writer of the communication the
nal says, "his relation with members:
of the Cabinet and other membera:of
the Government enable him' to speak'
intelligently upon the important, topics,
he dinusses, and to bring out mucb in
formation that is new Ike the public
mind. In this communication the pub
lic will see why General Patterion did
not move.

truer justice. than to pen, as 'nearly as
I can recall it, the statement made :to
me by a member of the cabinet, on the
point, than whom the country containiij
no one more honored and more trusted.:
"Amidst all these charges, and these
facts," said he, "the whole matter lies
in a nutshell. How were Generals
McDowell and Patterson to march
through a thoroughly hostile territory,
that had already been occupied and ex
hausted by the armies of the foe. They
must carry with them all the tools, mu
nitions, and camp equipage essential to
their progress, and also all the means
of their subsistence, down to every
pound of bread for their soldiers, and
every wisp of straw for their horses.
And to move with-at sufficient stores
would be the height of infatuation.
For there is no, saying extant truer
than that of the great European, that
"armies move on their bellies." Gen
eral Patterson tried an advance without
adequate preparation. He had wagons=
enoughto carry subsistence' for only.
three days. And what was the result?
He had to fall back two days for his
commissary department to be re-sup-.
'plied, for every three days that he
went forward. And that was playing
a perfect farce with the serious matter
of making war, so he was checked un
til he could go forward aright. Both
he and General McDowell 'requir
ed, at the minimum of necessity, twen-,
ty-five wagons and a hundred horses to
every regiment. Now, let an. man

possible to put them advantageously on

A communication in a Baltimore pa
per, contains some statements respeot
ing the returning volunteerforces which,
though interesting, are not generally
understood. It says , :
The following facts derived from the
War Department, were communicated
to the writer by, a Government officer
a few days since:
Within three weeks from tbe, Curie
that the' first enlisted term of three
months' volunteers expired; the ittimber
discharged will have reached 'BB,OOO.
Of the fourteen regiments furnisned by
Massachusetts ' but one can be retained,
viz.: Col. Wardrop's ; and this only by
special perinsasion obtained by hire to'
fill up his regiment with 200 of Bart
letes celebrated "naval brigade." •
In answer to an inquiry of the writer.
as to the necessity of this 'large' num
ber going home in the face of the re
ported reenliatment for the war •of a
considerable portion of them, offi
eer stated that their return'could no be
avoided for the following reasons :-
Ist the present re,gulationsef the' ser
vice required each regiment to consist
of 1,056 menand officers before can
be accepted, whereas but few of 'theeit
contained but 740. 2nd. The desire to
re-enlist was by no means, nnaniincui

double sets of officers, and the conflict
ed claims of the various parties led to
such confusion that there was no alter
