Iron-Clad Shlpa of WarCongrisai
A bill has been introduced into the
Senate, in aacordauco with the mom . ,
mcndation of the Secretary of the Navy,
providing for the appointment of a
board of Naval Officers to examine Into
and report on the expediency of build,'
log one or more iron-clad ships newar:
Efficient measures :alma have bnek
taken long ago to carry out such pro'
visions as are contained in'thin bill, nail`
as we clearly pointed out in 7 tho
tific American of December 1,,1860y
when Congress was then holdjUs
last session. It is never too late, how&
ever, to do right, and this movement,
although tardy is in the right dine
tion. This is a most important sub. !
ject, and all the experience which can
be obtained to guide us should bo
sought after with avidity It has been
brought op several times lately in the
BritishParliament,and discussed at some
ltngth; and in a late speech of the
Duke of Somerset, we find a very satis
factory history of the experiments
whichThave thus far been conducted in
England.
He stated that the first experiments
were with iron plates on inch thick ;
these the shot broke itt pieces with the
greatest ease. Chain armor, india-rub
ber, and hempen 'matting were next
tried; these were also found to be utter
ly useless. Next they tried Armstrong
guns against 4.}-inch iron plates but
they found that solid shot sometimes
pierced them also. In building iron
ships, the Duke stated that, it was a
great problem when to stop, bectituie
thin iron would not do, audit became
a matter of great difficulty to make
such vessels safe. Government, how
ever, had extended its orders, and say,
en iron-plated ships would soon be
ready."
The experiments with the 44-inoh
iron plates and Armstrong guns have
satisfied the British naval authorities
that these can resist shells perfectly,
and nothing but 'solid, long-pointed
shot, discharged from the most egos
Live, largest rifled cannon can break=
them. In firing a broadside from the
largest class of frigates witli..loo-Pownd
pointed shot, at an iron-clad'vessal, not,
more than three or four shots 'would en
ter the vessel, and these would be ,so
spent as to do but little injury. Such
vessels, then, with'Kesent experience,.
are almost proof against solid shot;
while against shells, they are, perfect
proof.
No time, therefore, should• be fritter
ed away in tedious_ tephnicalities,-be

navy is now the overwhelming - power
which belongs to the government, and
we should not fail to adopt- every meas.'
ure to make it more complete. •Now
is not the time to deliberate in told
debates about the expedien4 `of- - such
vessels; it is not only expedient, but nee
-
emery, that they should-be built, and
we trust that the Senate will pass the
bill amended, so as to authorize their
building at the earliest date possible.

PARTIES IN THE NEW CONFED.E.
RACY.—The Augusta (Georgia) Chron
icle expects very soon to see two, par
ties arrayed" in the new Confoderaky,
struggling for the Presidency next fall,
and the division, it thinks, will be up
on the point of admitting other States,
"one favoring the admission of other
States which may choose to accept our
constitution, the other clinging to th:-
delusion of a pure 'elavdooracy." The
present provisionaliPreaidentand "Vice
President, we are - told; both - "favor the
idea of ultimate reorganization," while
Howell. Cobb, it -is implied, and the-ul
tra Southern party, are-forever eppoced
to the admisbion of free States. -Her*
then, says the -Chronicle, is, the pro
gramme, as we think. Howell .Cobb
for President upon the basis of no ad
mission of any free State, and no ad
mission of such slave State as will give
the power in the Confederacy: to ad
mit free States by a two.third,vote. In
this wise, as we take it, is a party to •be
or anized in opposition to the present
administration.
