the House took up the Senate Joint Reso
lution tendering the thanks of Congreet
and the Aenei lean people to Capt. Foote
and officers and men of his flotilla, for the
gallantry exhibited -( by them In the recent
naval victories. Mr. Sedg wlek briefly
urged its passage. He said Font° was em
played in a dangerous service, and if he
should fall, his heirs may remember with
grateful recollection the thanks voted to
him to day. The resolution was unani.

reported the Pacific Railroad bill and it

JENATIL—Mr. Harris, of New York
introduced a bill to confiscate the proper
ty of rebels, which was referred.
On motion of Mr. Harlan, of lowa the
bill to authorize the settlement of certain
lands sold by the United States in the
State of Louisiana, was taken up and
passed.
Mr. Hale, of New Hampshire from the
Naval Committee, reported beck the res
olution to authorize the Secretary- of the
Nfavy to make equitable arrangements
with the contractors for steam machinery
who failed to perform their contracts and
to remit the penalties. Passed
Mr. Wilson, of Mass, from the milita•
ry Oommittee, reported a joint resolution
authorizing the President to 'assign the
command of troops on the same field or
division, without retard to seniority.
It also gives the President the power to
dismiss any officer from the service if he
sees fit to do so without the finding of a
court martial.
Mr. Sherman, of Ohio, objected t 3 the
latter portion of the resolution as giving
the Presid.mt too much power.

to the resolutions adopted at a meeting

mittee on resolutions. They advocated the
adoption of a compromise as an amend.

these facts he contended that he (Powell)
had faithfully followed the wishes of the
people cf Kentucky and of the very Union
party which his colleague eulogized, and
yet now he was to be driven from the Sen.

Mr. Davie replied to Powell, defending
the Union men of Kentucky, and his own
course, and contended that the course
Powell, especially after the battle of Bull
Ban, had been in a state of passive host.ll.

he looked them over and concluded no
loyal man could preside over a meeting
that passed resolutions containing senti
ments like those in charge against Mr.

tention to the remarks of Senator Powell,
from which it appears that the whole pop
ple at one time advocated the doctrine of
neutrality, and perhaps the Senator might
have been actuated by the some feelings
as actuated many who are now Union
men ; and he (Wilkinson,) had now little
feelings about it one way or the other.
Mr. Trumbull, of Illinois, said the COM.
mittee had reported against the expulsion,
not because they believed in the doctrine
of neutrality, for they thought it mie
ohevious and wholly without excuse, but
the whole people of Kentucky seemed to
take that position, and the United States
Government at least paid some respect to
I , ; but at last the time came when the
people of Kentucky had to go one side or
other, and traitors went on the side of the
Provisional Government, but the Senator
came to the Government of the United
States, and his discharged duties here and
although opinions differ from majority,
yet, that would not reriqn ua d
there was no ev,d-uce before the commit
tee to show that since the people of Kene
tucky had taken that position, the Senator
has committed any overt act favoring the
rebellion, these considerations governed
the committee in their report.
Mr. Ten Eyck could not see how a Sen
ator of the United States, as late as the
10th of Sempternber could 'counsel the
State to resist the United States in at,
tempt to come into that. State and crush
out the rebellion.
