gradual emancipation in the Slave States
—the abolition of slavery in the capital of
the nation its prohibition in the territo
ries—the solemn recognition of the doc

the recent passage, after so long a strug
gle, of the bill to confiscate all the proper
ty of the rebel master—as so many victo
ries, not less important, although blood
less in themselves—to the peace and secu
rity ol this sectiou, than the most brilliant

ment, by refusing to strike at the real
cause of the war, or to make it even avail
able for the purpose of suppressing that

Ilia, last week, one of the elephants, Tip
poo Sail), being more interested in the
movements of his companion, llnitnihal
than watchful of himself, coming suddenly
upon u sharp turn of the road, slipped
ov.-t- a precipice of some thirty feet. For
some time he hold on to the bank by his
tore feet and tusks, but after a struggle his
great weight broke the earth at the top ami
he tell to the bottom. Fortunately the
embankment was of suit earth and his In
dian majesty sutiered no injury beyond the
tearing ol a portion of die'skin on the
lower part of the abdomen, leaving a gash
of about twenty inches long. Proper treat
ment, with salves and plasters, was resort
ed to and Tippoo is now himself ngnin,
able to take his customary part in the ex
hibitions.

Among the other attractions ottering for
the Fourth is this capital band of Ethiopi
nn minstrels, who have leased Sanford's
old opera house in Philadelphia, and arc
now on their lirst tour. The hand em
braces sixteen performers, all good in
their line, and the complimentary notices
bestowed upon them by the Eastern preHs
stamp “them as a first class company.
They open here at Concert Hall on Mon'-
dny evening next, and remain during the
week. We shall speak of them again.
Wounded Soldier*.
Major Hazlett, of the Second Virginia
Regiment, arrived at Wheeling on Friday
having in charge two hundred and fifty
men, who were wounded at the battle of
Cross Keys, Virginia, on Sunday, the Bth
inst. He states that at Martinsburg the
ladies treated the wounded with the great
est kindness. Lieut. Smythe, of the same
regiment, brought four of the number to
this city, among whom was Lieutenant
Billingsly.
