duty to his country; let one and all come
up and swell the Volunteer Bounty Fund.
Military Districts.

y, it appears that one serious obstacle ii
way of enlistments here has been re
moved, the War Department having de
tel mined to subdivide the States into mai
tare districts, so that each district may be
credited with the number of volunteers it
has raised under the new call, and have
them deducted from its quota when a draft
i applied.
Our State and County Quota.
We ate still a good deal in the fog as to
the number of troops which Pennsylvania
and Allegheny county are yet required to
furnish, as we have yet no definite infor
mation from the State authorities. We
can, therefore, only give the figures uuder
the several probabilities of the ease. Al
t hough our lair share of the (M(t,000 troops
called for i being as 1',t400,000, the point
iation of Penusylvamia, in round nuts
tiers, is to that of the rutted States. in
round numbers, :22,0ti0,010) would be but
79,01, the general government has as•

to those now sworn in. We have some
2,0n0 men recruited now, and the remain
der could be easily raised in a short time.
Let 4;ov. Curtin say that he will take our
quota of militia as volunteers and he can
have them in a week.
New Wilininglosa College.
It is proposed to open the new edifice of
Westminster College, New Wilmington.

'WO companies, composed almost ex,-
elusively of Pittsburghers, are attached to
the -Plat. Pennsylvania regiment, Colonel
Knipe, which.suffered severely in the bat
tle ut Cedar Mountain. dispatch has
been received from Capt. li. W. Morgan,
by his mother, as follows;
I ant well. Lieut. Craig wa s wound
ed. Lieut. Matthews was killed or taken
prisoner. Several or my men wore killed,
wounded and taken prisoners.

No intelligence of Capt. W. L. Foillk
has been received, but it is believed he is
uninjured or Captain Morgan would have
stated the fact had he been wounded.
Fatal Railroad Accident.
On Monday evening about eight o'clock
a colored man named Allen Holland was
killed on the Pittsburgh, Pt. Wayne and
Chicago Railway, half a mile below the
"Pork House," by the Cleveland . and
Pittsburgh Fast Line coming Fakl .
was walking oh the track as a freight trifip
apprciaehet, and; the Signal being given,
stepped over on the•other track, when he
was struck by the Cleveland train, which
came up at the moment, dragged some dis
tance by the cow-catcher; and killed al
most. instantly. The Coroner held an in
quest yesterday, and the jury found-a ver
dict in accordance with the facts.
Camp Howe.
Capt. Smith is pushing the arrangements
at Camp Howe forward asrapidly as pos
siblerso as to get nine Months' men into
camp as soon as practicable, but present
indications are that it will not be ready
until Saturday, and that few. troops Will be
ordered in until next week. Meanwhile
the companies sworn in are drilling , daily,
those residing in the city quartering at
home and those from abroad lodging at
hotels and boarding houses. - qiving- to
the' rush at - Harrisburg our troops will
probably be kept here several weeks.
—We have since learned thattwo com
panies, A and B, Went into camp last
evening.

Teniporary Successor Elected.
The Councils of Allegheny held a special
meeting yesterday afternoon to receive
the resignation of llom Simon Drum.
Mayor of that city, who is about to go, out
as Captain of Clark Infantry, Co. C. The
resignation was handed in, read andl ac
cepted, all in due form.
The Councils then proceeded to elect a
Mayor pro fempore 7 to serve for thirty
days, until a new election is held. There
were several candidates for the .position,
viz : Alderman James Miller, Alderman
Joseph 11. Scott, John Morrison, Sylves
ter Tyler, A. C. Alexander, and Hugh
M'Kelvy. Three ballots were had and on
the last Alderman Miller was elected by a
vote of 12 to 7 for M'Kelvy.
Mr. Riddle then offered a resolution
which was unanimously adopted, instruct
ing the Mayor pro kin to issue his proda•
oration to the voters of Allegheny city fir,
the election of a mayor to till the tinex•
pired term of Mr. Drum, the election
take place on the first Tuesday ofSepte
her next, according to law and the
charter.
War Meeting in Birmingham.
A very spirited meeting of the people of
our little borough over the river was held
on Monday evening. Burgess Jas. Salis
bury presided, a line and discoursed
sweet music, and the I )iamund was crowd
ed with citizens, while the ladies were also
present in numbers. Speeches were made
by Prof. Burt, Principal of the borough
schools, and James Onslow, or "Cusse
wago," of the 62d regiment. The latter
paid a high compliment to the patrioti
and valor of the citizens of Birmingha

forward and enrolled their names for
war.
The Championship.
The first of the two great races for

place to-day and the second to-morr.

The following article from a Richmond
paper, looks as if the hebel Government
was preparing for a rush upon East Ten
nessee:
The Confederate States Government has
pursued a policy towards malcontents
within its own jurisdiction, which has
been generous to weakness. The Union
men of East Tennessee never hare been
subjected in, restraint, punishment or vio
lence en act:ount (tf their being Union me n.•
The policy of the Government towards
them has been mild and conciliatory. We
will venture the assertion that no Govern
ment de ,/into much less de jure, ever tol
erated so much open, turbulent and
contemptuous resistance to its authority.
The people of Tennessee had declared
for "separation" from the United Stites
and annexation to the Confederate States.
This Government had extended its juris
diction, its laws and its protection, over
the people of Tennessee. No vestige of

ederal Government remained,—and
, very name had been expunged from the
aws, firms, oaths and courts of Tennes
see by the solemn acts of its own Le4isla- •
tare. 't there were men in a consider
able section of this State who boldly ad
vocated the cause of the old Govern
ment, and took up arms in its cause;
who organized • a complete system of
espionage for the aid and benefit of
the public enemy: who "bushwhacked"
the Southern soldier in the lonely woods •
who alarmed, excited, acid infuriated the
people with false statements in relation to
our Government; who depreciated our
currency. openly recruited for I , incoln's
army, burned our rai:road bridges, and cut
down and destroyed our telegraph lines.
A few of them, and but a few of them,
hare been subjected to punishment. We

treason to the Confederacy, who has not in
some form been in open, thelious rebellion
against its laws and authority, has been
sul!ketett to the slightest inconvenience on
account O' his sentiments. In all commu
nities, even the inost enlightened and

vidual acts of violence during turbulent
times, and especially when the State is in
he throes of revolution. Our country in
