Let those who have, for the hour, by the merest accident, obtained pos session of the government, and above all, the Treasury, answer. They know v ery well that Democracy is not dead—it doth not even Bleep— they dread its vigilance, its energy, its power—Hercules is merely rest jpg from his laborß. Ib the Democratic party demoralized be rwHiaA as is alleged, James Buchanan was not oompetent to discharge the awful trust confided to him. Because he was merely a “scurvy politician/* when wo mistook him for a statesman, are we, therefore, beaten, never to rally for the salvation of our coun try and her institutions? Because Douglas is over-ambitious —or because Breckinridge is a coxcomb—or because Floyd is weak, or Thompson is wicked, has the Dem ocratic party passed to its final bourne* We pray you, our Republican brethren, do not lay this comforting unction to your bouls. No, gentlemen, leaders of Republicanism, and common followers of the same thread bare delusion, you are not removed from | the influences of Democracy, although you are, to-day, in the high places of power and of—plunder ! You have been just ten days in office, and you have already confessed that your plan of government for this re public will not do. You proclaimed the “irrepressible conflict" between the free and the slave sections of this confederacy— did you not? The first official utterance of yoor President was bo ambiguous that the Senate took several days to discuss what he meant. No talk of carrying on the “con flict,” although a .glorious chance was of fered. And before the Senate had settled what he meant, he Bolved the question by ordering the evacuation of Fort Sumter, thus declaring for peace —thus tacitly but distinct ly avowing that the principles on which the eleotion was won by the Republicans might do for an election canvass, but never would do* to conduct the government upon ! In Washington City, the other day, it was announced that some distinguished ana tal ented (1) genlleinen were passing r»»und a paper to get signers who would g » »n for making a new party —a Union party, we believe. Don't we regret that these emi nent gentlemen should have so much trouble for nothing. We want no new party. The Democratic party, though out of power, though shorn of place and {*erquisiie, will govern this country just as certainly the next four years as it has ever done. Let our Republican friends mark the words. We say that if it were not for the fear of the Democrats, Mr. Lincoln and his Cabinet would never have ordered the evac uation of Fort Sumter. And this is not all they will do out of dread or out of respect for the Democratic party. We shall not wait long for further confirmation of the truth of this statement. The Democratic party, like any human institution, is liable to abuse. It may have been abused in the election of James Bu chanan, and further abused by him in the ■election of his official agents throughout the country. The fact that the Democrats have held the offices for many yearn has done them no good. If we look around us from Washington, or any other point of ob servation, we shall find that the offices are net given to the most worthy—in short, we ■ball clearly see that, taken together, the office-holders did not strengthen our organ isation. Therefore,loss of the offices will not weaken us, because we shall have but one great matter of contention —and WO shall present a united front in support ol the time-honored policy of our party. repeat, once more, that Democratic principles and Democratic sentiment will govern this nation for the next four years, just as positively as they have ever done If this disrupted Union can be re-construct ed, it will be done through the influence of Democratic doctriues alone—Republicanism i# destructive —Democracy only can con- itruot and maintain From our earliest youth we have been trained to believe in aDd to venerate the principles of the Democratic party —and never, Bince we have known how to spell the names of Jefferson and Jackson, have we felt more pride and pleasure in thegrand old party than we do to-day. It is impossi ble that the party which has always respect ed the rights of individuals and of Stateß— whiohhas always protected the religious and secular opinions of all classes of people, should ever be put down or permanently overthrown. Except by the Democratic par- ty, noman’srights, and we may add, no man’s - property, can be efficiently protected ; no EtSte’s local institutions can I>e maintained. No oitizen, then, and no State, can consen to its overthrow. It must and it will be perpetual—the very instinct of personal safety makes it so. Republicanism and kin. dred follies may win, and seem to rule for an hour or a year, or for a Presidential term —but as long as this country exists, divided as it is into States—tho Democratic idea must and will pervail. ITEMS TELEGRAPHED To THE AF. TERNOOS PAPERS. The Chronicle says tho Cabinet held an im portant session to-day on the embarrassing question of the collection of the revenue. It is understood that as the law now stands the rev enue must be collected by the resident Collec* tor, and that the act of Congress makes no provision whatever for the collection outside the harbor of any port of entry. In view of this fact, and others "Of kindred nature and pressing urgency; it is thought that an early extra session of Congress will be inevitable. Senator Douglas is expected to make a speech in a few days on the condition of the country. It is said to be the policy to make fourteen •eats in the Senate vacant in order to cause a reaction in the South, and to give the Union men in that section an opportunity of electing jjOW Senator®. A day or two since, Mr. Snivorly, one of the Clerk* in the Commissioners’ office tcorrect ed the arithmetic of David L. Smith, another clerk, to the amount of about $2600. In yes terday’s Dispatch we find another correction, as follows: “ Treasurers’* office, Allegheny county, March 12, 1861.—Messrs. Editors: In your issue of this morning, D L. Smith publishes a list of “Expenses lor 1860, &c., &c.,” in cluding an item of “Treasurers's Compensa tion, " amounting to $5,615 60, as taken from the books in the Commissioners’ office. Now I merely wish to state that the books in the Commissioners’ office can show no such amount paid during the year as Treasurer's compensation, if properly kept." U. V. COL’LTBR. We are informed that the Treasure's com pensation for receiving and disbursing the funds of the county in 1860, amounted to making David’s blunder only $8,615,50. Wo do Dot think it safe for such a figurer as Mr. Smith to be entrusted with the county figuring. He certainly will never get to be Cashier of a Bank. THE EVACUATION OP FORT HUM- The right of the Federal Government to “hold, occupy and possess" Fort Sumter, is not denied. In the present condition of affairs The latest advices from Washington inform ua that it has been decided by the Cabinet that Fort Sumpter is to bo evacuated. This will preserve peace, and perhaps lead to a peaceful solution of all our difficulties. What tho people want i« such a change as will reduce the es pouses of the County government and save the heavy burthen upon the tax payers. There are several propositions before ths Legislature for effecting this much to be desired ind, aDd the intelligence of our members will show them the good points of each. From the ox perience of the City of Pittsburgh, we are in clined to favor the proposition which creates a Controller, aDd abolishes the Tax Collector.
