and the reports of the Departments of
the Treasury, War and Navy were sent

July 6th—Tbe. Senate Committees
were declared, and six war bills *re
presensed, viz.: 1. Legalizing the, past
action of the President. 2. 'Antkor
izing the employment of volunteers., 3.
?flaking provision for the increase of
the regular 'army. 4. For the appoint
meat of an Assistant Secretary of War,
and reorganizing the army, eto. i b.
Organizing the volunteer force. 6. To
'add to the effi.cieney of the army.
July Bth—The House Committees
were announced and a resolution ad4pt
ed declaring that the House, daring
this session, shall consider only bills or
,resolutions concerning governmental
military and naval appTopriOons, and
financial affairs connected' therewith.
July 9th—The Senate task& a bill
to remit duties on arms imported i for
the use of the Union; the Boris° lap
propriated six 'millions of dollars for ;
payment of back dues to volunteers,
and resolved that it was not the duty

bill authorizing the President to accept
the services of volunteers to the num
ber of five hundred thousand, and ap
propriating for their expenses five hun
dred millions of dollars.
Further to facilitate the rapid trans
aetion of public business, the House
Committee of Ways and Means has
already prepared all the bills intend
ed for submission during the session,
and in leas than a week it is expected
that Congress will be ready to adjourn.
Thus we see how imperatively i the
will of the people determines the action
of the government. Party interests are
forgotten in national necessities; parti
sans become patriots; there is 'no• delay
but that which gives free Speech even
to the opponents" of the war, and per
haps the most iniportant session of Con
gress in the history of the Union Will
be recorded as the shortest and wisest.
