THKER years and THREE MONTHS. There seems to be a disposition to find f&utt with the bravo men who were lore most to respond to their country’s call for volunteers for three months because many of them are not ready to enlist for the three years term. This we think is wrong. Re gardless of every personal interest, these men offered their services to the country when the capital was in danger and are ready to fulfill their contract to the very letter. It is certainly in bad taste for men who have stayed at home altogether to at tempt*to cast dishonor on these brave fel lows because they are not prepared to re main tor three years. Many of them left Wives, families and business, all of which require their attention, and when their three months have expired there can be no dis honor in their returning to their homes and their avocatioue, if they choose. Not one of these men would leave the army at a time when there was necessity for their ser vices. But there are plenty who are will ing and auxious to enter the service during the war, aud those who have been first in the field are entitled to all iiouor, should they teel it their duty to come home at the end of their enlistment as returned volun teers. In regiments which are forming, however, men who are determined Lo remain in the service for only three months should not stand in the wuy of those who are ready and anxious to serve during the war. The three million loan has all been taken at par—a fact which is most gratifying to the patriotism of every Pennsylvanian.— The Banks of our own city took of the loan as follows: Merchanta* and Mjmaf*cturero Hank Bank of Pittsburgh Exohange Bank. CittzenaT Bank, Allegheny B ink, Iron City Bank Mechanics’ Total, Of individual capitalists here we notice the. names of but two among the bidders.— These are Thomas »S. Clark, fv» bun statements of all the damage done to private property in the oc cupation of tho federal aruody lay in atate at Chicago. We shall preserve it as a cherished memento of a great man and a departed fnend. The Maryland ni.vtion, which came otf on Thursday, indicates a large majority for the Union men. The .Iciest of H. Winter Da- Yll, it is said, resulted trom his personal un popularity. His rucvoe-ful opponent (Mr. M»]r)is. also a strong Ut.ein man, and his eleotion IS thorelom a victory : r the cause of the country. MISSOURI. THE CBESSON SPKINGM. PORTRAIT OF MR. DOUGLAS. MARYLAND ELECTION THE BIG GUN, THE DOUCE AS FUND. iu4. An appeal is maile to hia fellow cojntry men in behalf o( the family of Stephen A. Douglas. His life was devoted to the wel fare of his countiy and he died poor. The country owes it to bis memory—the people owe it to their own sense pf patriotism, that his family should be protected and befriend ed. :>::JUNE 17 An address has been issued to the people of the United .Suites from Illinois, setting lorth his services to the country aud ap pealing lo the American people to provide for ihor'e whom he has lelt behind him It propones to raise by volunteering Mibnerip liou, a fund to be invested by trustees lor the support of the widow and the educa tion of the children of Stephen A. Douglas. The lion- John l). (Jaton, Justice ol the Supreme Court of Illinois, will act as re ceiver of this fund, to whom all subscrip tions, from States, counties, corporations, societies, committees, aud individual* will be remitted. II is address is at Ottawa, llli This address, after reciting the tact that for twenty-five years he has served the puo lie without'peisonal profit, and for the lat ter part of his life gave up his whole time for the interests of h is country, appeals in the following eloquent terms to that country. Who will not respond to this appeal “Fellow countrymen : While Uni* laboring tor your interests, and Um mteieoU «.*! your prosperity, bis own mean* were l«>sl He died not only poor, but has left t<> hla wife ami chil dren a legacy of debt. The only unencutn* bored piece of land—a small tract, less than three acres—of which he was ever possetwd, was, when be died, the property ot his widow At the request ol the people ol Illinois, com ing up to her even in the hour of her sorrow, she surrendered his remains to the Slate, and with them gave that piece ot land lor his in terment, asking of the people only that she might be allowed to reside nosrtbe grave in which be reposes. She has thus given to the people of Illinois all that was left ol Douglas This lot in which now rest his ashes, is in the centre of that beautiful grove knows as his long chosen and favorite home Thesurroud ing portion of the tract is coverod with mort gages. His children, his widow, and his coun* try men to approach his grave must do s-> by permission of the sheriff, his creditors and strangers. Will the nation he has served for get Douglas in the tomb? Will the Republic prove ungrateful ? Will the American peo ple, whom he served so long and so faithfully, suffer his widow and his orphans to bo turned from the homo be loved, the soil he defended. u> peck elsewhere, and fruua BDanger*. and shelter and a support ? Shall they be shut out from the sight of tomb, and denied tie melancholy satisfaction of being near his grave? Shall the wife and children of Douglas go forth homeless, houseless wanderers from the State of Illinois? (60.000 00,000 00 ■) o 00,000 40,000 40 000 30,WK) The Evaluation of Harper’s Ferrj. The telegraphic accounts of the evacuation of Harper’s Ferry by the rebels are unsatis* factory, and, to some extent, contradictory There appears to bo no doubt, h >wovor, that to a great extent their troops have evacuated that portion, and have burned the hruige crossing the Potomac about a umo ir.>m the Ferry, and also the bnJg-*- *1 Mar tinsburg and Sheppards.*w:;, a- woi. a- Ure Government buildings, having fir>t rmu.-vod the machinery from them. The garrison, to the number of between ten and twelve thousand, had marched U> Deeaburg and Winchester, thus indicating that their destination is probably Manassas Junction, where no doubt a grand stand wi!! tx< made It is a&ii that a number of troops still remain at the Kerry, but thes-3 aro probably tutonded to cover me retreat of th« main boly. Lees burg is ldu miles irom Kvbuiond and IT from Washington. A special despatch to the New d ork Herald movement of the rube) force* from Harper's Ferry is regarded with suspicion.— It is supposed that ten or twelve thousand of the troops from that point will precipitate themselves, by way of Leesburg, upon Ed ward’s Ferry, with the hope of surprising the small command On that road under Colonel Stone, and press forward upon the C.ly *f Washington from the roar, while the main force engages the attention of our soldiers by an advance from Manasss- Junction. This plan 18 shrewdly conce;v«hJ. but r. will not be successful. G>?n. Scott has already siuoked <.’it tbe program i.“, ami \* ready to meet the *nemy at all point* They will not catch him asleep There are only lw-> things that the rebels can Jo now—Lbey inu-*’. t*iih«r make a bold dash at the city i>: Washington, or they must keep retreating aJ h-« way to Richmond. The same reason that requires the evacuation of Harper's Ferry, require# also the abandonment of Mana&aas Junction, and unless the rebels attempt to make capital by a protended attack on Washington within a tew days, they will continue to back down at least to Richmond, and, perhaps, in the face ot a superior force, entirely out of Virginia Gen Butler will be in their rear, while Gon Scott pushes forward Gens. McClelland. K.eiru, Pat terson and Cadwallader, and also Generals McDowell and Mansfield in front Under these circumstances, it wili be eeaen tial for the rebels to concentrate around Rich mond to protect their roar Seuator Douglas’ Successor. Governor Yates, of Illinois, has not heeded the suggestion of the Chicago “Tribune,” the leadiog Republican paper in tbe State, that he appoint a Douglas Democrat to till the vacancy in the United States Senate occasioned by the death of that lamented statesman. O. H. frowning, of Quincy, whom he has selected, is a leading Repub lican, always a political opponent of Judge Doughi*. against whom he run for Congress in IS4-i). Although all parties in llliuois support the war, the one great question now before the people, the Governor deems it expedient to keep up old party associ ations and traditions, and ODly recognize officially those who have been Republicans From Pensacola we have information <-or\ico in the aeige of Fort Pickens, bavo advanced lo« wards Virginia, thus indicating that ibis State has been chosen as the grand stand.point and battle-ground. Arrangements for moving trains upon t 1 e roads to Manassas Junction and Leesburg are almost completed. Trains are running now on both roads, and extensive preparations are being made to rebuild to the torminus of each. Col. Scott and A, Carnegie are superintending the repairs personally. Harve\ Urey bus been appointed Superintendent. We boar from Virginia that Henry A. Wise ha< been appointed Brigadier-General iri the rebel army, and assigned the command of the Department of Western Virginia, but he will have some difficulty in taking possession of his department, inasmuch as General McClellan is at work in that direction. New Orleans is a bankrupt city. At a recent meeting of her councils the Finance Committee reported that *’tbe city was dead broke- and that they could not see financial daylight " The tax-payers are utterly desti tute of the means to pay, and the affairs of the municipality are pretty much stopped. It is thought the President will recommend to Congress the calling out ui at least two hun dred thousand additional troops, to serve dor* mg the war. l-V :; ’ • * \ '.<• ■ " ’" ‘ • ,i ■ ; '.-‘-V '- '• .*^V -' ,>"'v ; V-'.: -' •’ -•5,.. ®- ’ r - f«lf *. v‘ 1 ■l\ 18 at Fortress Monroe, visiting the Hospitals.
