THURSDAY MORNING, AUG. 28
CITY AND NEIGHBORHOOD INTELLIGENCE
sword Presentation to Col. F.
H. Collier;
Yesterday morning, at eleven o'clock,
pursuant to announcement, a meeting of
the bar wrsheld in the District Courtroom,
the occasion of which was the presenta
tion to Cul. F. 11. Collier, of the l:lnth
regiment, by the profession of which he is
so prominent a member, of an elegant
sword, with sash and belt.
The meeting, a large one in point of
numbers. was organized by calling to the
chair Hon. Charles Shafer, who stated its
object.
Go motion Hon. A. W. Loomis, J. W.
Riddell and M. I. Stewart were appointed
a committee to wait upon Col. Collier and
Starrett, li. B. Carnahan and
John N. McClowry en Hon. Wilson Mc-
Caudless, who was to make the presenta
tion address. Those gentleman having
been brought in and conducted to seats on
the bench, Judge Stder, in a few appro
priate remarks, introduced Hon. t il sou
McCandless woo addressed Col. Collier as
follows :
Cot. COLLIER : The Pittsburgh - Bar have
requested that I should nresent to you this
sword. Ido so with ple'asure. It is a vol
untary offering of a noble and generous
profession to one of its honored and gifted
members. With its bright blade is commit
teci to your keeping the honor and renown
won for them upon the battle field by
Black and itippey, two of its loftiest and
most gallant spirits.
Emulating their glorious example, you
regurtuish a lucrative practice to enter up
on martial scenes, to you, heretofore, un
tried. The summons comes from our
country, the common mother of us. all ;
and comes welcomed by the voice of eon:-
mou humanity. For in this struggle is
wrapt up the fortunes of the present, and
the hopes of future geuerations. Down
trodden nations are looking anxiously to
the West, to see whether the light of Cim
stitutioned liberty shall continue to burn,
or whether, with its expiring flicker, shall
be extinguished the greatest glory of a free
born people.
Although, already, two of our warrior
orators have sealed their patriotic devo
tion with their blood, and yielded up their.
spirits to the music of tile enemy's guns,
this Bar sends another to support dant•
great achievements. You are the . ir her
ald, Sir, to procktim that this odious and
wicked rebellion shall be suppressed; iLst
this great Government, the best ever de
vised by the wisdom of man, shall be
maintained; and that there is "some
chosen curse, some hidden thunder in the
stores of heaven, red with ULICOMIIIOII
wrath, to blast the man who owes his
greatness to his country's ruin."
You are about to resign the conflicts of
the forum for the conflicts of the field. In
the former you imitated the courtesy of
tie heroes of the Iliad, and shook hands
and exchanged weapons in the very midst
of the contest; in the latter you will rival
their heroism, until the last traitor shall
he stricken to the earth,
When, in the face of the enemy, this
trusty steel shall gleam in the sunshine, its
reflected rays will be so many monitors of
what is expected from you by your breth
ren of the profession. The bar must, not
be surpassed by the sacerdotal o ffi ce. The
one is a vocation of strife, the other of
peace. When the horns of the alto.- are
forsaken for the panoply of war, the bar
must look well to its laurels.
- - - .
Here, Sir, with talents of a high order,
with commendabl , energy, with legal
togrning well applied, and with a gentle
,cna42y urbanity, which should always
4hartictorize the legal profession, you
have won an holiest and honorable dis
tinction.
This sword is the token of universal re
gard in which you are held by your fel
lows—a markt& affection and confidence
of which you may well feel proud—and an
heir-loom, which, unstained by any act of
&dishonor, may be cherished until the third
:and fourth generation.
Take it, Sir, and in the great struggle
which is now before you, in this grand
epoch of our country's history, I com
mend you to the protection of the Al
mighty.
Col. Collier replied briefly, as is his
custom, in.the following , language :
är. President and Gentlemen of the
Pittsburgh Bar: In accepting this beauti
ful sword, I can only say that I trust I
shall be enabled to so conduct myself that
no act of mine, whether on the field or
not, shall ever bring a blush to the cheek
of any member of the Pittsburgh Bar.—
And if I fall, as fall I may, I hope I may
fall as those glorious patriots to whom you
have so eloquently alluded—at the head of
my column, with my face to the foe.—
Gentlemen, please accept my heartfelt
thanks for your generous gift.
_be addresses of both gentlemen were
listened to with marked attention, and re•
ceived with hearty applause. Hon. A. W.
Loomis, being called upon, made an
eloquent and patriotic speech, and the
meeting andjourned. -

4. Strict Enrollment.
The negligent, nay criminally causeless
manner in which the tmroliment authorized
by the County Commissioners was made,
particularly in the city, has engendered a
univers:d dr•.termination among those sti , :,-
ject to the operation of the draft, that the
present enrollment, under the direction of
Macshal Murdock. shall be more perfect,
embracing, if possible, every able bodied
man in the county. Aa the time approaches
for the completion of the enrollment, and
as the Superintendent is desirous that it
should he very complete, and is using
every effort to accozuplish that desirable
object, our citizens should cordially co
operate with him and his appointees in the
consummation of the work. It is the duty
of every citizen, in justice to himself and
his neighbors, to notify the officer in his ;
district whenever he learns of any
one having been missed in the enroll
ment. To facilitate this, lists, with the
names of all those whose names have been
taken down, should be posted up in prom
inent localities, for public inspection. A s
every man is personally interested, the en
rollment of all the availables who have
been, from any cause, omitted, would thus
be secured, and all made to take an equal
chance with the rest. It has also been
suggested that the marshal inildish the
names and residences of all enrolled, their
township, ward, or borough, and thelimits
of the districts. .11y this arrangement,
every one who is enrolled can see at a
glance whetl er any neighbor liable to
militia ditty is not enrolled, and if not, he
should, in justice to the community at
large and himself, have the matter recti
fied. We understand that in several dis
tricts, subscriptions are being made for
this purpose, and it is likely that, in the
city at least, the lists will be printed. In
this manner a large atnount of skulking
could be prevented and every man obliged
to toe the mark.
The Latrobe Companies.
The two nine months' companies, re
cruited in the vicinity of Latrobe, and
commanded by Captains Donnelly and
McCulloch, have been assigned to the
133 th Regiment, P. V., Col. Porter. Capt.
McCulloch has been chosen Lieutenant
Coloiel of the regiment. The regiment
was at Harrisburg at last accounts.
