Wendrasume the illumination of public
and private buildings this evening will be
general, and while we hope to see as many
houses as possible lit up, we cv , sh to give a
word of caution. There are many Mild.
ings which should not on any account be
illuminated, such as oil warehousee and
lamp stores, unless the utmost caution is
used in preventing the possibility of fire.
Indeed, such large quantities of oil are
now stored in the'city that more than ordi,
nary care must be exercised by all, for
that inflammable substance won'd, by canse
log a more rapid communication, if a
building in the business streets were to
take fire, cause quite as great a conflagra.
tion•'as that of 1845
...11.:tnight.siso be a ao.estion whether the
illninination of buildings does not vitiate
the insurance upon them. One of our in..
annum agents informs us that in case of
fir unless it be shown that special care
Was taken to prevent it, there would be
great risk of the lose not bein. ,
Going a step further we should' say that
the lighting up of hazardous building.,
such as we have named, might be construct'
into such a! degree of cariessness as
would dispose companies not to pay losses.
The matter is worth considering and
under all circumstances the greatest care
in the arrangement of lights and the
strictest weld:UV:nem while they barn
should be exercised by all occupants of
warehouses, public buildings or private
dwellings.

FORTRZBB MONROE, February 20
Notice having been received by General
Wool that some four hundred excharged
prisoners would be sen. down James river
yesterday, the George Washington and
Espreis left at about noon fur the ap
pointed meeting piece. The rebel boat
was appointed to meet us at three o'clock,
but at that time she was not in sight, and
shortly after a heavy for shut down,
making It Impossible to MOVQ in any direc •
Lion.
The two boats were fastened together,
and having dropped anchor waited for the
rebel boat to appear. The fog did not lift
till late in the evening, when the wind
blew so fresh that the boats dragged their
anchors and had to be separated.
This morning at sunrise the expected
prisoners made their appearance on the
William Allison, whioh, it seemed, had
I also anchored for the night a few miles
above us.
She immediately came alongside and
the roll of prisoners being called, they
were transferred to our boats. The return
passage was made wi about 10 thout any incident,
and we arrived here at o'clock this
fornoon. The prisoners will be immedia
tely sent North.
Richmond papers of yesterday contain
the following dispatch;
AUGUSTA, Ga., Fet e , lb.—Prof. Peul,
of Erie, arrived here to-night, from Nash•
vale. Re says Fort 1)01186013 fell on Sun
day morning: General Johnson had tele
graphed to the enemy, and offered the
surrender of Nashville on condition that
private property would be respected. No
answer was received, but a mbjnity of the
cit z.sns seemed willing to give up on these
conditions.
A large number of persons had left the
city. Thirteen thousand Federal troops
are at Fort anaelson, and two thoneand
were at Clarkesville. The river was tieing
sy, that the enemy's gunboats can reach
N vela villa.
A large amount cf government stone
will fall into the hands of the enemy.—
Most of the rolling stock will probably to
saved.

The Union Reague in Rich
mond--The City Could be
Easily Taken --The stony at
Manassas Falling Hach.
BALTIMORE, February 2l.—We have
had an interesting interview with one of
the prisoners who has been confined at
Richmond seven months. Re gives un.l
mistakable evidences of the fact that a
strong organization of Richmond Union
mon exists, claiming to be three thousand
strong, who are eagerly waiting and long.
ing for an opportunity to throw out the
Stars and Stripes.
Out of seventeen fortifications erected
around Richmond, only one is armed.—
The city oould be easily taken. Deeper.
ate efforts are making to get recruits for
the army. The Secessionists admit that
unless they can secure the service of every
male in Virginia, between eighteen and
sixty, they most yield Virginia in thirty
days.
The Union men have leagues regularly
organized, with signs and passwords.—
Many sots of kindness are shown at every
pcsaible opportunity to Federal prisoners.
Our information has a handsome gold
guard chain, presented by ladies, accom.
panted by an anonymous note, expressing
the hope that the links in the chain of the
Union would soon be more firmly united
than ever.
A Union man informed him that the
army of Id/masses was failing back and
that from three to five regimen were ar
riving daily at Richmond. The Tennes
seeana are going to Tennessee, and Oaro.
liniane and °there are going to their rev•
eral States. It is understood that only
thirty thousand men would remain at
Manassas.
The news of the Fort Danelson warren •
der had a most disheartening effect in
Richmond; but it cheers the hopes of the
Unionists, who say trey wish it to be
known by the Federal Government that
they are ready to welcome the old fag
and to fight for it.

WASHINGTON, February 21.—1 t is be ,

ceived here other than that brought by
,the Norfolk steamboat relative-to the re.

Nashville.
The steamer Stepping Stones arrived
at the Navy Yard, this morning from the
upper flotilla. Yesterday morning this
steamer, with a launch and boats crew
from the Yankee, went on a reconnoisance
up the' Oceaguan Creek some four miles.
Lieut. Redman sent Acting Master Law
rence, with the launch, who visited the
North and South shores of the creek,
penetrating a short distance into the inter*
ior, but without finding any signs of the
rebels* Just as the launch was leaving
the south side via creek, a brisk fire was
opened on them by the rebels from five or
six field pieoes, posted in a clump of *Dods,
some forty shells were thrown by the,
enemy, all of which flew unconifortably
near the Stepping Stones, but doing no
damagivuoreidightly tearing' the
flag, -
The fire as returned from the Stepping
Stones, ap&iLlowltzer
_hi the launching,
plunging a shower of rifled shot into the
cover ..f the rebels, which did undoubteds

soon slackened.
