Gen. Reglers Brigade by the State
Authorities.
By the early train on Thursday morn

companied by his staff, viz :, Adjutant Gen.
oral Biddle, Major General Kelm, Com.
missary General Irwir,;Col. A. L. Russell,
Col. J. A. Wright, Col. C. Biddle and
Paymaster Max - well; also Hon. Edgar Cow
an end H. F. Mcßeynolds, Esq The par.
ty was escorted to the Monongahela House
by Captain McNally's comapny, of Col.
Stambauen's regiment. The party took
up their quarters and spent the night at
the Monongahela House.
The object of their visit was the prem..
tation of the regimental flags authorized
by the State Legislature to the regiment s
composing General Negley's brigade, now
in Camp Wilkins, preparing to move
Westward. The ceremony was announced
to take place at ten o'clock in the morn
ing, tut the inclement weather and want
of sufficient notice prevented the arrange•
merits from being made in time and it was
accordingly postponed .until afternoon,
when it was expected the weather would
be more favorable and everything in ready

BE FURNISH ED
The afternoon was gloomy, but little or
no rain fell, so that the postponement was
a happy one in that respect. It was not un
til three o'clock, by which time the public
began to grow impatient, that the brigade,
which had been formed into line at Oamp
.Wilkins, under the regimental officers,
reached the heart of the city, and, with
General Negley and his staff at the head,
passed down Smithfield street to the Mon
ongahela House, where Gov. Ourtin and
his staff took the right. The Governor
occupied an open carriage, drawn by four
horses, and was accompanied by Major
General Wilkins, Brigadier Gen. Cass and
his Honor, Mayor Wilson. Behind the
carriage came the Governor's staff, on
horseback, andlifen followed a carriage
with some (it oar prominent citizens.—
Next came Gan. Negley, with his staff,
followed by the entire brigade, fully armed
and uniformed, presenting a fine military
appearance,
The cortege moved, in this order, along
Water street to Wood, up Wood to Fifth,
along Fifth to Market, up Market to St.
Glair, along St. Clair to the Allegheny
river, across the suspension bridge to Fed
eral street up F ederal to North Common
and along to West Common, where
a dense crowd had collected to wit
ness the presentation. Here, after some
delay, the brigade was massed and the
Governor's carriage was drawn up in front
of the line, with a guard in the rear to
keep the crowd at a respectful distance.
Gen. Negley brought the brigade to a
"present arms" and ordered the Colonels
to the front, and the Governor, rising up
In the carriage, addressed themselves sub
stantially as follows:
Men of Pennsylvania—As the represen
tative of our great State I am here to see
you before your departure to enter into the
service of our country, and to confide to
you the honor of Pennsylvania. Surely
no man can feel so indifferent to the com
mon promptings of patriotism, of right,
truth and sympathy, as to be insensible to
deep emotion on witnessing the departure
from their homes of three thousand true
and brave men, who go forth to meet the
dangers of the battle ffeld, and such
emotion I now feel deeply.
The last session of the Stale Legislature
authorized the procuring of flags, to be
presented to each Pennsylvania regimen t
as it passes into service, and on their return
the battles in which they participated are
to be marked on the flags, which will' be
filed forever in the archives of the State.
I give to you then, to-day, these beauti
ful flags, with the American eagle in the
centre of an azure field, surrounded by
thirty four stars, indicating that there are
thirty-four States of this great confederacy,
now and forever. The flag of this great
nation of States is an emblem of its strength
and power, and to you I entrust it, confi
dent it will not be sullied.
In a few nours (not a few days) you leave
your native State of Pennsylvania and go
—not to Western Virginia, for the orders
'have been changed— bat to Kentucky ; for
while at Washington hordes of rebels, led
on by men steeped in treasonable purposes,
menace the capital—in Kentucky they are
invading a State loyal to the Union and
devastating the homes of her faithful peo,
ple. But Pennsylvania, true to her origi
nal compact, goes to defend Kenlucky,and
I now stand in the presence of men who go
to defend the friends of liberty there.
Pennsylvania has been foremost in this
great contest. Let us pause and ask what:
it is for, As men become intelligent des
potism loses its force and the condition of
the masses is constantly undergoing change
in the amelioration of their state. When
a republic falls, the condition of the
masses must be made worse, for an.
archy and despotism follow. Is this to
be our fate? The 'loyal people of Peunsyl.
vania, always foremost in the defence Of:
the flag of our whole country, proclaim;
no and pledge "their lives, their fortunes
and their sacred honors" that while they
have a man or a dollar they will sustain
oar record.

and happiness you have enjoyed under the
government of Pennsylvania—leaving the
rich mountains, the flowing rivers and the
busy workshops of your native State. to
protect a sister of the confederacy. But
what are all these if our government fal
if our constitution is shaken to atoms ?
What are seventy. three years of happiness
and prosperity worth if henceforth all is to
be anarchy and desolation? One day of
constitutional, organized liberty is worth
a million years in anarchy or bondage.
It is, then, to preserve the blessings of
freedom that you now go forth. Go with
cheerful hearts; your families will pray for
you and the benisons of good men will f(
low you. Righteous and holy men w
pray for your success; for we are now en
gaged in a cause which calls for the choicest
blessings on it. Go, brave men, to battle;
the Commonwealth will rejoice at your
valiant deeds if successful; thousands at
home will weep for you if unfortunate.—
As the representative of this great Com.
monwealth I can earnestly invoke (+od's
blessing on you and your cause. Those
you leave behind will, I am confident, sus
tain and protect your families in your ab•
Bence, pray for your success and avenge
your wrongs, if such befall you.
Col. Stambaugh., of the Seventy seventh
Pennsylvania regiment: In behalf of the
State I commit these colors to the keeping'
of you and your bravo men. Preserve
them untarnished and bring them back
without a stain of disgrace upon the folds.
Col. Sirwell, of the Seventy-eighth: To
you I entrust this beautiful emblem of our
nationality. Keep careful watch over
your men and minister to their wante,that
they may have strength and spirit t) de.
fend it to the last.
Col. Hambright, of the Seventy.ninth:
Into your charge I give this flag. Let it
be borne aloft by your sturdy men, until
they bring it back entwined with wreaths
of victory. Be careful of your men; pre.
serve their health; nurse them in sickness
and watch over their Interests; that they
may serve their country with a right good
Gen. Negley: You command three thou•
sand of Pennsylvanian's noblest sons. 1
have watched you while you formed this
body of men and you have had the protec.
Mon of the Commonwealth in your work.
You have done it well and quickly. You
have important duties before you; yet TOU
have been tried and I am confident you
will perform them well. Return, General
Negley, victor, with these men, or never
return at all.
The address was delivered in eclair, full
tone of voice and was repeatedly and en_
thusiastically cheered at different points
and-at the close. When the flees had

been presented and the Governor had cons
eluded, Gen. Negley, in response, stepped
forward and said:
Your Exeellency.—lt ill becomes me to
idle words now, when the wires are tremb
ling with the words which call as to de.
fend the soil of Kentucky; but I will say
that these flags shall never be disgraced.
In the day of battle they shall be saluted
by three thousand Minnie balls, with
which we will welcome the enemy. We
will do our duty as soldiers, and if noth.
ing else would prompt us to do it well, it
would be the distinguished consideration
you, as the Chief Executive of the State,
have paid us, in journeying over the moun
tains to place in our hands these proofs of
the confidence reposed in us by our good
old Commonwealth.
Cols. Stambaugh, Sirwell and Hambrigb t
now stepped forward to the Governor's
carriage and each thanked him briefly,
pledging themselves that the flags they had
just received should never be disgraced.
The brigade now formed in line and
passed in review before the Governor and
his staff. The latter then left the ground
and the brigade was in a few minutes after
on Its way to Camp Wilkins, where they
were to prepare for departure last night.
Governor Curtin and his staff left the
city for Harrisburg by the early train this
morning. The Governor was visited by a
number of perional friends and citizens at
his rooms last evening.

RoLLA., Lio , Oct. 17.—Thirty-one more
of the wounded men arrived from Sprig.
field yerAerday. These men report that a
sharp skirmish took place on Monday, 20
miles this side of Lebanon, between two
companies of mounted men belonging to
ujor Wright's battalion, attached to Gen.
Mann's command, and some one hundred
end thirty rebel cavalry. Major Wright
surprised the rebels by an attack in the
rear, and completely routed them, killing
about thirty, Hod taking the same number
of prisoners. M-jor Wrighls24.was one
killed and one severely wounded. Very
little firing was done by the rebels. The
report that Colonel Taylor's regiments of
rebels, which has been stationed at Spring,
field since the battle Wilson's Creek,
has marched north is confirmed. They
have probably gone to join 'Pierce on the
Usage.
Reported Battle at Harper's
Ferry--Rebel Cannon Cap-

BALTIMORE, o.3tober 17 —Passengers
frc.in Harper's Ferry state that there was
quite a battle yesterday, near that place,
between two regiments of Mississippi and
Alabama troops, and the Wisconsin First
and some Massachusetts companies. While
cannonading was going on across the
river, Col. Geary crossed with a force,
stormed the battpry, and !w2ceeded in cape
luring one 32 , pounder, which he brought
across the river into camp A considers.

said Pittsburgh, Fort Wayne aril Chicago Rail Road
Company, and each and all of said original Compa
nies, free from the lien of ad said mortgages, and
free from all liability for any debts against said
original or consolidated Companies, or either of
them, and from all claims on account of capital
stock; but so/tie-et ncoarthekm, to the hens, if any
such extat, u ta, any rail estate included in the
sale, for purchase money thereof not provided by
said decrees to be paid out of the proceeds of the
sale, or by former orders or decrees to be paid
