Return of Thurlow Weed.
Yesterday morning Thurlow ar
rived in the Persia, and wns met at the
dock at Jersey City by the joint committee
of the Common Council, who tendered
him the hospitalities of the city. Alder
man Smith, chairman of the committee of
reception, briefly addressed Mr. %reed,
tendering him tho thanks of the Common
Connell for his efforts in support of our
govermuent in Europe, and the hospi
talities of New York in gratitude for his
earnest endeavors to sustain public opinion
abroad in favor of the 'Union.
Mr. Weed replied more briefly than he
had been addressed, hut cordially, expresti
ing surprise at the honor paid him by the
city of New York. It was altogether un
expected, and although he felt thankful
for it, he desired to take into consideration
the handsome proffers of the city of New
York, made through its representatives to
himself.
The party then repaired to the Astor
11 ()use for breakfast. During the meal Mr.
Weed spoke unreservedly of the feeling in
I Europe in reference to our country. The
state of public sentiment abroad, he said,
was far from gratifying.. The French gov
ernment cherished no friendly sentiments
towards us, and the people were better.
But Prince Napoleon NM our most sin
eere. earnest friend, and lost no occasion
to do us friendly offices. The British min
istry was divided. Lord Palmeriton and
Earl Russell were adverse to us; other mem
bers of the cabinet were warmly affected to- '
ward the North. The Queen, whenever
she could say a word, always expressed
the most decided sympathywith us. Prince
Albert had always been the devoted
friend of this country, and his last public
act had been to modify a dispatch which
the ministry had prepared to send to Lord
Lyons.

attributed to the treacherous conduct of
our diplomatic agents abroad. Full one
third of them had for years been engaged
preparing the public mind in Europe
for the contemplated revolution, and a
large number of Southern Congressman
had participated in the treason. We in
America could have but an imperfect idea
of the condition of popular sentiment on
that continent. Dr. Russell was one of
our best friends in England. He took
every occasion to express his sympathy for
the North. He spoke at the clubs, to
!umbers of Parliament, to • everybody
whom he encountered. He pronounced
our army the finest in the world ; the raw
recruits were equal to veterans in other
countries. Capitalists were surprised most
of all. Our country was dismembered,
and its extinction threatened by civil war
of monstrous proportions : yet we met all
the expenses, and were able to continue
to do so for ten years without recurrence
to foreign contributions; and our funds
had not depreciated since the breaking
Out of hostilities. There was no other
country in the world capable of such a
financial achievement. America was truly
independent.

We take the following from the Harper's
Ferry correspondence of the New York
Times :
Major Wilder Dwight, of the Second
Musachusetts, who was taken prisoner in
Banks' retreat, was held in Winchester a
short time, then released on parole, and
given the efty of the town. Ile•says he
was well treated, and with great respect
even by officers and men, and so ,he says,
with all the other Union prisoners he saw
or heard of. He says the enemy released
all the Union surgeons immediately—on
the sole eondition.that they should report at
Washington and use their influence to have
all surgeons on both sides regarded as
neutral. One of their officers was very in
dignant when told what atrocities were laid
to their charge, and asked, "Do they think
that we are barbarians ?!.';

pose of manufacture, one hundred feet
from any other building and two hundred
from a dock. The rectified oil, in case of
containing benzine or naptha sufficient to
ignite at .100 degrees, Fahrienheili it. also
forbidden, under the pain of firte,and. im
prisonment.
