Mr. Marshall argued the matter fully and
ably upon both points, detailing the amount
of labor 'performed by Mr. Riddell, and
referring to' the report itself to show that

THE DI EW BRURF BOA RD.- Under the
law providing fo: the assessment of a tax
for the relief of families of volunteers, the
Boareforthe distribution of the fund is to
consist of the Associate Judges of the Court
of Common Pleas and the County Com
missioners. Last week they published a
notice requesting the oitiznis of each dis
trict in the county to meet and appoint
sub•oommittoes. In order to complete the
organizati6n, the following notice was
issued on Saturday. We hope it may be
complied with, so that the good work may
suffer no interruption whatever:

issued trona the War Department, approv.
ed by General McClellan, the Twenty
third Regiment P. V., under CoL Birney,
is to be increased to fifteen hundred. The
companies to be added are two in Philadel
phia, accepted by the Colonel, and crowd•
ed out, one in - Mien:o county, one in
Crawford county, and the Zouave Cadets,
of this city. The entire fifteen hundred are
to be uniformed and equipped as Zonaves.

The Rhode Island battery is under
marching orders. Col. Black's regiment
is notified to be ready, at a moment's

Gen. Fremont's command. They march
to-morrow.
Ten of the Rhode Island boys were pois
oned by drinking something at moot the
"beer stalls" in camp. The dose was too
much, and instead of proving fatal, as was
in tended, it only acted as an emetie;one poor
fellow, however, was in colvultiuns for
some hours, and as no criminal intention
could be proved against the man who sold
the drink, he was only fined $25 for soil
ing liquor to soldiers. Toe boys, however,
took summary measures with his whisky
shop and closed it, vi ct armis.

Waarriwirrotr, Sept. 4 .—Datachments
of Capts. Brown and LOWO'd companies
have arrived and been connected with the
bloody 18th; the men book somewhat worn
but in good Spirits, they were welcomed
by their comrades in arms most cordi
ally, and as dinner was just being served,
bean soup, corned beef and bread were at
once given them. It seemed decidedly
welcome, as it disappeared down their
throats with alarming rapidity.. The 13th
regiment Pennsylvania V'eluntel-rs, will
be attached to Gen. Lamon's command
up the Shenandoah Valley, at least such is
the report, today. It seems that the re
ported battle yesterday at Munson's Hill
was mostly firing by the rebels with can
non on our pickets, There will be a paper
printed in Capt. Foster's company as soon
as the material can be obtained, a porta.

COMMITTED.—Mayor Wilson, On Satur
day, committed William Williams, for
surety of the peace, on oath of Richard
Pritchard. The two are fellow-workmen
and had a difficulty and on Friday night
about twelve o'clock, Williams visited
Pritchard's house, on Second street, and
breaking open the kitchen door with a
crowbar, demolished the kitchen furni•
Lure, threatening to penetrate Pritchard's
. sleeping apartment and have " revenge."
He was arrested by the night-watch before
executing his design. —Mayor Wilson
also committed James Greedy, on a charge
of assault and battery preferred by Walter
Ferguson.

rade, which should have taken place on
Saturday, having been dispensed with, the
steam fire engines Vigilant, Eagle and
Niagara were inspected by the officers of
the Fire Department. They were all pro.
nounced in good condition and ready for
service. The Committee are of opinion
that the boselhey are supplied with is not
'sufficient to resist the heavy pressure upon
it, and will recommend that they be fur
nished with the proper deteripticin. k The
recommendation will be laid before the next
meeting of Councils.

escaped on Saturday end Saturday night.
The first, James Tart ; committed by
Mayor Wilson on the 9th of July, on two
charges of larceny, got off on Saturday
morning by a nimble use of his limbs.

gate for some purpose and while there ob
served the outer door open and darted
through, closely pursued by Mr. William
Small, assistant jailor. On reaching the
open air he turned towards Diamond
street, and ending Small gaining upon
him he Jumped the iron railing which sur
rounds the grounds, lodging upon the side ,
walk on Diamond street, against a tree
box. The concussion, and a smut rap on
the head by striking against a water pipe
running through the wall, stunned him
somewhat, but he soon recovered himself,
and resuming his flight, soon got beyond
the reach of his pursuer, who did not care
to follow him in his daring leap.
The escape of the other three was the
result of a systematic and well arranged
plan, occupying perhaps weeks in its per..
paration and execution, and could not
possibly have been effected - without the aid
of parties outside.

On Sunday morni g, at four o'clrck the
outside watchman, Mr. AbijAt Ferguson,
discovered a rope banging from the wail
of the jail yard, t , which was attached a
grappling iron. The alarm was given and
the inside turnkey aroused (the inside
watchman, Andrew Graham, bsirr ab
sent.) On enter,' g No. 34,WelFh was fond
asleep in his bed, out itupnrt absent. Being
questioned, Welsh said Ku. ert and the oc
cupants of the next cell had made their
escape about two o'clock, he refusing to go,
An examination into the particulars of j
the escape showed that the wall between ,
cells No. 34 arid 36 had been broken away I
near the floor, • x c-pt one or two bricks in
No 34, and eone.mkd by a bed until the
proper time to use it arrived. The hole
was large enough to permit a man to pass
through. The next operation was the re
moval of the iron plate under the grating
for the admission of light and air. This
was bolted into the stone work of the wall
by three strong bolts—the iron surround
ing the heads of which had been drilled out
BO as to permit their removal at any time,
thus leaving an opening large enough for
the egress of a man. This operation had
evidently been performed some time ago,
as the crevices were filled up with white
wash, to baffle detection. This_ done and
the prisoners provided (in some mysterious
manner) with a double rope, knotted to
gether so as to form a ladder, and a three
pronged grapp li ng hook att ached to the-i
end, a favorable opportunity for the at
tempt was awaited and Saturday night
selected. The "hole in the wall" was then
broken through and Rupert, entering the
cell of the others, assisted in removing the
plate. The bed clothing was torn in strips
and tied together, affording means of de
scent to the jail yard, where It was sup•
posed the rope and grappling irons were
secreted.
Ordinarily the attempt would have been
perilous, owing to the fact that two fero
cious dogs were kept in the yard, but this
contingency was also provided for, as they
were found in the morning, dead, having,
from appearances, been poisoned by a
dose of strychnine. Once in the yard it
was an easy matter to fasten the grappling
irons on the wall, ascend to the top by tho
rope ladder, and down on the other side in
like manner.
The whole scheme was well planned and
admirably executed, and was worthy of the
most adroit burglars The time was well
chosen to avoid pursuit and as yet nothing
has been heard from the fugitives. If they
ate as cautions in their movements now as
in the escape they will not beeasily caught.
The Sheriff will, we understand, offer a
reward of $5O each for Tart, Rupert, Rock
and Summers. The real name or the
latter is Michael Kyle; he is an old thief
and has sundry other aliases.
Davi , Campbell.
Col. Campbell, who, with his regiment
of three month's men, performed much
valuable service to his country from the
beginning of this war, left the city last
night to take command of the Second
Pennsylvania Regiment of Cavalry, to
which he has been appointed by Gov.
Curtin.
CoL Campbell is a brave and most com
petent officer, and a true hearted and cour
teous gentleman. In any position he will
be a credit to his State and to this, his
native city. The officers and men of his
old regiment know his value and his worth
as a commander, and the Second Pennsyl
vania Cavalry may rest assured that Gov.
Curtin has placed over them an officer
whose experience in service, urbanity of
manner, and impartial desire to care for
the beat interests of his men, will render
hem proud of him.
FATAL ACCIDENT. —At an early hour
on Sunday morning the body of a man,
badly bruised and cat, was found at the
base of the hill in the vicinity of Faber's
foundry, in the Fifth Ward. The man had
fallen from the top of the hill, and must
have been killed almost instantly. The
body was taken to the watch-house and
Alderman Lewis held an inquest upon the
remains. The deceased proved to be a
young, unmarried man, named John
Swords, who had been in the employ of
„Body Patterson'itia driver. He was seen
in the vicinity of the basin at five o'clock
in the morning and foul play was suspect
ed, but there was nothing to warrant the
supposition and a verdict of accidental
death was rendered

Samuel Bradley, woolen manufacturer, of
Allegheny, has left at the warehouse of
Springer Harbaugh & Co., No. 209
Liberty street, fifty pounds of yarn, for
distribution among any ladies willing to
knit socks for the soldiers. This is an ex
ample worthy of imitation, and we hope
the fair may interest themselves so far as
to make up into socks all the material furs
fished them.
DEATH OFA:VOLUNTEER. 188160 Baker,
who served three months in the Shields
Guard, and returned with Company A,
(Captain Foster's) of Colonel Bowley's
regiment, died on Thursday, at Cockeye,
yille, Maryland, (where he was left sick

through) of brain fever, and was buried by
the Twentieth Indiana regiment. Baker
resided in Birmingham, and leaves a wife
and two children.

WASHINGTON, Sept. 7.—The following
order has just been promulgated:
HEAD QUARTERS ARMY OF THE POTOMAC.
WASHINGTON, September 6, 1861,
General Orders, No • 7:—The Major
General Commanding desires and requests
that in future there may be a more perfect
respect for the Sabbath on the part of his.
command. We are fighting in a :holy
cause, and should endeavor to deserve - the
benign favor of the Creator. Unless, iti
case of attack by the enemy, or some other
extreme military necessity, it is commend*
ed to commanding officers that work shall
be suspended on the Sabbath; that no int.
necessary movement shall be made on that
day; that the men shall, as far as possible,.
I be permitted to rest from their labors; that
they shall attend divine service, after the
customary Sunday morning inspection,
and that officers and men alike use their
influence to insure the utmost decorum and
quiet on that day. The General Com,
mending regards this as no idle form. One
day's rest in seven is necessary for men
and animals. More than this, the obser
vance of the holy day of the God of mercy
and of battles is our sacred duty.

and E. P. Schenck of Ohio, to be Commis
saries ot Subsistence for The volunteqrs,

Stokes, of Pennsylvania, Major of the 18th

George S Gideon has been appointed by
the President a member of the Board of
Metropolitan Police, in place of Col. Sea

Lieut, Col. Keefe, of the 15th N. Y.,
cashiered.—The Star, of this evening,
says: "Lieut. Col. Francis B. 0 Keefe, of
the 15th regiment of New York volunteers.
having been sentenced by courl.martial to
be cashiered for drunkenness, disorderly
conduct, Ike-, Gen. McClellan has approv,
ed of the said sentence, and formally de
clared him no longer an officer in the mili-
tary service of the United States."

Stringham reached Old Point to-day. His
fisg ship has not arrived.
The Harriet Lane sailed for New York;
also, the Quaker City, in consequence of
new orders from the Commodore. The
George Peabody arrived last night from
Hatteras Inlet, bringing, recent
intelli
gence and a number of fugitives (slaves.,)
from near the mouth of Tar river, North
Carolina, who managed to escape to the

have been abandoned and probably those at
Oregon Inlet have.
Some fifty miles this side of Cape Hat
tens Inlet, a powerful steamer was seen'
inside at the latter place, where the Pea
body came up yesterday.
Theta is no light at Cape Hatteras,
the Confederates having removed the
lenses. No signs of fortifications were to
be seen at the Cape.
It is supposed that the Secessionists will
make a stand at Fort Macon, a strong
castellated place guarding the approach to
Beaufort.
The refugees from North Carolina report
that the lower counties of the State are
ready to hoist a Union flag when assured
of support. A perfect) "reign of terror"
exists.
The State troops were in part retiring
from Virginia.
A prominent chart/amen declared at
Hatteras' Inlet that should a Federal force
invade the main land near Beaufort, it
would at once be joined by two thousand
North Carolina Unionists. The Captain
of the Peabody counted 26 wrecks between
Cape Hatteras and Henry. Col. Major
Weber will return to Old Point, and Col..
Hawkins' force be greatly strengthened.

HUDSON, Mo., Sept. B.—The following
additional names of those killed and
wounded at of Platte Bridge are taken
from the St. Joseph Journal of the 4th.
Dr. Morton, of Atchison; P. M. Borland,
of Kansas city ; C. Fording, of West
Liberty, lowa county, killed; Mr. Lock
wood, St. Joseph; Captain Davis, of the
Second Kansas Regiment ; Mr. Martin,
brakeman; severely Injured; J: W. Perky,
L. C. Edwards, Mr. Drutechmann, all of
St. Joseph, and-O. Carpenter, of-the United
States Army, slightly wounded. A man
and a woman, known to be killed, are yet
in the ruins, and four dead bodies, who
belong to lowa and Kansas, who are not
yet identified. Tt ere are not less than sixty
wounded, with broken limbs and bruises,
and crushed bodies, all of whom are being
well cared for.

hoisted over the capitol to day, by a vote
of 78 against 20.
