Speaker Rowo called the [louse to order
at ten o'clock.
The apportionment bill being the order,
was considered. Several speeches were
made for and against the measure, on
the amendment offered by Mr. Cessna. On
this the member from Pike made a good
common sense speech, in which ho remark
ed that during the session he, as a general
thing, stood with the "old man eloquent"
from Allegheny, a gentleman well known
for his profound learning. strict integrity
—the very personification of what. a Legis
lator should be: yes, I\l r. Speaker, the
dex of this body. The remarks of this gen
tleman were well timed and properly con
ceived with striking hits on this Republi
cans.
Mr. Crane replied to this member it: a
strange manner, reflecting on his Southern
proclivities and a Breekinridge Democrat:
With other remarks ill calculated to har
monize good feelings. The menti,er from
Pike denied in tote the charge, and stated
that it was false, and if that member
rrit
crated it that he then was guilty ii:, false
hood; that he (Crane) was not. nor never
had been, a good Dentovrat. 'I his gond,
man was called to order. but the members
requested hint to go on. with applause•
which the Speaker checked, (mid properly
so.) The feeling between these
appears to be anvthing else than amialde.
I must say that the member from Pike
the better of the Crane from Wane. The
whole: day was taken up on the bill. The
Democracy contending t'or an honest q ,or
tionment. The voting was close. net more
than one at any time in the majority. the
Republicans to. a man, with melt calline.
themselves Union Democrats, voting with
the out and out Republicans; Speaker
Rowe and Dr. Gross voting continually
with our opponents. This has astonished
the writer much, for I had a better opinion
of these gentlemen than to timid t teat itt
company with negro worshippers to do :t
gross injustice to the people of this Com- /
monwealth, bvfoisting on theta tin infamous •
bill. I must here state that Judge Ross
has also fell from gram; 1,, my utter aston
ishment. The bill is fought inch by inch
under great excitement. I have never yet,
seen members so much exasperated as at
present. The feeling is lividently a bad
one, and now while I write the confusion
is worse confounded.
Your paper got here to-day minus the
usual letter, inasmuch as I wail them reg
ularly, is my reason for making the re
mark.
The Senate meet to-night. The matter
to-day in that body was the bill free, the
House in regard to the repeal of the net of
last session. Seeral speeches were made
for and against: some of them had merit,
while others were flat, stale, and unimpor
tant. Senator Penny made, as I thought,
a convincing speech on the side of the
people, as did Clymer. Mr. Speaker
Hall's speech was good on the wrong side.
He argued against light and knowledge,
and what is worse. this gentleman knows
better, for he possesses considerable ability
and tact.
The following acts were signed to ,lay
by the Governor :
"An Act for the more convenient col
lection of poor tax in Pittsburgh.''
"An Act in relation to the Allegheny
City Market House."
"An Act to incorporate the Chartiers
Cemetery Company of Allegheny.' .
"Supplement to an Act incorporating
the Pittsburgh Dollar Savings Institu
tion "
"An Act supplementary to an Act de
fining the manner of collecting the expen
ses of grading and paving the streets and
alleys in the City of Allegheny."

Hew Jack Phillips Recovered
the Mule from the Secesh.

If the stories of incidents and advent
ures current in any of the numerous camps
in the neighborhood of Seceshdom could
be collected in hook form they would mak•
a very readable work. 1 may send you a
string of such as are afloat in our region,
at some future time; at present, I will re
late one which came to my knowledge a
few days since.
Squire Bailey had the biggest and best,
and most docile mule in Marlin's Bottom,
and Marlin's Bottom is about the biggest
and best neighborhood on Greenbrier riv
er. Squire Bailey was inclined to be a
good Unionman, and did notentirely con
ceal his sentiments, notwithstanding the
presence of Floyd's army in the vicinity.
About the time of Floyd's "tumultuous
flight" from that region, he was very much
in need of transportation, and according to
established usages among secesh, he pro
ceeded to levy upon the teams of the
neighboring farmers. Of course a Union
man, like Squire Bailey, was not to es
cape; but Squire Bailey taking time by the
forelock, very quietly, one night, removed
to a safe locality all his lire stock, except
his favorite mule, which he kept for haul- ,
ing wood and going to mill. this mule
being apparently the only support of•a
large and increasing family, Squire Bai
ley fondly believed the Secesh would not
be heartless enough to rob him of it.
But Squire Bailey did not understand
Secesh. One fine morning along came
Quartermaster Blige accompanied by half
a dozen armed men from Floyd's army.—
Squire Bailey was standing at his gate
when Quartermaster Blifie approached,
and commenced a conversation with him.
" Good morning Mr.—a—Mr.--"
" Bailey," suggested the Squire.
" Yes, bailey ; good morning, Mr. Bai
ley.''
" Mornin' " said the Squire.
" I understand, Mr. Bailey, that you
have a number of horses and mules which
you wish to dispose of to our glorious
Confederacy."
Mistake, sir," said Bailey ;" I have
none to sell anybody."
But Mr. Bailey, some gentlemen in
formed me yesterday that you had quite a
number of horses and mules."
"If you'll believe your eyes, instead of
'some gentlemen,' Mr. Quartermaster, you
can see for yourself that I have nothin.'
but that mule, in the log pen there, and
that I can't possibly keep house without."
"Ah ! I see the mule," said Blifie,
looking through the cracs. "You'd be
asking fifty dollars for that mule, I s'pose.
Well it's a big price, but if you won't take
less I'll have to give it. Corporal, just
write a note for fifty dollars, payable in
Florida swamp lands at twenty-five dollars
an acre, two years after our glorious Con
federacy
achieves undisputed independ
ence."
"But, Mr. Billie," remonstrated the
S9uire. "if you take my mule my family
will freeze to death and starve to death,
too, afore spring. And if I had twenty
mules I could not sell you one such as that
for less nor three hundred in gold, but this
one I can't spare at no price."
"We must all make sacrifices, Mr. Bai
ley, for our glorious Confederacy. If you
only knew the sacrifice I have made, Mr.
Bailey. The starving and freezing of your
wife and children are nothing com
pared to them ; but our glorious Confed
eracy called, and my patriotism responded
to time call Future generations will re
member and bless us, Mr. Bailey, and we
will receive the everlasting gratitude of our
glorious Confederacy. Think of that, Mr.
Bailey—think of that."
Mr: Blifie, before his appointment, had
been utterly penniless, and ten times as
mean as he was poor. These qualifica
tions got him the appointment of quarter
master ; out of this office he was steal
ing a fortune.
"Mr. Blifie, — said the Squire, with
much feeling, "for the Lord's sake don't
take my last earthly support. Don't you
see my children areall a cryin' and a carry
in' on, because they know they'll all be
in their graves afore spring if you rob me
of'—

"Rob !" exclaimed Mr. Blifie, fiercely.
"Don't say 'rob' again, or I'll massacre
your whole nest of traitors. It's because
you're an enemy to ourglorious Confed
eracy that you are unwilling to sell the
mule at a fair price. I oughtn't to pay.
such as you a cent,. but I'm a generous
man and you ought to be thankful to me.
Corporal, fill up the note as I directed."
" Hold on a minit," said the Squire.
"If that paper is whatyou are goin' to give
me, don't spile it by writing on it. The
blank paper might be of a little use to me,
but the writin' on it never could."
"You're a , cursed traitor to our glorious
Confederacy," said Blifie, and he startedto
take themule out of the pen. Itwaishitched
with a halter, and had a broad :cireingle
around it. He unfastened it, and without
deigning another word to the "enemy of
his glorious Confederacy," he was off with
it to seek another farmer's stables.
