We are informed that a step of great
importance in the existing state, of our
!It'll* 'OKI* has just been taken by the
Board of Admiralty. It iss ; well known
that at the present moment our entire fleet
of small vessels - of--war is built of wood,
and is wholly unprotected by armor pla- 1
ting. Every..corvette, sloop and gunboat
in the service is liable, the efore,,to sud
den andeoinplete destruction by the shell
fire of an enemy. ht view of these facts,
acomplete.stop has recently been , put to
the conetrnetion of further vessels of this
kind in' the royal dockyards. In France,
for some years past, and in America,. day
ingtthilastlear, small iron-plated craft
:have fieeh designed and built; but in all
vases these have been tit to operate upon
home coasts and harbors only, and have
been wholly ineapahle of performing gen
eral seaservice. Our own Admiralty and
their constructors have naturally been
averselo the building of similar vessels,
but at the same time no means of produc
ing sea going plated ships of moderate di
mensions have been devised. At length,
however, a method of construction has
been devised, which is said to afford great
security, with a comparatively small amount
of plating, 'and which has met with the
full approval of the Board. -
The new design has been made by Mr.
E. J. Reed, formerly of the School of
Naval Construction; Portsmouth, now
Secretary to the Institution of Naval Arch
itects, under the general supervision of
Admiral Robinson, the Comptroller of
the Navy.; It is applicable, to ships ol
various classes, and provides for the use
of a powerful plated battery, of Armstrong
guns, with a great range of tire : for the
security of the ship from penetration be
tween wind and water; for steaming power
scarcely inferior to that of the unprotected
vessels; and for the protection of boilers.

atus. These advantages are sail to he
secured without at all compromising the
fitness of the ship to receive a complete
rig and equipment, so that she may be fit
for sea service in any part of the world.
The design. we understand, has been placed
unreservedly at the disposal of the Admi
ally, who have issued an order for its im
mediate adoption, and have appointed the
inventor, ;Mr. Reed to superintend the
construction of the vessels in Her Majesty's
dockyards. The timber now in store. and
even that already converted, will be avail
able for the new vessels, which are to be
timber-built below the water, but incom
bustible at the upper part. Although the
design was only completed a week ago. all
the preliminary arrangements for currying
it out have already been made, under the
immediate care of the Comptroller and
the Duke of Somerset. The first vessel
is to be commenced forthwith at Deptford
dockyard, and is to be named the Enter
prise.

It results from the engagement between
the two plated ships on the coast of Amer
ica that the Merrimac and tho 'Monitor are
not in any respect to be compared to those
alreadypossessed by several States of En
:rope. The plated frigates which England
has launched, defective as they may be.
would certainly give a good account of the
two American ships built in such a hurry.
It is. nevertheless true that, such as they
are, these two ships, or rather floating bat
teries. would destroy the most solid wood
en fabric: This fact being admitted. the
consequence is clear and incontestable—
namely, that at this moment the noblest
fleets of unplated wood are powerless as
instruments of warfare. This fact our
neighbors cannot perceive without regret
—they who have spent for the last three or
four rears more than three hundred mil
lions in building new wooden ships. We
must congratulate ourselves that France
has not been drawn into this movement.
She has left the English Admiralty to
quietly go on in increasing their wooden
fleet. Our Minister of Marine has pru
dently reserved the regular and moderate
resources of the Budget for the building of
the only plated ships which, thank Ond.

exploits of the Mernitnac have again prov
ed the insufficiency of land fortifications to
iirotect the coast. This. also. is a some-

who rushed into - incalculable expense on
land fortifications. The naval combat
which so attracts attention shows the ne
cessity of inventing a plated ship which
shall combine strength with sailing powers.
The Merrimac. an unwieldy vessel. had
retire before the Monitor, which is sma:
ler and less powerfully armed.
What is now proved beyond doubt is,
that in the two worlds the war navy is un
dergoing a complete transformation, and
that we must continue in the sante line,
without precipitation, certainly, but also
without weakness.
