first necessity is to give the war policy into
which the administration - has, been driven
by the rebehous action of the South, the
endorsement of Congress. This will open
the whole question of the war—a few may
grumble—but there is no doubt that the
'action of the government will be warmly
and enthusiastically confirmed by the rep
resentatives of the people, almost as unani
mously as the people themselves, Lave al
ready confirmed this action of the govern
ment in advance of legislation.
For the sake of sensation undoubtedly,
for there are no real grounds for it, the
idea has been thrown out that an attempt
will be made to bring in a proposal of com
promise to the rebel leaders. Compromise
must be honorable. Any proposition for a
dishonorable compromise would be an out
rage upon the patriotism of the people;of
the United States. To talk of compromise
in the present aspect of affairs would be ill
timed. Compromise may b e entertained
when the secedets and disunionists have
come to their senses, and have become con
vinced that the scheme of a Southern Con
federacy is an impossibility. It cannot be
offered as an inducement for the rebels to lay
- down their arms and return to their alle
giance. They must yield first and then
compromise may be in order after they have
been compelled by the power of their le
gitimate government to surrender, and
when they have got back to a common plat
form with their brethren of the North and
are ready to confess themselves citizens of
the United States, then compromises may
come in to settle present ci.uses of complaint
and danger of future ditficul ty.
The enlargement of the army and navy
and the voting of the necessary loans to
sustain the war will be the great questions
for this extra session of Congress. The de
sire of the people who love the Union both
North and South, is to see a swift and de
cisive extinction of chi,. rebellion. Auy
thing short of a resolution to call out and
_provide for the maintenance of an enoi
army at once, will disappoint the
and produce a disinclination to
mt the government. It is believed

the North and the South. The people want
the government to show the South that it
'< has the power to compel submission to
the Constitution an I the laws and also that
it is its desire and design to protect the
rights and property of the Southern people
under that Constitution anti by means of
those laws.
`,..THE THREE MONTHS' MEN.
From personal interviews with many . of
them and from letters written to their
friends in this city by others, it is probable
that very few of the three months' volun
teers now near the Maryland line and in
Baltimore, will be disposed to continue in
the service after their three months shall
have expired. They complain of the man
ner in which they have been treated, and
say 4 that their clothing is worn out and some
of them we know are sending home for
clothe!. They also complain that their food
is, not such as they expected or such as
might easily be furnished.
These things ought to be remedied at once.
It would certainly be to the`advantage of
the government for these men who have
had three months discipline to remain.—
They have become familiar with arms and
with the discipline of camps and are able
and willing to render effective service when
celled upon. We are glad to learn that at
tention is being paid to this subject. The
troops at Hagerstoc n are being clothed
.through the exertions of the Governor.—

cial purpose of the war, commences next
week: It is a most important session, and
its action will decide the probable duration

their representatives to make this meeting

tion of the rolling stock of the ltiltimore
and Ohio Railroad, by the Confederate
troops at Martinsburg is confirmed. About
forty first-class locomotive engines, and
some three hundred passenger freight and
coal cars, have been utterly demolished, and
by this one blow the Company has lust,. it is
said ; between four hundred and fifty and
five hundred thousand dollars. Many
bridges have already been burned or blown
up along the line, which it will require an
en >mous outlay to replace. and the bed of
tho road itself is daily falling lE.to a more
dilapidated condition, for want of the sys
teinatic supervision and the continual re
pars which are necessary to keep such' a
rod in running order.
Important news from California was re.
ceived in Washington on Wednesday to

about to proclaim the southern portion of

themselves with the Southern confederacy.

IMPORTANT I NFORMATION.-A doeu
um at was received this morning by Gene
ral Mansfield, from a true Union man,
whose name is prudently suppressed while
he is in his present position. The paper
contained information drawn from a Seces
sionist, whose caution was overcome by the
impression that he was in conversation wtth
a Conledrate. it reveals a plan for the
capture of the city. The rebel forces are
to be divided into three divisions. One
of these is to occupy the attention of our
try ips opposite Washington. While this
is done, another column crosses the Po
toLiac, near Occoquan, and advances
liiough Maryland upon the city, while
th e thirdcolumn, strengthened by an up
ris ng of the rebel forces in Baltimore,
approaches the city from the north. These
three columns are under the command re
spectively of Davis, Beauregard, and Lee.
Some delaf has occurred by a misuncer
sta,iding between Davis and Lee, caused
by jealousy on the part.of Lee. growing out
of the promotion of Beauregard, and his

There is a sentiment pervading hero among
Northern visitors, which tends strongly
towards a compromise. But all is vague.
Still it is the feeling, and one which, I be
lieve from common rumor, President Lin
coln himself cherishes. A confirmation,
in part, of it, is found in the course of
Gen. Scott, who while he is carefully guard
ing every point, and bringing our gallant
volunteers up to the highest standard of
military perfection, is not disposed to strike
a decisive blow until after the meeting of
Congress.
A NEW COLLECTOR FOR NEW ORLEANS.
—William D. Gallagher, of Kentucky,
late cenfidental clerk of the Secretary of
the Treasury, is appointed Collector of New
Orleans, and leaves Washington for Cairo
to-day, to accompany it army in its pro
greas down the Missouri, which will not
probably start before the summer is over.
-The New Orleans Collection District
emLraces the valleys of the Mississippi and
the Ohio, including their tributaries, and
reaching as far east as Pittsburgh. The
Collectors of Louisville and other towns
within t h e District, are only Surveyors'

Information from the Rebel camp in Ten
nessee leads to belief that great dissatisfac
tion exists among the minor generals with
the eong:::..tander of the Tennessee forces,
Gen. Gideon. J. Pillow, and every endeav
or will be made to have him superoeded or
force him to, resign. The force at Union
ha. recently received a portion of
their pay. The force at that place is estim
ated at about 5000. Of these some 2000 are

poorly supplied with the most inferior arms,
consistiing fur the most part of condemned
United States flint lock guns. At Ran
dolph active preparations are being made
to strengthen the position in order to defeat
au attack both from the river and from
land.
INTELLIOENCE reaches us from Western
Virginia that the late garrison of Harper's
Ferry, 12,000 strong, is now in camp
Frederick, and the remainder distributed
