It is stated that a change is contemplated in the style of uniforms now worn by our officers. Among the officers of the regu lar army the proposed change meets with much opposition, but it does not attract so much attention among the volunteers. A strong objection to the action of the Board is in not allowing each army corps to ar range its own uniform. As the recom -I.l4iendation of the Board have to be passed I .upon by the Secretary of War it is possi-; ;ble that none of them will be adopted. It s eildent, however, from the agitation of the sal feet, that seine essential changes in %uniform will soon be made. Many urgo that the _present style of officers' dress has too much tinsel and glitter about it, while others would make it still more showy but the Board bit.: the matter in hands ! tow, and doubtless if they order a change, it 1."1.11 be made for the best. prof: Ander/hem at Concert Hall. As &proposition however, which may possibly lead to theceesation of the fright ful conflict, the Times thinks it worthy of discussion. The President truly says that the expenses of the, War would buy up the slaves in any given state. If this has any meaning that the money now devoted to keeping up the armies of the North might be more advantageously:devot e d to the ex tension of Slavery in those regions which are incontestibly in its power. If they are content to keep the slave states which have not seceded and to try the plan ofd Emancipation and compensation for them, they may if really in earnest, accomplish after a time, a great work, but with the ex penditere of two millions a day and with nothing but shin fotaicters for money, the plan is doubtful. The wavering slave owners mpro mise must follow the fate of ot hersempts at compromise. The Daily News thinks the proportion , a hem magnan imous. It says the eaffords at least a good baais for a comprehensive, practi cal and amicable debate, only the public, by whom it has to be dascussed, is scarce ly capable of the order needed, forr real deliberation and decision.
