City Councils held a special meeting last evening to take some action upon the Act of Assembly authorizing a compro mise with the bondholders. In Common Council: Present all the members except Messrs. Armstrong, Bai ley. Hayden, Holmes and Long. Mr. kiilen in the chair. The minutes of last meeting were read and approved. A communication was read from the Controller, stating that there was a pres sing'necesssity for some action concerning , the Act of Assembly authorizing the city to compromise with—the holders of lien • bonds. • This was accompanied by an ordinance, prepared by the City Solicitor, vesting in the Finance Committee with autherity to conclude such en arrangement with the bondholders. After, some discussion Mr. Roberts offered an amendment to the ordinance, simply authorizing the Finance Commit. - tee toaseertain the most favorable terms upolt which a compromise eau be effected and report the same back to Councils for their approval. This was lust by a vote of 18 nays to 12 ayes; Mr. O'Neil offered as a substitute for the ordinance a resolution authorizing the Finance Committee to agree with the bondholders upon terms of compromise . and pledging the Councils to ratify the agreement made in conformity with the Act of Assembly. Lost by a vote of Bto 17. Mr. Fryer objected to the ordinance on third reeding, which would lay it over and Dr. McCandless moved a suspension of the rules, when Mr. Fryer withdrew his .objection and called for the yens and nays, which were taken, as follows : AYES—Messrs. If the General Government will, at the peril of its credit, rush into the expendi ture of tens of millions for internal iin provements which are commercial projects, let her action be impartial, and include the ; OOhio river, which is a ary line be- en several States, as bound well as the Illinois river which is wholly within a single State. 1 1 Likewise let it include appropriations for i the enlargement of the inter-bay canals between Long Island Sound and Albemarle Sound, as well as appropriations for the enlargement of the Michigan and Illinois Canal and the locks of the Erie Canal. There are other interests in the United States besides the water routes which wash Canada and lead to the St. Lawrence via the Welland Canal, as well as to the Laud son via the Erie Canal. The Ohio river is between States in and of the Union and is essentially and abso- I utely a National water-way—a main artery in the body of the Union. Among all the 1 1 projects which beset Congress there is not I I one in favor of which stronger , reasons can be urged than can be adduced in favor of the improvement of the navigation of the Ohio river. Wherefore, in conclusion we repeat, if Congress make any appropria tion for any internal improvement whatso ever, let a like appropriation be at the same time made for the Ohio river. It will do uo more damage to the credit of the General Government to improve the channel of the Ohio river, than to enlarge the Michigan and Illinois Canal and deep en the Illinois river. The Ohio river is a bond of Union, for its sinuosities dovetail together the free and slave border States which abut upon it, and by it are made parts of one whole." Runaway. A pair of fine, spirited horses, owned by and attached to the carriage of Byron Painter, Esq., took fright at the whistling of a locomotive, on Liberty Street, above St Clair, yesterday afternoon. There were two ladies of 31r. P's own thimily and Mrs- Richards, an elderly nurse, in the vehicle. I when the horses started, the driver got out and let the two ladies out, leaving Mrs. Richards in the carriage. The driver was dragged some distance and was pretty se verely bruised and had his clothing torn. When the horses reached the corner of Liberty and St. Clair, they ran violently against the show windows of Messrs. Braun Sr, Reiter, which they deinolished, Mr. Braun narrowly escaping injury. The frightened animals proceeded along St. Clair street and across the Suspension Bridge until the carriage came in contact I with a wagon belonging Mr. Eldbaugh, which stopped their course. It was fired by the children playing with matches. "Another Soldier Dead." Another of the patients at the Marine Hospital, John D. Conn, a native of Salem, 0., ands private in the 40th Illinois regi ment, died on Sunday, of a wound re ceived in the battle of Shiloh. Sales of 1000 barrels at 50 cents; 3000 barrels at the Buchanan at 32/ cents; 800 barrels at the Creek, varying from 30 to 45 cents per barrel, packages in all cases extra, at from $1 60 to $1 76 per barrel. The ar rivals front the wells have been plentiful; the river is high, and daily increasing, yet in fine boating stage. Freight to Pitts burgh at from 80 to 40 cents. Our corres pondent concludes his letter by saying. `Send on the barrels and we will give the oil nothing." Unmistakeably the oil is getting rather cheap, if our friend is well informed. The Oil City Register of May Bth. thus speaks of the market and oil operations there : Business has not been quite so brisk this week, and the receipts have percepti bly decreased. The oil men say that the great proportion of the oil moved during the past few weeks has been tank oil that was accumulated during the Winter.— This is in the main about the state of the case. There is probably not more than 20,000 bbls. in tanks along the creek at the present time. The stock on the wharves is pretty well cleaned out, and we don't remember ever seeing our wharves so bare of oil as nt the present time.— Many of our producers are holding back fur more remunerative prices, though several thousand barrels changed hands at the old figures, 10 to GO cents at the wells. There is but little mining. going on; turd from present appearances. there will riot be very heavy surplus stock of oil on hand here this summer, as many have ceased operating. We hear of several wells that have "blown out" altogether, het luive no particulars. The present low prices do not pay mine or operate, hence, unless there 4: an improvement in the price, there will be a decrease in the amount produced.
