WE find the following in the Dubuque Sun:
"The man who owes nobody is a poor, miser
able being—nobody manifests ary interest in
his..welfaro—nobody cares a continental cent
whether he lives or dies. He is lean, hungry,
..and generally Its poor and wilted as were the
-pin-feathers on Job's turkey. Look at our
...great men ; they are all debtors—owe every
body. our men of science, our authors, our
sensation ministers, all, the entire cahoot of
them, are deeper in debt than Pharaoh's army
were in the Red Sea. Debt enobles a man ;
gives-him, a more expanded and liberal view
of human nature; keeps him moving, especially
if he never pays rent. Nothing will cure the
consumption quicker than a strong dose of
debt, if properly taken. To owe, is human ;
to pay, is divine. Therefore, till man becomes
supeshuman, be shouldn't 'attempt to emulate
divinity. The-science of,payment—the true
modern sccence-L--is to getln debt to somebody
enough to pay some one whom you owe. By
this means you avoid getting out of debt, and
yet maintain a reputation of paying. The
greatness of a nation increases with it national
debt. Make a note of this at ninety days."
CITIIBERLAND VALLEY RAILEoAD.—The
Carlisle Herald says that the twenty-fifth an
nual report of the Cumberland Valley Rail
road Company is now before the public. It
furnishes a detailed report of the operations of
the road for the year ending October 1, 1859.
The President states the road and rolling stock
to be in good order for the fall and winter busi
'sess, and closes the report with a high compli
ment to the skill and industry of the Superin
tendent and employees of the road. The
current receipts for the year were $160,500
ansl the ordinary expenses, including the value
of materials, were $62,049 08. The total num
ber of passengers carried over the road, during
the same period, were 105,627.
BoY KILLED ON VILE P. & C. R. It —A
lad about four years old, son of Mr. John
- HumMell, of Steubenville, was standing, on
Tuesday, upon the switch leading from the
track of the Pittsburgh and Cleveland Bail
road, at that place, when a freight train passed

as disagreeable. The Aldermen and Mayors
'i.`s , - _bf both cities spent the day in indolence, and
, the commitments at the jail did not exceed half
- , a dozen, all told—and those of the most ordi

,7 which was as dreary as can be well imagined.
Consequently our readers must exist without
a local sensation for one day at least, amusing

" Brown Friday" at Charlestown.

The military assembled at nine o'clock, and

Letter from Ohio Merchants
Bsuristonx, December 2.—The following
letter is published by the Ohio merchants who
were arrested at Ilarpor's Ferry :
• BALTIMORE, December 2.
To THE PUBLIC—We, the undersigned.
having been arrested by tho military authori
ties in the State of Virginia, on the morning
of Wednesday last, while proceeding over the
Baltimore and Ohio Railroad, as passengers for
the East, were disposed to overlook the deten
tion and annoyance to which we were subjected,
in the belief that the officers were imposed upon,
and acted entirely from erroneous information.
Observing, however, that we aro accused of
having expressed ourselves antagonistically to
words the State, regarding its prisoners at
Charlestown, and that this is offered as a rea
son for our arrest, we deem it due to ourselves
thus publicly to declare the statement entirely
without foundation ; that wo are not public
agitators of any sort, but order-loving business
men, quietly pursuing our own affairs:—
We would, at the same time, in view of the
numerous existing reports that are being pub
fished, take occasion to declare that we were
treated with every proper consideration. and
kindness by the - military and citizens of Mar
tinsburg, when the arrest took place, and tha
as soon us our ease was made known to th,
Railroad Company, the President and other
officers promptly telegraphed to the command
ing general and procured our release. And,
moreover, as further evidence of our exhonor
ation of the Baltimore and Ohio Railroad Co.
from all blame for this unusual proceeding,
and our entire confidence that no further an
. . _
noyance to passengers will occur, we propose
to return to our homes in the West by that
route to-morrow. Signed : J. W. Vansant,
Fairfield county, Ohio; J. B. Gla.ssford, 'Mor
gan county, Ohio ; J. L. Collins, Logan,
Hocking county, Ohio.
From Charlestown
BALTIMORE, December 2.—the American's
correspondent at Charlestown says there is no
falling off in the number of wild stories of in
vaders. Although martial law has not yet
been proclaimed, there is a rigid military sur
valiance kept up, that subjects every one, even
citizens, to great inconvenience. Even well
known inhabitants cannot pass through the
suburbs without arrest and examination. On
the arrival of the cars, two persons who could
not give a satisfactory account of themselves,
were sent by an armed escort across the Mary
land line. Four suspicious characters have
been arrested since Wedneiday, one of whom
was supposed to be CoPpie's brother. All have
been detained . for the ptesent. The Ohio mer
chants who were arrested at Harper's Ferry
were discharged after a short detention, there
' being no reasonable ground for suspicion
Brown, it is said, admits his participation in
the Kansas massacre, but otters various excuses
in palliation. The feeling produced here against
him by Mrs. Doyle's letter, written from Kan-
Sag, is very great.
From Washington City
'WASHINGTON CITY, December 2. The
Governor of South Carolina, in his message,
while showing the advantages of a United
South, says: " If, as I solemnly believe, we
can no longer live in peace and harmony in
the Union, we can form a confederacy, with
the ability to protect itself against any enemy,
and command the respect and admiration of
the world. Ho recommen is such measures as
will obtain the co-operation of tho Southern
States in a concentrated action, in.defence of
their institutions whenever they May be put
in jeopardy by all the departments o s tho gov
ernment passing into the bands of their ene
mies. The election of :a Republican President,
ho says, will settle the question of their safety
in the Union."

Arrival of the Overland Mail
ST. Louis, December' .—The Santa Fe mail

lodges of Arapahoes and Cheyennes were on
the Arkansas river and seemed unusually
friendly. The troops on the Pawnee Fork had
erected fortifications capable of resisting any
attack.
