lessened by the emancipation by Congress,
even if such,an act - was constitutional. It
would. certainly add to the exasperation of
the non-slaveholding whites of the South,
and might unite them against the Govern
ment, and if so they would be unconquer
able. As matters stand,..we can put down
the: rebellion, :because the people of the nat
ural strongholds of the country are with
us. It is chiefly in the lowlands, accessi
ble from the ocean and the navigable riv
ers and bays that treason is rampant. The
mountain fastnesses, where alone the guer
illa was can be sustained, are now held by
Union inn, and they are more numerous
and more robust, intelligent and it:depend
ent than the rebels,. It is chiefly the more
degraded clasti
.of non-slaveholders, who
live in the midst of slivery, who are now
;engaged spinet the government. But the
,nbli-slaveholders of the mountain and high
bind 'regions, forthe Union, are not
free from the jealousy of caste,and the poi

they ean no longer live in the Union with
Constitutional rights, as in the past ; that
they are to be reduced to a state of vassal
age; that the loyal as well as disloyal are
to meet one common fate, much will have
teen seetimplished.for the failing cause of
heSti rebel leaders. You will have united
thine in deiperation. The war will be
kingiring and protracted, our increased
iatienal debt will be overwhelming and
our taxation fearfully oppressive.
Refuse to recognize the constitutional
Nights of the loyalists of the South ; take
lback.all tho declarations of the inriolabil
litysf the rights - guaranteed to them: strike
a blow at the institutions recognized by
State lesis;drive them by oppression rind
linjuitice to-a union with traitors, and this
lwar will not end for years. In the end
they vgill be subjugated ; for what vast
!argues and navies and abundant financial
releurees'have done in the 'past, they can
do in the future. You may then subjugate
lthese men who are true and loyal now, us
partitioned Poland is subjugated. •always
chafing at the chains that bind her. yoa
may bold them as Austria holds Writheing
Hungary. but take care lest. too, like the
Hungarians, to recover their rights, they
do not carry menace to the very walls of
the capital of their oppressor. You may
trample them in the dust as was: classic
Greece, but like her they may rise in their
despair to become a_nation. You may en
thrall them as was Italy by that royal
house s which, like the Bourbon, "neither
learns nor forgets," but like Italy, their
condition may invade the sympathy of the
world, and they wake up to become a pew
ple and a power on the earth.
Sir, we cannot do wrong and prosper.-::-
There is a God of Nations. WV cannot
rob loyal men of the South. although they
be few, and even though they 1,,•
holders, of rights vested in them by the
same Constitution which protects us all.
•-ithout exposing ourselves to its wrath.
Then let us be most careful, sir. lest in
the attempt to wrong and afterwards sub
judgate the struggling loyalist of the South.
