The Controller's Reply to the Bond
holders.
Mr. Lambert, County Controller, has
sent the following reply to the Philadel,
phis bondholders, in answer to the pro
position forwarded by them, of which we
gave an abstract last week:

gheny county. In reply, 1 have.to.express
my personal anxiety and desire for an
equitable settlement with the holders of
them. You say, truly, that it is "the
public sentiment of your (our] people
with which the bondholders have now to
contend." This, you are aware, is not in
my power to control. Satisfied that the
best interests of both parties to this con.
teat would be promoted by a compromise,
I am quite willing to use my efforts to o.
complicit It. For that purpose, after con
sultation with prominent gentlemen of
city and county, I submitted the proposi
tion of eighty per cent. of principal, bear.

1862. This might have been ratified in a
convention of taxpayers. What you now
offer, I can assure you, would be rejected
by such oody. No permanent settlement
can be made by the county officers unless
the terms of it are first submitted to and
approved by a majority of those interested.

respectfully solioit its reconsideration.

Burdett, tavern keeper, was tined in the
Court of quarter Sessions, on Saturday,for
Belling liquor without license. In default
of payment, he was committed thirty days
to Jail.
DEAD!—Mrs. McKee, of Poplar alley,
who was so badly burned on Friday after-
noon, died the same night. The Coroner
held an inquest and returned a verdict In
accordance with the facts.

William Soott, has amused himself on
Wylie street, for several nights, by attack.

brother of a young lady he had knocked
down. On Saturday night he was caught
on Wylie street, near the "Lancaster den"
and severely beaten by an excited crowd

infested by hordes of children, from three
to fifteen years of age, asking fur "e cent

tention of the Mayor has been called to

annoyed by their importunities, and he has
directed the police to arrest them or follow
them to their homes and see if the (sulfites

to the Guardians of the Poor.

Monroe, in regard to the military condi

powers that a monarchy in Mexico, will
result from the assurances given to the

General Shields succeeds General Lan

The following dispatch was received to
day from Commander Foote, dated Cairo,
March let. Lieut. Commanding Phelps,
sent with a flag of truce to-day to Columbus,
has this moment returned andropprtsthat
Columbus is being evacuated. Re saw the
rebels burning their winter quarters and
removing their heavy guns on the Biafra,
but the guns in the water batteries remsin
intact- He also saw a large force of oav
elry drawn up ostentatiously on the bluffs,
but no infantry to be seen, as heretofore.
The encampment seen in our armed rectri
noissance a few daps since, has been re
moved. Large fires were visible in the
town of oohim bus and upon the river banks
below indicating the destruction of the
town, military stores and equipments.

and 100 barrels of flour, and 8,000 bush

The glorious successes of our armies at

been most beneficial to the Union ealse
throughout south and west Tennessee and
Alabama. The Union men can now begin
to express their loyal sentiments without
fear of being mobbed, especially along the
banks of the river.

in a general order issued tkla morning in
regard to prisonert of war, staters, where
any considerable number of prisoners are
captured, the officers should be separated
as soon as possible from the privates. A
complete list should also be made, stating
the name, rank and regiment of °soh per
son. One copy should be sent to head
quarters, and another to the officer in
charge of them. As a general rule, officers
will not be given paroles until they reach
the Department, and then c nly by the
authority of the General commanding the
Department. Medical officers will not be
separated from the privates, but will be
required to attend . their_ own sick and
wounded; for this purpute- they will be
given special parlors, allowing them eve
facility. In the case of the sick and wound

ed, no distinction will be made between
them, fur the presents from the friends or
the sick and wounded will be distributed o
all alike. Prisoners will be rationed e,

No Battle Fought on the Po..
tomac.
Wasaisoyou, February 28.—There
authority for stating, In reply to inquiries
from distant points, that no battles have
recently been fought in the neighborhood
of the Potomac. If any had been fought,
reliable information would havo been
given by telegraph. The public are
tioned against false reports of battles, de
feats, &c , put into circulation by stook
speculators and designing individuals.—
