States. To the domination of the Union
the whites may and must submit. But to
expectthem to submit quietly, to the rule

error the folly. of which is . only extfeeded
by the devlish mylipity that swats it.-
The precedent ot a.negro .regiment in
vqlves a number of Military !consequences
which have only to he thought of to eicite
the disgust of the country. The man tha
fights in the ranks and distinguishes him
self is entitled to applause and promotion.
A regiment of negroes will claim black
officers, and will, if the qualities of com
mend are found to exist, be entitled to
have them. And when regiments are
brigaded, and brigades, consolidated into
divisions, we shall, by the exigencies of
battle, be liable to have black - Colonels
converted into Generals on the field, and!
to see portions of our army of white men
under the command of negroes. There
may be white citizens of the United States
willing to serve tinders negro commander
—but I do not believe it.

The fate- of the cap4al though still a
mystery, to tts, is :probably ; fixed before
these words can, meet the eyes of our read
ers. The telegraph yesterday brought no
tidings from Richmond, and we have noth
ing later than the brief dispatch, dated
Tuesday night, announcing that the
enemy's gunboats had ascended the James
river as far as City Point. The subsequent
silence may have been accidental, but it
looks ominous. We fear we shall have
the same at ry of New Orleans over again,
and that is we have lost., through imbecil
ity, sloth and delay, what the Gt and Army
of McClellan could never have won. But
we will hope for the beet.
City Point, the head of deep water nevi
! Ration on the James river, is nearly thirty
miles beicw Richmond. For the past fort
night the work of abstracting the channel
at a point some miles higher up has been
vigorously going on. Ipon the efficacy
of the obstruction rests the safety or the
city; and before this, we presume, that

An Incident of the Battle of the
Forte.
Captain. Dual; of the Varuna, tells a
story of a brave boy. who was on hoard his
vessel during the bombardment of the forts
on the Mississippi river. The lad, who
answers to the name of Oscar, ie hut thir
teen years of age, but has an old head on
his shoulders, and is alert and energetic.
During the hi fleet of the fire he was cc
gaged in passing ammunition to the gua• ,
ners and narrowly escaped death when cr. c

The Negro Question in Tennessee.
In the Nashville Union, of M 11, we
find two columns of advertisements devo
ted to fugitive slaves arrested and detained
in prison, chiefly in Davidson county, and
in regard to whom the owners are reque. , :-

charges and take them away." These ad

of President Lincoln's Provisional Gov
ernor, Andrew Johnson ; so that the local
arrangements of Tennessee in regard to
slavery remain practically undisturbed by 1
