Quarrel between Wise and
Floyd.
Waelin3GToN, Oct. 14.—A prisoner. Just
arrived hero, brings a copy of the Rich..
mond Enquirer, dated theloll. A. brisk
quarrel is going on between General Wise
and General Tohn B. Floyd. The Enquirer
charging that. its correspondents have
never been tainted with the suspicion of
crimes like those charged against Floyd.
Governor Wise was not expected to live
on the eleventh.
The engineer whO run the train off just
before the Bull Run affair, with the rebels
of Johnston's army, has been discharged.
The Postoffice othciala have a meeting
today.

LzavzswouTst, October 11.—Gibson's
Battery, Which recently came in from
Utah, consisting of two twelve pound
howitzers and four six pounders, has been
attached to Gon. Lane's brigade, by order
of the War Department.

RELATIVE TO THE MILITARY
FORCES OF THE COMMONWEALTH.

WHEREAS, Er the twelfth section of the Act of
Assembly, passed the Fifteenth day of May, 1861,
it is provided that it shall not be lawful for any
Volunteer Soldier to leave this Commonwealth as
such, unless he shall have been first accepted by
the Governor of this State, upon a call under a
requisition of the Presidont of the United Slates
made - upon the Governor direct, for troops for the
service of the United States.
AND WARMS, Notwithstanding snob prohibition,
sundry persons (many of them engaged in raising
regiments to be furnished from other States) are
persisting in endeavoring to enlist volunteers in
violation of' law.
Ann walnuts, It Is necessary for the public ser
vice and tor the honor of Penn- ylvania, that her
mititary-force- should be regularly organized and
furnished for the suppression of the existing re
bellion, In conformity with the acts of Congress of
twenty-second and twenty-firth July, 1861, and with
the laws of the State, and that her citizens should
not be seduced into organizations independent of
the State anthority whereby the raising of her
quota is embarrassed, the regiments are not en.
rolled-in her Archives, the families of the men are
deprived of therelief provided by the laws of the
State for the temilies of her own volunteers, and
ate State herself by the absorption of her men in
each unlawful organizations may be found unable
to supply volunteers to till the future requisitions
of the Government of the United States.

order from the War Department :
1. All men now enrolled or mustered into the
serriceof the United Sta.' es for bri ,radeareg, meats,
batteries or campmates t a the Mate of Pennsylva
nia, under the direct authority of the Secretary of
War, are placed under the command of the Gov
ernor of Pennsylvania, who shall organise or reor
ganize them as' e may deem moat advantageous to
the interests of the General Goveniment.
2. The United States will continue to turnlah sub
sistent*, camp cm:lmage, clothing, Ac., as hereto
fore, for the orgarusations referred to in the first
paragraph and all U. B. Commissaries and quarter
masunn will tarnish, on requisitions made, the ne
cessary subsistence, clothing, Ac,
8. All authorize. ions heretofore given to sal :1
brigades, regiments or companies in the State of
Pennsylvania, are hereby revoked from and after
the expiration of the times limited in the original
authority, or in any renewals heretofore granted;
and in cases where no limit of time has been ape
&tied, then from end after the expiration of ten
days from thodate of this order, and in future all
volunteers for the service of the United States
shall be raised, in Pennsylvania, only under requi
sitions made on the Governor. All authorities
issued by the War Department for independent
Regimentsombject to the approval of the Governor,
which have not been so approved are hereby re

And, whereas, the President of the United Stales
has, in accordance with the acts of Congress of the
twenty-second and twenty-fifth of July last, made
requisitions on the Govervor of Pennsylvania for
sundry regiments of volunteers which requisitions
are in the course of being titled
Now, therefore, I Andrew G. Curtin, Governor of
the Commonwealth of Pennsylvania for the pur
pose of preventing farther impositions on the
good and loyal citizens of Pennsylvania in this re
gard do make this my proclamation, hereby pro
hibiting all persons from raiaing volunteers in
Pennsylvania otherwise than by authority of the
Governor,and especially forbidding the raising of
volunteers for regiments to be furnished from
other States. And also forbidding all citizens of
Pennsylvania from enlisting in or attaching them
seivea to anysuch irregular and unlawful organi
sations and warning all persona that in disobeying
this proclamation they will be disregarding the
orders of toe Government of the United States, as
well as defying the lawsuf the State and violating
their duties as sons and citizens of the Common
wealth And /do hereby require all Magiatraisii,
District Attorneys, and Wheels of the Common
wealth to arrest and prosecute . all persons who
shill disobey this proclamation, and particularly
all patrons and their eiders-and abettors, who tin
der any pretended authority, shall enlist volunteers
for BAY Drigadeditegjment, Battery or - Company
of Volunteers other than such as may be author
ized op the Governer of this Commonwealth, or
advertise or open orkeep recruiting stations for
such enlistment, so that such offenders may be
brought to justice and punished according to law.
Given under my hand and the great seal of the
State, at Harrisburg, this twenty-eighth day of
September in the year of our Lord, one thous

body of an infant Was found in a cess-pool!
on Duquesne street. Coroner Bostwick'
was summoned and held an inquest, but
the body was so far decomposed that noth
ing could be ascertained in regard to the
cause of its death.

Leasure's Roundhead regiment has been
detailed as part of an expedition under
General Sherman, embracing 15,000 to
20,000 men, for secret service. Vessels
aro being fitted out for the expedition,
which will probably attack some point an
the Southern coast. Lieutenant _McKnight
and Captain Idetk)rn arrived hero on
fruiting service for the regiment yesterday.
The former goes to Billie, : , sureru e
counties, the latter to Beaver, to get a feet
men. They return on Friday; in the
meantime any one wishing to join the reg•

THE NATIONAL LOAN.—The subscrip•
tion to the national loan, at the office of

as was to be expected from so loyal a coin.

WIIO ARM TEI ST P—The Beaver county
papers state that on last Tuesday the body
of a man was found floating in the Ohio
river, in Moon township, about ono mile
above Freedom, Beaver county. Ho was
dressed in dark, striped cassimere panta,
loons, dark colored cassimere vest, check
shirt and flannel undershirt and drawers.
He also wore alpair of stoga boots, hob
nailed. No papers wore found upon the
body, and no marks by which he might be
identified. It was thought probable that
he had been in the water since the freshet
of September 2511. The body was buried
on the bank of the river, near where it
was found. On Wednesday the body of
another man was found floating in the
Ohio river near McKann landing, about
one mile below the Beaver county Poor
Honiar — riftrwas dressed in a black cloth
coat, brown cassinet pantaloons, check
shirt, knit, undershirt, and shoes The
clothes were not much worn. He seemed
to have been about thirty-five or forty
years of age, and was about live feet eight
inches in height. He had lost the thumb
of his right hand. No other marks were
found upon the body which could lead to
his identification. He was buried near
the landing.

arine Murphy was . arrested on Saturday
evening, charged with the larceny of a
piece of lawn, valued at four dollars, which
she had concealed while making purchases
at Mr. Burchfleld's store, Market street.—
She had also stolen several articles at
Spence & oo.'s, which were taken from
her. She was committed for trial.
