The new blanks are already printed and everything "cut and dry" for the advent of the new Mayor.— The change occurring at the beginning of the month would have occasioned some confusion in the drawing of warrants and settlement of aecounts, but for the crowd, ing in of the closing days, onabing the Controller to certify the Mayor's warrants for the entire month yesterday. Thus, the Controller can close the city accounts for the fiscal year and be prepared to give up to his successor and also to make report to Councils at the special meeting next Tees day evening. The "outs" among the po. lice generally take their fate philosophi cally, though there are, of conrse, some exceptions. The public seem well satisfl d with the appointments, while the success, ful candidates are jubilant—and some o: the disappointed vine versa. We have never listened to the gentleman, but from what we have heard of him believe he is thoroughlycon versant with the subject which he proposes to treat. FATAL AccrDENT—La3t week a young man named Joseph McVey, of Moon township, in the employ of W. H. The additional honor and glory which must enevitable accrue to Pennsylvania through this enterprise, should be another incentive to active exertions on the part of he citizens of Philadelphia and its failure will probably be the result of the apathy and indifference of its people. (Special Dispatch to the Journal ) Cniceoo, Jan. 29.—The Cairo forces 'comprising the Expedition against Jeff, Thompson report that the country boyond Charleston is infested with guerilla bands, who plun•ter every ono, tioion and rebels alike. They went nearly to Sykestown. General Payne ha 3 determined to occupy Charleston for that purpose. A regiment of infantry and a detachment of cavalry will remain at that place. A large rebel mail, containing several hundred lettere, bas bean captured above Cairo on the Mississippi. It contained letters o' importance from Bowling Green and other rebel camps.
