DAILY POST.
THURSDAY MORNING, APRIL 3
Wm. L. Yancey's Speech in New
Orleans.
;it now appears that William 1,. Yancey
has successfully run the blockade. We find
the following synopsis of hi= speech, deliv
ered in New Orleans, March t:;tli in the
Huntsville. Alabama, ..lilrorate of the
19th ult.
Mr. Yancey is decidedly of the opinion
that the South has no friends in Europe,
and that the North is in a similar condi
tion. He says there is a very strong pre
judice in all of Europe against the South,
in consequence of an erron eons impression
which prevails in reference to the institu
tion 01 slavecy. There are many persons
in Europe who eunsidCr the Southern peo
ple semi -civilized, and believe that negroes
are raised, upon the plan that stock is.—
There is no disposition to interfere in
American affairs
The blockade enables the British hold
ers of the great staple to realize an int
tnense advance upon its cost,in consequence
of the scarcity of the article. The hold
ers are the wealthy few, who have the ear
of the .Government. Another reason for
not interfering with the blockade was
the belief that the scarcity of the article.
and the remote prospect of obtaining a
supply from this country, would create
suet' a demand for the East India cotton
us to increase its culture to a very great
extent.

Another reason, in Mr. Yancey's opin
ion. why European Powers will nut inter
fere in American affairs. is the hope and
belief that a permanent dissolution of the
United States will weaken a nation ofwhose
prosperity and greatness they had become
jealous. They hoped to see the war pro
tracted until both divisions are involved
it) ruinous debt, to hang over them like an
incubus for veers to CO/Ile.
He inclines to the opinion that England
and France would sooner interfere to pre
vent a reconstruction .of the Union than
any other purpose. As he believes that,
unless their star\•ing operatives engaged in
the manufiteture of cotton fabrics, compel
them to hoerfere, they will stand aloft un
til they see the South. is about to conquer
its independence, or titil in the attempt.--
e has no hope of recognition of the Con
federate States by either of these Powers
until the occurrence Drone of these events.
In view of these facts, Mr. Yancey is of the
opinion that we might as well recall our
Commissioners front Europe, and await
the action of Foreign Powers--wait until
they propose negotiation and recognition.
Constitution of Illinois
The urn• Constitution of Illinois, which
is to hr SI11)1111(0Ni to a vote of the people
in June, contains the following provisions:
Section 1. No negro or mulatto shall

adoption of this constitution.

See. 3. The General Assembly shall
pass all laws necessary to carry into effect
the provisions, of this article.
The article in relation to "Banks and
Currency — consists of six sections. In
general terms, we may state that it pro
hibits the creation of any banking corpo
ration ur association: it denies to the Gen
eral Assembly power to pass any law re
viving, enlarging. extending, or renewing
the charter of any existing hank or bank
ing corporation: it prohibits the circula
