Commandin g _ _ -- - A% ros., duly 21.--The burning of the railroad bridge over Popedam river was caused by a mistaken idea of some of the soldiers instead of any order entinating froM Gen. The river, how ever, is probably at this season at many points near the bridge so low that its de struction can be a mattor of no great im• portunce either way. Arrivals from Sperry ville report that there has been almost daily skirmishing between Seigel's pickets and the rebel scouts near the Gan at Luray and that sev eral of the enemy have been killed. They also report that a reconnoisanee in force from Gen Segel's command, was made on %Wednesday towards Madisomand several guns are reported to have been heard in that direction by travelers. The same day a party from Winchester by wai of Front Royal, report that the guerrilla, have paid frequent visits to the principal routes leading thither and in the vicinity of Strasburg and Middletown. Hartley, who returned fron, Harrisburg on Saturday, states that (ov. Curtin is disposed to extend to this sec tion every facility for the formation of new regiments and The filling up of old ones. He is much pleased with the patriotism of our citizens, and is prepared to second their exertions, in every passible way, in putting our quota in the field. A camp for recruits will be established here, and an officer will he sent on to locate it at once. In a short time an extra session of the Legislature will be called. for the pur pose of getting the necessary authority to offer a bounty of $5O for each recruit. In selecting officers the claims of soldiers who have seen service will he preferred, and no commissions will be issued to in competent or intemperate persons; the wishes of the men will also he considered in choosing officers, as flir as consistent with the public good. These prompt meas ures will at once give an impetus to re cruiting here, and after the people are stirred up' to action by the meeting on Thursday, enlistments will go on rapidly. Musical Arrangements for the Mass Meeting. The following correspondence has taken place between the Committee of Arrange ments for the approaching war meeting and Prof. J. I'. The Great 'lass Meeting, The executive committee having in charge the details oft he mass convention on Thursday met yesterday afternoon, but the proceedings were unimportant. A poem by Rev. J. F. MeClaren, entitled Rally, Freemen," was referred to Mr. Slack, of Allegheny, to be sung at the meeting under his direction. The sub committee was authorized to erect five stands on the Common, to be occupied on Thursday by persons authorized to enlist recruits. A committee was also formed to receive delegates from abroad at the Board of Trade room. The chairman was requested to issue, through the papers, a call, desiring all who can to close their places of business on Thursday afternoon: asking that public and private buildings be decorated on that day, and inviting per sons-from every part to join in the demon stration. The committee adjourned to meet at o'clock this afiernoon. Capt. Bagale,y. A dispatch from F. R. Brunot, Esq., states that he saw Capt. Theo. lisealey in the Libby prison, at Richmond, on Tues day last. His right arm had been ampu tated, and he was doing well and in gooit epitit. The main point of the defendant's defense was that he subscribed for the plaintifrs paper for a specified period, and, all hough a portion or the whole of them beyond that period had been received by him, he was not bound to pay beyond the period of his original subscription. 'i he jury, after hearing the evidence in the case. decided that the de fendant must pay the claim of the plain tiff and 1:051, or suit. The defendant had to pay the highest, or arrear rates of Sub script ion. Enroling the Militia. In the Eastern part of the State, the assessors are. preparing their hooks for the enrollment of the militia under the act of 1858—which includes all white male citi zens between 21 and 45 —and imposes a penalty of $lO upon boarding-house and hotel keepers refusing to give information to assessors. The refusal of any one to give correct information or his true name, is a misdemeanor and punishable as such. South Pittsburgh Teachers. MaJor Poland's Funeral. Major Poland's remains were interred yesterday. They were followed to their last resting place by a large concourse of citizens and others, including the Vigilant Fire Company and the "Old Grey'. Rev. R. J. Rreekluridge. This distinguished divine is expected to be in the city to-morrow, on some ecclesi astical business. He will probably be in duced to remain end address the mess - nesting, on Thuratay. Gen. Halleck and his staff arrived from the,Westiast evening-tutOrent, East by the next train. He goes directly to Wash. ington City, to assume his new position.— When it became known that Gen. H. was coming, preparations were made for an impromptu reception. On the arrival of the train a cannon was fired and cheer after cheer went up from a dense crowd assembled at the depot. After he had crossed over to the car in which he was to continue his Eastward journey, the crowd clamored loudly for him to appear upon the platform, but they were not gratified, as ho persistently refused to show himself, and the expectant multitude had to dis perse unsatisfied Engineer Soldiers for Gen. Sigel. A recruiting office has been opened at Wilkins Hall, Fourth street, by Edward Jay Allen, well known here, who was upon the staff of Gen. Fremont and will be upon that of Gen. Sigel, who has au thorized him to raise a battalion for ser vice in his department. Mr. Allen desires to recruit four companies of engineer sol diers, and so far he is succeeding well. From the great popularity among our citi zens, especially the German population, of Gen. Sigel.and the estimation in which Mr. Allen is held, we think he will have little difficulty in fitting up his battalion. The Eleventh Reserves. It will be remembered that nine com panies of this regiment, Col. Gallagher, were captured by the rebels at the battle of Gaines' Mills. We published, a week since, the names of the officers in prison at Richmond. Of the enlisted men the fol• lowing account is given :- Unhurt prison ers, 290 ; wounded prisoners, 50; killed, ; absent and wounded, 28: detached, sick, &e., 190; 'mi ng 203 unaccounted for. Co. B was not in the action, having been detached on other service, and so es caped ca ptu re. The First New Flour.
