CITY AND INGINVIND IMLLIO
The -Western Penttentiary—lm
. prevenaents.
Yesterdey morning we spent a leisure
half hour in a visit to the Western Peni
tentiary and the affable and efficient War
den, Capt.-John Birmingham, who seems
as much at home as though he had occu
pied toe position all his life.
We.were kindly shown through the pris
on by Mr. Stewart,one of the overseers, and
had occasion, as on previous visits, to ad
mire the completeness of the interior ar
rangements and the perfect order and clean
liamkof everything inside the enclosure.
The extension of the centre block of:
cells (designated B) is completed, giving '
88 teitlitional cells, of which about forty
are occupied, some of the occupants hay
itigheen transferred from cells which had
beeu necessarily duplicated, owing to the
rapid increase of prisoners without a cor
responding increase of accommodations.
The new cells are about the same size as
the old, but more comfortable, having
better:ventilation. The beds are also so
arranged as to give the prisoners more
inn= 'lmproved locks have also been
placed on the doors,
by which they are
locked mid unlocked with greater facility.
The Araimi, water pipes and gas fixtures
are.alati;edmirably arranged and new pipes
' are beingintroduced throughout the entire
pile of, buildings, as the old ones are con
tinually bursting. The extension of the
block-Jewell roofed with slate and the old
shingle roof is being removed from the
old portion and slate substituted. The
block is now 550 feet in length and con
tains 188 cells, while blocks A tied C have
74 each.
On the top of Block B, about the center,
a foundation of brick has been laid for an
octagonal tower, of iron, the castings tbr
which are being made by Messrs. Smith.
Park & Co. The castings are twenty-four
feet - long, and the top of the tower, when
completed, will stand sixty-six feet from
the ground. It is designed to light this
tower brilliantly with gas, throwing the
light,TbY means of reffectOrs, through ev
ery part of the grounds, and over the adja
cent commons. This will be a valuable
improvemeut, making any attempt to es
cape equally as dangerous at !light as in
broad daylight. .
• ' The foundations are being laid for , the
extension of - Block C, but the work will
be suspended so soon se the upropriat ion
made-at the last session of the Legislature
is exhaniffed,'not to be renewed until a new
appropriation is made.
During the winter new gas works were
erected, to supply the increased consump
tion in the proposed extensions. The
house, a one story brick. divided into three
compartments, contains four retorts, only
one of which is now used, though in win
ter .two will be required, leaving two for
use when the others -are out of repair.
The gas made here passes through the
usual peel- aind purifying apparatus, into
an octagonal s building close by, where it is
received in a gasometer twenty-five feet in
diameter, capable of holding 7,004) cubic
feet of gas and thence distributed through
the buildings. The workS were erected
under the superintendence of Mr. Robin
son, Peniteutiary Engineer, the retorts
and pipes being put in by Messrs. Davis &
Phillips and thegasometer by W. B. Senile.
Other minor buildings have also heen re
cently added. We also observed that all
• the ground in tke enclosure beyond block
B has been brought under cultivation and
has a fine crop of onions growing upon it;
and other vegetables. Cabbage plants are
also being put iu and it is fair to presume
that next winter the prisoners will have
an extra allowance of cabbage and onions.
The number of prisoners at the begin
ning of the mouth was 276, against 288 on
the Ist of January, showing that so far this
year the number discharged has been in
- excess of those received. One of these is
over 80 years of age; another is serving his
meet& term in the institution.
The prisoners have fresh meat and soup
every day in the week, (except Sunday)
the kind being varied each day, boiled po
tatoes twice eweek, when procurable, and
*AA and bread twice a day. On Sunday
no soup is served and rations of pickled
beef or pork are given out instead. The
cooking 'arrangements are perfect—the
cook house sceupulously clean—and the
bread the best that can be made from su
perfine flour, baked in the prison. All the
hood.given to the inmates is of the bestand
most, -iubstantial quality and there is no .
reasonable grounds for complaint on that
score, as most of them fare better in the
Penitentiary than when at large.
The health of the prisoners is generally
good, and the physician, Dr. Rogers, in
forms as that he has but two cases in hos
pitiid, both of whom will recover. One
will be removed to his cell in a few days,
being now rapidly improving.
Under the administration -1 Captain
Birmingham, who is &strict disciplinarian,
the Prilim rules are rigidly enforced and
vielltinns promptly punished. The soli
tail system is fully carried out, except in
the case of those too old to work in their
cells or the debilitated, (recommended for
*serene by the physician) who are set to
Warkin the grounds. We believe thatthe
Weirs of the prison are -better managed:

A correspondent of the Chicago Times
relines that when our forces occupied Cor
lath; they•found there a printing office, es
tablished by Besmregard, for printing or
ders, blanks, he., which had been placed
in dare of Alfred Lambert, a printer well
beam in some of the lake cities, and who
`Waked at his trade for several years in
this city. Typos from the several regi
meta were detailed to assist Lambert, and
lanai's them were two other Pittsburgh
printers,

bane, who were forced into the service un
der the conscription law. Before the re
bellion Brisbane was a_ partner in the job
office attached to the New Orleans Ores

for New Trial.
Yesterday-morning, in the District Court,
enjoinme n t wae. had in the case of Geo.
Painter's adminiatratrix vs. the city of
Pittsburgh, upon a motion for a new trial.
The case was tried recentlt u a+l the jury
found a verdict of $2,100 for the
plaintiff. Geo. Painter, it will remem
bered, fell into the Si. Clair street sewer,
in 1869, while the contractor was doing the
work, and received an injury to the cap of
the knee l which caused lock-jaw and ter-.
urinated m his death. His adminiamtrix
entered suit against the city, and the jury,

burgh, Fort Wayne and Chicago Railway,

main until Monday or Tuesday. Their
visit here was pleasant and we hope they
may find quite as much enjoyment in
Chicago.
National Horse Fair.
A grt national horse fair is to be hld
at Willia ea msport, Pa., a beautiful town e in
the Susquehanna Valley, well suited for
such an exhibition, from the 2d to the sth
of September, inclusive. Arrangements
have been made to secure the finest assem
blage of imported, blooded and native
breed of horses that has ever been collect.
ed in this country. The list of premiums
will be large, ranging us high as $2OO.
Liberal excursion rates will made by the
railroad companies. The place is accessi
ble by railroad from all directions.
Railroad laterent Hold.
The Erie and North East Railroad has
sold its interest in the Erie and Pittsburgh
Railrt al for $40J,000 in 7 per cent. lei
Mortgage Bonds. The Erie and Pittsburgh
Road is to be completed to the coal-fields.
The above amount gives about twenty per
cent on the capital stock of the - Erie and
North East Road. It will be remem
bered that the Legislature of Pennsylvania
forced this road to contribute $500,000 to
the E. & P. R. R. as a bonus foran unbro
ken gunge through Erie.
Murder.
.fames Ovens, of Crawford county, 0.,
was deliberately murdered in the vicinity
of I•'orest, Hardin Co., 0., by a man named
Wilson, with whom he had been traveling
in company. Oven's skull was fractured
Ly two blows of a club. Wilson evidently
supposed that Ovens, who was on a col
lecting tour, had money on his person.—
Wilson is in jail at Kenton,.Hardin coun
ty, awaiting trial.
The People's lasursinee Com
palmy.
This company is now fully organized,
with the Board of Directors advertised in
another column. The present office is at
No I Girard House, Smithfield street,
where the Secretary, Wm. F. Gardner,
will attend Co taking alt kinds of fire and
marine risks. The company is established
on a good basis and will become one of the
institutions of Pittsburgh.
Newsboy Drowned.
Bill. Blair, a newsboy, went into the
river at Steubenville, on Tuesday evening,
and going into rather deep water and be
ing unable to swim, he was soon heard to
utter cries for "help." One of the lade
close by made etforts to save him, hut was
unitide to do so, and he was drowned.
Benefit of Mr. Lewin.
The entertainment. at the Theatre this
evening is for the benefit Mr. H. Lewis,
familiarly known as "the old man." He
appears as Tom in the good old drama of
the "Dumb Man of Manchester,•' and as
Scaramouch in "Don Juan," Ettie Hen
derson personating the Don. The hill is
good one, and as Mr. Lewis is a most de
serving actor, we hope to see the house
filled.
Carriages.
We direct attention to the advertisment
of Mrs. Jos. White. Lawrenceville. She
has just received a lot of fine Vehicles froin
the East, among which are several good
double-seated carriages. We advise those
about purchasing a vehicle to examine her
large and well assorted stock.
New Strawberries.
There will be an exhibition this morn
ing at 11 o'elock at Mr. Knox's seed store,
No. 29 Fifth street,ofa rare collection of new
varieties of strawberries, embracing Tri
omphe de Gand, Fillmore. Golden Seed.
Vicomptesse, Rericart de Thury, Due de
Brabant, Princess Royal, &c. Lovers of
choice berries are invited to examine.
Libel Suit Withdrawn.
In the Court of Quarter Sessions, yester
day morning, a nolleprosequi was entered
by the District Attorney in the libel suit
brought against Col. J. B. Finley, of Kit
tanning, by It. E. Brown, Esq., of the
same place, the latter having withdrawn
the suit. and paid the costs.
The National Tax.
The New York Herald of the 10th con
tains a table of the articles upon which a
tax or duty is imposed by the tax bill as
passed by the House and amended in the
Senate. The Herald can be found at the
Pittsburgh office, opposite the Post Office.
Pittock agent.
The Duquesne's Throw.
A member of the Duquesne Fire Com
pany, who was present at the trial of the
new hose on Wednesday evening, informs
us that the distance thrown, through four
hundred feet of hose, was two hundred and
forty-seven feet, two inches.
Golden Feather.
This is the title of a new novel by
Arthur M. Grainger, otherwise called the
"Buccaneer of King's Bridge," with illus
trations by_ Daricy. It is for sale, at 25
cents, by Henry Miner, next door to the
Poet Office.
