Mr McCarthy presented a petition of
several hundred citizens, asking, in „view
of the'storage of largu.quantities ef carbon
oil in the city and its highly inflammable
and dangerous character, that something
be done to obviate the danger of conflagra
tions from the storage of this oil, and rec
ommending that it be placed in the same
category with gunpowder. The petition
wis, on motion of Mr. McCarthy, referred
to especial Committee of live—two from

of permitting property holders on Mercer

The report was accepted and a resolution
passed authorizing the Street Committee
to construct the sewer limiting the cost, to
$BO.
A resolution by Mr. McCarthy, instructs
ing the Mayor to have tho late ordinance
relative to oil refineries carried into effect,
was negatived, a member stating that
judgment had already been entered against
two refiners for its violation, and that ap
peals had been taken to test the legality of
the oral:hence.

vent the storing of coal and carbon oils in
the city, presented by Mr. Kirsch, was ac
cepted and.placed on file.
A communication on the same subject,
from the Firemen's Association, was also
filed with she petition.
Another - communication was read from
tliejfaine•body, asking Councils to prohib
it vellibles from passing over lines of hose
lairtat fires, compelling passenger railway
cars to carry "creepers" to prevent them
from - injuring hose. Filed.
An ordinance to prevent the storing of
crude or refined "coal,' carbon or rock oil,
or admixtures of the same; within the city
of Pittsburgh, except for retail sales, sam;
plea,- or the private use of the owner was
offered by Mr. Kirsch. It provides that
afterithe Ist of September no person shall
keepjnorathan five barrels of such oil on
hand, under penalty of $25 for the first
violation and the same for each day it is
persisted in. The ordinance was road three
times and passed. S. C. nonsconcurred and
referred to special committee appointed on
petition. C. C. concurred.
"An ordinance, for the protection of
hose and fire apparatus," offered by Mr.
Petrie, Was read throe times and passed.
It provides that the chief engineer of the
Fire Department and the captains of fire
companies shall be a special police at fires
to prevent vehicles and passenger cars
from crossing lines of hose without "creep
ers,"7With power to call upon firemen and
citizens to aid in arresting persons who at
tempt toTross with wagons, drays, Scc.—

Distressing Accident.-Four Boys
Drowned.
On Friday evening, four boys, named
Wm. Simpson, John Simpson, Job Grape
vine and Joseph Deans were drowned in
the Monongahela river, opposite the levee,
by the upsetting of a skiff as is supposed.
They had apent the day in gathering elder
berries in the vicinity of Sharpsburg,
and were returning home in the evening
when they ennotmlecod a tow boat with a
nuniL'er of barges in tow. It is thought
that they approached too near the barges,
and that their frail bark was capsized. On
Saturday the skiff found lodged ageinst
some bats nebr the Clinton mill, hnd a
bucket and Musket of berries were found
some distance below. On Sunday the body
of young Grapevine was recovered near
tne mouth of Sew Mill run, and yesterday
that of Daarn was found in the river, near
the barges close to which they were last
seen on Friday evening on their return
borne, just above the Monongahela bridge.
The skiff was found under one of the bar
gee, with the shoe of one of the lads in it.
It is suppaaed the skiff was driven back by
the Waves of the tow boat and drawn under
the barges.
Grapevine, was about eleven years old
and Dearn, sixteen. The latter is an or.
phan and has no relatives here except an
aunt at Stewaristosvn. He came here to
enlist in a volunteer company. The per.
ants of all the rest live in South Pittsburgh.
The bodies of the two Simpson boys have
not been recovered. William was thirteen,
large of his age, and had on brown tweed
pants, patched on the right thigh, grey
roundai,out and hobnailed shoes, John
H. was eleven years old, and had on brown
striped pants, check shirt and green round
about, with patches on the shoulder and
breast.
Dearri was buried yesterday at lid!dale
Cemetery.
We happen to know that it is the prat
Lice of volunteer officers who leave this
city to take with them boys from ten to
fifteen years of age, to run errands, black
boots, &c., without the slightest enquiry
as to their right of absence from home.—
Fathers and mothers may be seen any day
pacing our streets hunting their children,
who have been wrought upon by their fel
lows to believe that if they but attach
themselves to some company of soldiers
they can make money and see the world.
Officers and men unthinkingly consent to
them going on the cars, and leave their
parents, or as is generally the case, widow,'
el mothers, in great grief at their absence
and harrowing uncertainty as to their con
dition. This is all wrong; no boy should be
permitted to accompany soldiers in this
manner without their parents' or guardian's
consent. Conductors, who are very much
annoyed in this respect, when they put
boys off the cars at stations along the road,
should telegraph the fact to the ticket
agent at the point they got on. This woud
furnish information to those most concern•
od, who suffer anxieties such as parents
only can appreciate
MONSTER ORDNANCE —An order has
just been received by the Fort Pitt Works
for the construction of a nuiuber of im•
manse thirteen inch mortars. The six . ) of
these ponderous affairs would hardly be
understood ftom a simple mention of their
calibre The finished pieces measure forty
three inches exterior dia - neter; and 11;15_
four inches extreme length. The bore is
nearly three feet long, and thirteen inches
in diameter, the metal being il:toen inches
thick in the cylindrical portion and nine•
teen or twenty at the base. They wilt be
supported on immense cast iron bases, by
trunnions three and a half inches long
and fifteen inches In diameter. For the
purpose of fixing the line of elevation
they are furnished, on one side of the base,
with a
,heavy rack, and on the cylindrical
Surface above with a lug six inches deep
and four inches thick. The monster more
tars will weigh eight and a half ton-17,..
000 pouxide—each, and will "thtti* ti Shell
weighing about two hundred and twenty
pounds. This order is for the immediate
manufacture of thirty, and three thousand
thirteen inch shells.
ANOTHER REGIMENT AUTHoRIZED.—
James W. Craft, of Beaver county, but
recently of St Louis, where he has been
engaged in the cordmission business, on
Saturday received authority from the War
Department to raise a regiment of infantry,
provided it is reported for service in thirty
days from August 204 h, with the proviso
that all incompetent officers shall be die..
missed. Two companies from Fayette .
county have already been accepted by
Col. Craft and he expects thorn here to
day. He expresses every confidence that
he will have a full reg.rnent by the time
designated, when the men wW be mustered
in. We wish Uol. Craft every suttees, as
the government needs good men and
plenty of them.
RECOVERED.—A horse, which had been
stolen from a gentleman residing near
Wooster, Ohio, and sold to one of the Go
ernment agents. was recovered for the ow
ner by Mayor Drum's police on Saturday.
The animal had been shipped, with several
others, to thie city, and was found at the
railroad depot, just as the. train was about
starting for Washington. The thief was
subsequently arrested, and is now in jail at
Wooster.

Tiernan and Jeffries got into a difficulty
at Cookstown, on the Monongahela river.
last week, when the latter stabbed the for.
vier with a butcher knife, inflicting five dangerous, and, it is feared, fatal wounds.
Jeffries ran away and took refuge in a coal
bank, but afterwards gave himself up.--
Tiernan was alive at last accounts, but was
not expected to survive his injuries.
LIEUT. CHAR. B. McOulaoutiff, who
left with the •McCullough Guards," Capt.
M. Wallace, yesterday, was, on Saturday
evening, presented with aline regulation
sword, sash and belt, by-the clerks in the
Post office, Jas. McKenna, Esq., making
the presentation address. "Charley" will
make a good officer and we wish him all
success.
GEN. ANDEEsox.,—This gallant officer
has returned to Cresson from Washington
Oiy, where he went for'his commission as
Brigader General and goes immediately to
Kentucky to assume the duties of his com,
faand. He will pass through this city on
Wednesday en route for Louisville. His
family will remainat Cresson for a time.
A CASE OF CONSCIENCE,—The General
Superintendent of the Pennsylvania Rail
road acknowledges the receipt, at the
hands of the Rev. John Tsviggs, of ten
dollars—that amount having been placed
in his hands to be returned to the company
as money rightfully belonging to it.
Tnz Rowley Rifles, Capt. McFarland, a
new company just organized for the Thir
teenth Regiment, will be sworn in this
morning and leave for Washington City
in the afternoon.
GOT IN H lMBELF.—Patrick Kelly, yes
serday morning undertook to smuggle
liquor to a prisoner in the watch house,
"but was discovered, the whisky seized as
contraband and Patrick himself locked up.
MAYOR WiLsois had only one parson
charged with selling liquor on Sunday, be
fore him yesterday. No disposition of the
case had been made in the afternoon.

secessionists, were released from prison
yesterday and permitted to resume thoir
journey Eastward, after subscribing to the
following oath of allegience:—We and
each of us do swear that we will support
the Constitution of the United States, and
obey all the laws made in conformity there
with, and will in no wise, directly or indi
rectly, aid or assist any other government,
power or authority, whatsoever at war with
or in rebellion against the Government of
the United Sates.

Wm. Patch and James Bruwn, charted
with assault and battery with intent to
kill, upon Michael Krapp, had a hearing
before the Mayor yesterday. Krapp was
still e)nfined to bed by his injuries, but it
was showh that the, attack upon him was
unprovoked and violent, Patch striking
him with two boulders and Brown with a
sad iron, with which ho also struck Mrs.
K. between the shoulders when she inter
fered to protect her hasband. The parties
were committed for a further hearing on
Friday, by which time it is expected Krapp
will be able to make his a.pearance.

—Capt. J. H. Foster, of Company A, Col.
Rowley's regiment, has quite a number of
typos in his corps, ♦iz: Sergeant Andrew
Wayt and, Israel J Barry, both three
months men, and John S. W. Brown,
Guyan M. Irwin, Charles hiartheus, And.
J. facet/try, Will A. Walker, Henry
Lambert, new recruits. Capt. Foster has
68 men in camp at Washington, waking,
wfgh . the 82 sent yesterday, 90 in all. He
will take a few more recruits, printers or
others, who will be Bent forward at once.
Early application must be made.
KILLED ON TUE KAILBOAD.-A man
named Arbunkle was killed on the Pitts
burgh, Fort Wayne and Uhicago Railroad,
on Tuesday last, about three miles this
aide of Mansfield. He was accidentally
thrown off the train, which was in motion
at the time, the wheels passing over him,
almost severing his body, and breaking his
skull. The deceased lived near Alliance,
where he was buried. He was about twen.

FARTHER Peon., Aug. 2.6.—The stea
mer Hibernian passed hero this afternoon
with Liverpool dates to the 16th inst. The
steamer City of Washington sailed for
New York on the 14tb, with £5,000 in
specie, and the Teutonic, frcm Southamp
ton bad about £7,000.
GREAT BRITAIN.—At a general meet
ing of the Galway Steamship Compsny
the report of the Directors was ad,..pteci
and it was resolved to issue stock, increas
ing the nominal capital from £500,000 to
£lOO,OOO.

Lieut. Crosby returned last night from

The Confederates will hereafter find it
very difficult to communicate with Fort
ress Monroe by means of spits. No Jerson

A slight difficulty occurred yesterday
between one of the released rebel prisoners

WA.BBINOTON CITY, Aug. 2G.—Orders
were forwarded to day to the S. Pen
sion Agents to administer the out of alle
giance to the U. S. prescribed by the late
law of Oongross to all persons drawing
pensions.
Captain Foote has been ordered to the
command of the United States Naval
forces on the Western waters, viz: on the
Missouri, Mississippi and Ohio rivers.
The oath of allegiance is forthwith to be
administered to the hired men in the Quar
termaster's Department.
The Rev. John
. M. Green, chaplain of
the 10th Pennsylvania Regiment, who act•
ed as its P , ..stmaster, is in jail, charged
with opening letters and abstracting money
belonging to the members of the regiment,
and other parsons.
Richard Wallach, Eoq , was this morn
ing elected Mayor of Washington by the
City Councils to supply the vacancy occa
sioned by Mr. Barrett's involuntary ab-
E4LICO. He was forthwith installed.
The Navy Department has a prompt
inethzd of dealing with disloyalists, in ad•
dition to the similar cases recently men
tioned. A. D. Wharton, a midshipman,
on board the Seminole, tendered his resig,
nation, but he was dismissed from the ser,
vice and sent to Fort Lafayette.

day give information of Hardee's forces
withdrawing from Greenville towards
Reeve's ferry, where they are fortifying
slightly, also to Peyton's station, nearer
the Arkansas line, This seems to confirm
a previous report that the eastern division
of the rebels was hastening to join General
Pillow. A strong body of Gen. Thomp-
son's forces is represented to have occupied
Benton, eight miles back of Commerce,
where they are throwing up fortifications.

Two Union Men Murdered.
Orscreurrem, Aug. 26.—A Union man
named Moore was killed, and another
named Neil mortally wounded ort Sunday
afternoon by a gang of fve secessionists at
Spotwell Tall Gate, Kentucky, seven miles
from Covington. Both men were stabbed
in the back, A. party of Union men gave
pursuit to the murderers who have fled to
wards the Tennessee line.
