Committee of Public ttalely On Saturday afternoon, at three o'clock, this body assembled at the Board of Trade Room?, Hon Wrn. Wilkins presiding. Reuben Miller, Jr., from the Finance Com mittee reported that hut $2,000 bad been paid Into the treasury, only two collectors having made returns. They had received promises lrom the banks and individuals, and had quan tities of coal, provisions, Ac., placed at their distx'sal. Hon. F. C. Shannon, Chairman of Com mittee on Home Defense, reported that they had adopted rules for home guards, (already published) which bad met with universal ap proval. The committee recommended that no expensive uniforms bepurcbased and that only a regulation cap, with a distinctive badge, bo allowed. Thirty-one companies, averaging tifty men each, had offered their services and been accepted. Twenty thousand men in the county are clamoring for arms, but the agents sent out by the committee to purchase them have been unable to procure arms, “for love or money. *' The committee promised to do all in their power to supply the necessity as early as possible. Geo. W. Ca&s, Eaq., from the Executive Committee, made a report in its behalf, recit ing their operations for the week. They held daily sessions, with a-full committee of thirty members, who disposed of ail general business coming before them; then protracting their session until midnight by requiring three members to sit alternately, with a secretary, and, if any matters of importance proaentod themselves, to call in other members. Bakewell, Esq., ehairmain of the relief committee, stated that they bad opened a ware* house on Market street, near Second, where a person will always be in attendance to attend to applications. The number was far greater than Mr. B. had anticipated, and he asked to be excused from further action with the com* raittee, as he was physically incapable of per forming the duty. Tbe Committee ou Home Defence— Impor tant Kegulatiousu Tbe following additional rules have been adopted by tbe Committee on Home Defence, to which we direct tbe attention of military organisations : 11. It U recommended that each company adopt as uniform, cheap military regulation cap; but no company will be exotudod lor neglect of this recommendation. 12. An appropriate national badge, designa ting such company, will bt* ailowed : but it 1* earnestly advised, for tbe sake of economy, that no further expenaefor uniform bo indulged 18. Uniform aa above recommended to be furnished by each company at ita own expense 14. Companies armed in whole or in part by the committee will be required to give bonds, signed by the officers, with sufficient surety, for the safe keeping and return of tbe same. 16. Companies ready for inspection will please report without delay, at tho head quar ters, No. 94, Fourth street. Iron Railroad Cars.—lt is inferred, from the fact that a number are being m&do at Da vidson's factory, in Albany, that the New York Central Railroad company intend to in troduce iron freight cars extensively on their line. A recent accident al a drawbridge in New Jersey has demonstrated that iron pas senger cars are of great utility in protecting human life at tho time of disasters. An iron car thrown into the river was but slightly damaged, and preserved all the passengers, while it was conceded by all present, that a wooden car, under similar circumstances, would have been broken into fragments, and left the passengers in twenty feet of water, to get out the best way they could, or perish in the wreck. Just so in collisions, the iron cars will break the forco of the shock by yielding, and yet they cannot be as readily crushed and broken into those splinters and fragments which are sometimes so very murderous. Editor Post: —ln obedience to the recom mendation of the Committee of Public Safety of Pittsburgh, the citizens of Plum township met here on Thursday evening last, on a few hours’ notice. They proceeded to organize a company of “Homo Guards,” when nearly one hundred of our citizens enrolled their names, aDd expressed their williDgDess to obey the call of the Committee at Pittsburgh. They also proceeded to the election of officers the same evening, when Robert F. Logan was elected Captain. They also appointed this afternoon for drill, and aro now assembling. At Guyandotle a Confederate flag was raised At Pomeroy and Mason City (Va.j an un excelled Union sentiment prevailed One of the largest National flags on tbe route was gracefully floating with tho breeze at the lat ter point, sending a thrill of attachment and devotion to the heart of every true lovor of his country, that smothered tbe heart sicken ing for the man parricidal hand could desecrate an emblem of so much peace, happi ness and unequalled prosperity. A strong Union sentiment manifests itself in many places in Virginia and Kentucky. At Parkersburg the late bustle attending tho oil excitement has almost ceased, and parties are leaving the diggings as rapidly as possible. The depreciation of Virginia paper has almost paralysed business. At Marietta a painful quietude seemed to pervade, brought about by the stern reality of tho possible approach of civil war. The citizens woro dutifully per forming their part, as in other portions of Ohio. A detachment of artillery, 160 strong had arrived from the interior of the iitate and GOO mep were expected next day (the 25th.) In general, good will and an earnest desire to maintain peace, and the usual reciprocal feel ingfi of friendship, seemed to exist. But little fear was entertained of any difficulty, unless brought about by parties residing distant from the border. Our coal boatmen all appear to have gone out B&fe. At Portsmouth a pair of boats passed by with a secession flag (?) flying, ornamented with a rattlesnake that might have been paint ed on with a piece of coal. CURTIN WILL RELCOMIVIENL AN APPROPRIATION OF 53,000,000 FOB THU WAK Pennsylvania to have 40,000 troops in the Field Ac, &c., &e.; rego bis purpose of passing troops through Maryland, but the reply was that military necessity rendered it unavoida ble. He refused to Col. Butler to give his con sent to the landing of his troops at Annapolis, and protested against his taking possession of the Annapolis railroad. Notwithstanding our most learned and intelligent citizens admit that a portion of the people of Maryland are op. posed to the exercise of that right. His only convictions are, that the only safety of Mary- . land lies in preserving her neutral position be* .tween her brethren of the North and South. Maryland has violated no right of either section and we have done all that we can to arrest the impending war. He had hoped that Maryland might have acted as a mediator. He cannot counsel Maryland to take sides against the gen eral government until it shall commit outrages upon it which would justify us in resisting its authority. Our geographical position alone forces us to this. This has been all the whiie the ground work of his policy. He is con vinced that his policy has been maintained by a large majority of the people. He appeals to the Legislature not to be swayed by passion, but to act with prudence and Christian like temper. The Senate has adopted an address to the |MK>ple of Maryland stating that the legislature will not pass an act oi secession, but if they be* Leva the people desire it, they will give them an opportunity of declaring for themselves their future destiny. The House has not acted on this, but has appointed a committee to re port an acf for the call of a convention ot the p'Kiplo of Maryland, of which Mr. Scott, of Baltimore, is chairman. To day no Hags of any de scription are alkrwed. Thu Eighth Massachusetts regiment arrived at Washington yesterday at noon. The Rhode Island troops, six companies of the Fifth Massachusetts, and the 71st New York, passed the junction last night in first rato condition. The 6th, 12th, and 29th New York regiment are at Annapolis Tbero are now 13,000 troops at the Capitol, and 8,000 more are on the road from Annapo* The reported tearing up of the rails on the Annapolis road is incorrect Baltimore, April 27.—Forts McHenry and Carroll were reinforced last night, and the receiving ship Allegheny was towed out of the harbor and placed under the guns of Fort Mc- Henry. Private S. H. Needham, of the 6th Massa chusetts regiment, died this morning of inju ries received during the riot, when his regi ment passed through tho city. Perryville, April 27. —A government messenger who left Washington at one o'clock this morning, reports that the track this side of Annapolis junction was torn up by the se cessionists of the vicinity yesterday, for tho distance of two miles ; it will soon be repaired. A body ot 0,000 troops was to bo moved this morning towards Washington. Boston, April 27.—An enthusiastic meeting was held this afternoon under the old Elm at Cambridge, at which impressive speeches were made by Edward Everett, ex Governor Banks, John G. Palifrees, Benjamin F. Hallett, and others. Forty rifted cannon, contracted for by the* State, will arrive in a few days. Tlie collector of this port has received orders to issue no clearances for ports South of Delaware Bay. Bfcifc4*i. t - -.‘Lit,. Harrisburg, April 28 — The Governor's message lo the Legislature will reoommeml the passage of a stay law. The declaratory portion of the message will say that Pennsyl vania will open a route leading from the North to Washington, whether Maryland stays in the Union or goes out of it. No hostile soil will he permitted to lie between the National Capital and the States loyal to the Union. Be» hellion must be crushed. The national prop erty seized by the rebels must be re taken and possessed at every expense of treasure and blood. An appropriation of not leas than $8,000,000, perhaps $0,000,000 will be re commended. A requisition from the general government was received to-day through the hands of Gen. Patterson, for 21 more regiments, 20 infantry and 1 cavalry, making a total for Pennsylva nia of 28 regiments, 29,500 men. Applications for tilting all this contingent force have been already tiled at the Adjutant General’s office, save for four regiments, giving Philadelphians a chance. The Governor will also recommend in hi s message that 10,000 be brought out, enoamped, drilled and armed, beyond the present requisi tion of the general government, in o r der to form a reserve, to march to any point that may be required and to fill up losses occasion ed by battle or disease. Pennsylvania will have altogether 40,000 men in the field. St. Louis, April 27.— The St. Louis Repub lis an states that Governor Jackson, in unre served conversation with a gentleman of Ibis city, had declared that his policy is a peace policy; that he convened the Legislature only for the purpose of more perfectly organizing the militia and putting the State in a proper altitnde of defence; that be told Sterling Price, President of the State Convention, that that body ought not to be callod together for the passage of a secession ordinance; that he is in favor of retaining the present ttalus of the State, leaving it lo time and circumstances, as they may arise, to determine the best course for Missouri to pursue. The Republican also gives assurances that the funds which may he paid into the Treasury by the banks, under an act legalizing specie pay ment, will not be diverted from their legiti mate purpose, but appropriated to the paymen of the July State interest. Four regiments of Federal volunteers are nearly organized, and another is being formed. Henry Boernstein was eleoted Colonel of the 2d regiment. Exchange on New York 12@15 premium for Missouri.
