russell, in his reply to Mr. Seward,
assumes an air of very conscious superi
ority, in referring to the policy of the Cab
inet on the American war. He directs at
tention, in a tone of rather lofty self-gratu
lation, to the magnanimous conduct of the
British Government in maintaining a strict
and impartial neutrality, notwithstanding
"the insults constantly heaped upon the
British name in speeches and newspapers"
in the United States. We cannot well ap
preciate the magnanimity of such a pro
ceeding, nor do we think it very dignified
to claim credit for superior virtue on any
such grounds.
In the first place. there has really been
very little seriously to complain of in the
general tone of feeling toward this country
on the other side of the Atlantic. Violent
and intemperate things have no doubt been
said and written in the excitement of the
contest; but after all these hostile demon
strations ate few compared with the
speeches and writings of a better and more
friendly character. But had they been
far more numerous it is surely hardly con
sistent with dignity and sel f -respect to make
any reference to such temporary ebuliitions
of feeling in an official dispatch. The for
mal intercourse of responsiblegovernments
is regulated by the maxims and usages of
international law, by recognized principles
of public right, not by the fluctuations of
popular feeling.
These maxims ofpublic law remain as the
guides of public action amidst all the sled-
ous changes of opinion; and it is but a poor
boast for any government to say it has not
been deterred by unfriendly criticism from
doing its obvious ditty toward a friendly;
Power. Besides, in this particular case,
Mr. Seward might well reply in the words
of the Foreign Secretary's own despatch :
"As to the eon use of opinion in this coun
