But the soldiers,
who have not families
dependent upouiltheir earnings in part,
(and most of the New 1 nglanci..Btitte4e
at least, or New England towns, sending
soldiers, have provided for their fami
lies,) have abundance of money to sup
ply themselves with gloves and other
eomfores, if they do not waste it it
drinking or gambling.
"Their rations are abundant, sa..d the
savings from them (which they are al.
lowed to re-sell to the commissaries,) if
economically managed, amount to one
tbotunind dollars a month for a full reg
iment. One of ours has saved to very
'nearly that extent this last mOrith.- - - ,
fhe tax to the sutler is ten cents a mouth
for each officer and soldier, amounting
to $1,200 a year.
`From these sources stoves, gloves,

Preaentatons of swords, sashes, event
uniforms, by companies to their officers,
r-' of very frequent occurrence, indica
ting anything but being in a condition
replete with privations. Mittens and
stockings come to our Maine regiments
(of which there are twolin this brigade)
ru such profusion that there are plenty
to give away (all of us on the staff have
just been pr esented with stockings) af• 1
ter abundantly supplying the soldiers ; 1
thrti much of the charity bestowed upon
the latter is wasted. If the matter
could be properly organized, it would be
otherwise. lf , for instance, the various
soldier's friends societies would establish
agencies at Washington, Louisville and
Sr. Louis, notify commanders of divisions
and brigades of supplies on hand fur
distribution, and get information from
them as to what things were chiefly
needed in their commands, much might
perhaps be done to promote the health
and comfort of our troops.
"But I fancy they go now chiefly to
those regiments already best supplied,
and I should not recommend sending
any more mittens to our troops this
winter. If made, it would be better to
lay them by for another season. When
our soldiers lack anything, i e., anything
of the articles usually made up for them
at home, it is ninety-nine cases out of a
hundred their own fault. Their tents
are sometime too feel and of too inferior
a quality, and their trousers, coats and
boots are not always of as good materials
as they should be; but you would be as
tonished if you could be here, as I wish
you could, to see how comfortable our
troops ale. '.I heir tents art less 'clean
than desirable, in most instances, though
not uncleanly enough to be unhealthy.
The 'feeble ones have pretty much all
died or been discharged, and the aver
age health of almost every regiment, in
this part or the army at least, is expeed•
itigly good."

FRINETVLINESS OF RUSEILC
„ The Ozar has given another proof of his

and haw much, contrquently, it is our in

The following passage from -Secretary

Russia and how cleverly he maaages t

upon his dignity :
"Nationa, like individuals, have their.

"The United States early secured the
two first objects. But, although they have
always practiced singular moderation,
they uevartheless have boon slow in making
