Gov. Curtin and offered the services of a cav
alry corps of two hundred toon of that city, to
the Government This company is composed
of merchants who offer to uniiorro themselves,
furnish th»*ir own horses, and servo for three
months without pay. All they ask is to be
furnished with arms and subsistence during the
time of their enlistment. The prostration of
their business makes then? anxious to see the
war brought to a speedy close, and this is one
of the wa)B to aid in bringing about each a re
suit. They arn all wealthy, as the offer itself
proves, and will make a most effective arm in
the service. It uto be hr.ped that their sm

at six o’clock yesterday eight
feet of the gun was out of water, leaving the
heaviest part, some eight'feet in length; still
below. They are sanguine of getting it oil

-Nothing but the most earnest dextra to av.-rt
ibu horrors of civil war from our belt- ,.,1
Stale could have tempted me to propose the* -
humiliating terms. They wore rejected by the
Federal officers. They demanded not on ly the
disorganization and disarming of State militia
and nullification of the military bill, hut they
refused to disarm their own Home Guards
and insisted that the Federal Government
should enjoy unrestricted right to move and
station its troop# throughout the State, whan
ever and wherever tbit might, in tbe opinion
of its oil-cars, be necessary either for the pro
tection of loyal subject! to the Xodornl Govern
ment or for repelling invasion, and they plain
ly announced that it was the intention of the
administration to take military occupation
nnder these pretexts of the whole Stale, and
reduce it, as avowed by Gen. Lyon himself, fo
the exact condition of Maryland, The 'accep
tance by me of these degrading terms would
not only have sullied tbe honor of Missouri,
but would havo aroused the Indignation of
every brave cltlaen, and precipitated the very
conflict which it hat been my aim to prevent.
W e refused to abcede to them and the confer-
ee c-e was broken up.
Fellow-Citizens, all our efforts towards oon
cilliation have failed. Wecan hope for nothing
from the justice or moderation of agents ol the
Federal government in this State. Thoy are
energetically hastening the execution of thqir
bloody and revolutionary schemes for the in
auguration of a civil war in your midst, for tbe
military occupation of yonr State by armed
bands—lawless Invaders; for the overthrow of
your Stale government, and for the subversion
of those liberties which that government has
always sought to protect, and, they intend to ex
erl their whole power to subjugate you if pos
sihle to the military despotism which hsß
usurped the power of the Federal government.
-Now, therefore, I, J. 0. F. Jaoksoo, gover
nor of tho State of Missouri, do in view of
the foregoing facUond by virtue of the powers
vested in me by the Constitutional laws of
this Common wealth, issue this, my proclama-
tion, calling tbe militia ol the State to the
number of 60,000 Into active service of the
State, for the purpose of repelling said invasion,
and for the protection of the lives, liberty and
property of the citizens of this State, and I
earnestly exhort all goo£ cltizona of Missouri
to rally under the nag of their State, for the
protection of their endangered homes and fire
sides, and Tor the defence of their most sacred
rights and dearest liberties. In issuing this
proclamation I hold it to he my solemn duty
to remind you that Missouri is still one of the
United States; that the Executive department
uf tbe State government does not arrogate to
itself tbe power to disturb that relation; that
power has beenwiselyvestedinaconvention that
will, at the propertime, express yonr sovereign
will, and tbat meanwhile it isyoor duty to
obov all conatitniional requirements of the
Federal government. Bdt it is equally my du
ty to advise you that your first allegiance's
dua to your own State, and that yon are under
no obligation whatever to obey unconstitution
al edicts of military despotism which hss in
troduced itself at Washing ton. or to submit
to the infamous and degrading sway of its
wicked minions in this State No brave and
true hearted Missourians will obey the one or
submit to the other. Rise then and drive out
ignominiuualy the Invaders who have dared to
desecrate the soil whioh your labors have made
fruitful, and which is consecrated by vour
