Gunboat Engagement near WU anington, N. C. A letter dated on the gunboat Chippewa, at Newlet Inlet, off Wilmington, N. C., May lfith, says: "The ball was partially opened yester day by the gunboat Penobscot, Captain Clitch, opening tire upon the shore batte ries. It was apparently unexpected to the enemy, and it was some time before they rallied sufficiently to fire a number of guns at once. The gunboat firing was good, the distance some two milesi, and withtwenty-ti ye-second_ fused the shells burst in or near the main battery. The rebel guns from that battery are not of much account, (at a long range,) but they have one good rifled cannon in a separate battery to the left of the main. The at tack brought out the position and power of the guns and batteries. I am not at liberty to reveal the plans for the future until after they are put into execution. The gunboat ascertained all it wanted and ceased to fire. Condition otA Watt% at Pensacola A. letter dated Pensacola, May 25th, says:- " Nearly all the large houses in this city" are closed, the owners having left, add many have left furniture and everthing behind, so that the Union officers are en joying as line quarters as they could wish for. But tew stores are open. and goods are scarce. There may be throe hundred people left in this city. but all are very poor and destitute. The destruction and wreck at the navy yard is complete and beyond description. The tine naval hos pitul is a mass of ruins, also all the tine dwellings. '! Some dozen shots were fired, which struck close, as we could see, but, unfortunately, did not hit the mark. It seemed to ns they were taking soundings, and were within range half the day. The excitement,. or rather interest, was lively at Fort Gaines, and our guns were trained on the "insolent foe," but to no purpose, as we have not yet fired a shot. This morning a schooner ran the block ade, and at this writing, is moored under the guns of Fort Morgan; how she man aged is hard to tell. Provisions at New Orleans. Private letters from New Orleans of a late date, received in Boston, speak of the scarcity of provisions there as really of the most alarming character. Ladies of Northern birth. of the highest respectabili ty, had applied to the officers of Gen. But ler for supplies of food, stating that they were entirely out of provisionsand without the means to purchase at the exhorbitant rates demanded by the traders of that city. Patriotic Sentiments—Adherence to the Constitution. Senator John P. Hale, of New Hamp shire, a prominent Republican Senator, thus took those of his party colleagues to task—and they are unfortunately too nu merous—who are laboring to destroy the Constitution, while pretending to be for the Union. He said, eloquently and truth fully : Sir, this new Republican party came Into power upon the destruction of two parties that had been•false upon this sub ject; and now, whatever party may suc ceed this Republican party- - and Clod only knows what it will be—l hope they will not write on our tombstones that we split on the rock on which our predecessors did, and that is, in want of fidelity to our I declared principles. If there is one prin ciple that we have declared often, early and long, it is fidelity to the Constitution , . to its requirements and its restrictions. The Last Days of Stephen A Douglas. A • VERY INTERESTING STATEMENT OF PURPOSES AND OPINIONS The Chicago Post ;- edited by Sheehan, Douglas's old friend, editorial champion, and biographer, contains an article printed on the anniversary of the death of Mr. Douglas. We quote from it the following instructive passages: Theattack on Sumter occurred. The wri ter of these lines was in Washington at the time. For weeks before, Mr. Douglas felt 'confident that the moment Congress ad jonrned therebellion would commence. He regarded Breckinridgeas the most infamous and the meanest ofall the conspirators,und had he been sustained by the Republicans during the previous session, in passing the Crittenden Compromise, he would have ex posed to the people of the South the long and deliberately planned scheme of Cobb, Breckenridge, Yancey and several Northern Congressmen and politicians to seize the Federal Government,destroy the Union and erect a Southern Republic. He would have exposed on the stump these men and their treason, and have mode even the South too hot to hold them. During those weeks preceding the full of Sumter, he spoke freely to the writer of these lines, as to what should be the ditty of the Democracy. lie knew, and it touched his heart to speak of it, how Wlitlllly he had been supported by the Democracy. Ile knew how that Democracy had been shut dered, abused and injured because of their support of him, lle never telt so attached to, or more firmly convinced of the justice of the great principles he had advocated as he felt then, when he knew that the triumph of the opposite doctrines had brought the country to actual war. Yet, notwithstanding that he knew there was a wide and impassible gulf between the De mocracy and the Republicans, and that men could not in a day, nor in a lifetime, forget the bitterness of party nor banish the determination for revenge, yet he in quired anxiously if there could be the slightest doubt whether that great Demo cratic party would rally, at the first assault upon their country's flag, to the support ofthe government, even if that government was in the hands of the hated Republican party. And with his accustomed energy and determination he answered his own question by exclaiming, "Never That party_ has been trained to support the Union; to regard the permanency of the government as their especial charge, and they will no more let party hatred keep them neutral in a fight with Southern traitors than they would be. neutral if the enemy was a foreign nation. They might respect a foreign nation. even though all enemy, but a traitor certainly can never appeal foraid or sympathy to a Democrat. As in the case of Lecompton, he would be true to his principles, and let the conse quences be what they may. Upon these principles he acted. The moment Sum ter 411, he went to the president and ten - dered him his support until the rebellion was crushed. ,He shortly after returned to this State. Before leaving Washington he heard that Southern Illinois wits (ES posed to sympathize with ;he South, and therefore he proceeded to Springfield, and before the Legislature made that speed, which will serve as a monument to his pa triotism tbr all time. On the first of .Nlay he reached Chicago. and in his speech here he uttered those words which he intended should be taken as the rule of conduct for all Democrats, that in this war there could be no neutrals; he who was not for the gov ernment, was for the traitors. He abandon ed no principle of the Democratic party,but was more firmly convinced than ever that the only way to settle the slavery question was to leave it exclusively with the people who were to be affected by it. But an at tempt to overturn the government was something so violative of Democratic doc trine that he did not admit that any man could justify or extenuate the act,or feel the slightest sympathy for those engaged in it. He did not ask that the Ik:um:retie party should abandon its organization; on the contrary he insisted that such organization should be maintained; he had no doubts us to the causes nor the persons who had pro ' duced the rebellion, and in his own words he thus defined patriotic duty on that point: "When we shall have rescued the govern ment and country from its perils, and seen its flag floating in triumph over every inch of American soil, it will be time enough to inquire as to who and what has brought these troubles upon us. Let him be marked as no true patriot who will not abandon all such issue in times like these." The day after his arrival here he read -copiesofthe conditional secession ofVirgin ia—that secession which, being actual, was nevertheless, to depend fbr validity upon a futurevote of the people. He said that Mr. Lincoln ought at once to put an army into Virginia and occupy every city and strong point in the State ; a month's delay, he thought, wonld be fatal. He considered that the rebellion had seal ed the fate ofslavery. No act of legislation, I no act of Mr. Lincoln, no matter how ri olative of the Constitution, could have I wrought the injury to slavery that had been done by the rebellion. If the govern- ; ment would only say and do nothing what ever about slaves, but prosecute the war for the establishment of the Union, he thought the losses of slave propertyalone, by Me in evitable, consequences of war, would have two certain elects. First, it would satisfy the people of the South that their own fa y., and not the action of the Republican party ~.wat producing the loss; and second thatdhe tenure 07 slave property would become so uncertain it would cease to be valuable; and once brought to that condi tion its:fate was sealed forever.
