Yesterday was the first day of the fair of
the Allegheny Count : - Agricultural Society,
held at their grounds in the Ninth Ward. The
number of persons present during the day sea,
small, being contieed to exhibitors and fleet
hers of the associatien.
4rtieles of exhibition were brought in more
freely than was expected. and the fair promise
to be both successful and interesting.
The stock pen, are nearly all taken, notwith
standing tile inrt, number erected at the tirm.
of the State Fair last fall, and the display of
allkinds bids fair to eclipse that of any peeee
ding year.
At Mechanics' Hall there is Touch competi
tion, 'and the colleetion of iirtieles on exhibi
tion there is large and varied, and we observed
a great variety of articles in iron, such as
stoves, grates, Sic.
One collection in this department, worthy
pf notice, is that of d r. W. S. Haven, the en
terprisieg publisher, who has a line display of
stationery, including pens, pencils, ink, rulers,
paper weights, pen holders and stands, ink
standS, sealing wax, all of the first quali
ty. The quality of the binding turned out at
this establishment is shown by a number of
niigaz, hies and miscellaneous works, put up in
the i nert style. In blank books, he is evi
dently superior, exhibiting a great variety of
rutin bour.d in almost any material and style
and beautifully lettered. He also exhibits some
spebirttens - of card and other printing, which.
we believe, can nowhere be excelled. indee.l
the entire collection is one which does him
credit, while, making a tine appearance, it hdds
much to the interest of this department. A
elf botir would not he ill-spent in examining
his collection. •
Tn the same building we find Mr. o f
the firm of Davis ~ Uo., Fifth street, who ha.,
a fine case of Bibles, prayer books and sta
tionery. There are a number of beautifully
bound family Bibles, from the press of Messrs.
Harding & Butler. Baxter and Oxford,
printed on fine, heavy paper, and well illustra
ted. The prayer books are in every style of
binding, some very handsome and costly.
Messrs. Davis & Co. have muds this branch of
the stationery business a speciality, and can
rtirnish , books of this class of fine quality; and
at low figures. We also (•bs6rved specimen;
of the Mew glass gilt letters, so much in vogne
far windoWs, Which are sold at their establish
kihnt.
"'Ttlere are taatly_Other articles in Mechanics'
Hall worthy of notice, but we have not spay ,
b particolariz,e. to-day, and only adVise
tri'make a long stay in this • department.
fit am rear of Alechaeics' Hall stands Ma-
Hall, which is not yet filled up, though
workmen were engaged in !eating up machin
ery and shafting. Mr. Wm. Barnhill is t h e
superintendent of this department, and l'ur•
nishes one of his patent boilers, which supplies
steam, while the engine from which the power
required is obtained is one of
wionieLtN's WiI'ILLATINI: ENGINES.
)ctriohisdeserving ut notice, Ito chief rec

never been equalled in simplicity and utility.
The engine is particularly adapted to the rise
of. farmers and dairy men ; also for saw and

r. Wightmhn is the proprietor of - the Penn
Machine Works and • Fonndry, situated on La

Allegheny city. He not only makes the en

every size from one to a hundred horse power.
Also, shafting, pulleys and gearing of the best
quality, cotton and woolen machinery, mor

years . in the in.....binery business in this city,
and is perfectl conversant with every branch
of it. Eris Wen; nes always borne a high rep

believe it will be to the interests of all
in want of an engine, or indeed machinery of
any kind, to call at his shop and see for them
selves.
Mr. Wightman also supplies the shafting
and belting with which the machinery in the
building will be turned.
Domestic Hall is as yet scarcely half filled,
very few of the articles entered having been
brought in: Some specimens of needle work
and quilts will attract the attention of the la

ease with which they run, and the perfection
of the work they produce. We confess to
having formed a favorable opinion of this ma

PITTSBURGH. WEDNESDAY MORNING, SEPTEMBER 14, 1859.
The Charges Against Mr. Rutheribrd.
We stated yesterday that Mr. Thomas G
Rutherford, Superintendent of the House of
Refuge, had been accused of certain practices
alike discreditable to himself and injurious to
the institution, and that the Exutivo Com
mittee of the Board of Managers of the House
of Refuge had been engaged in examining into
the charges. The examination was continued
yesterday, and brought to a close in the after
noon. We cannotgive the nature of the facts
brought out, but the following resolution of
the committee was the final result of the in
vestigation :
Revolned, That the President be requested to
call a special meeting of the Board of Managers
for the purpose of submitting to ,aid Board the
proceedings of this investigation, with a copy
of all the testimony taken, and that in the
meantime Mr. Rutherford be suspended from
his office.
A meeting of the Board of Managers has
been called for Thursday, when the testimony
taken by the Committee will be laid before
them, which will probably determine their
minds as to the acceptance of Mr. Rutherford's
resignation or his disgrace and discharge. It
would be only fair to the Superintendent that
public opinion be suspended until the Board
rhull have taken action, as it is possible he may
be able to clear up the very serious charges
made against him. ,
—Just of we go to press, we learn that Mr.
Rutherford was arrested last evening, and
brought up. to the Mayor's office, where he
would probably remain until this morning.
He was at midnight in a private room, in
charge of an officer. Ho was arrested upon
the affidavits mentioned yesterday, and it is
rumored that the action of the Mayor was
precipitated by information that Mr. H. was
pack ing up his movables, preparatory to leaving
the city. We cannot say whether this be the
fact or not, but so we are informed.
Meeting of the Central Board.
The regular meeting of the Central Board of
Education was held last evening. Members
present. Messrs. Kelly, Miller, M'Auley, Neg
ley, Over. Sergeant, Varnum. and President
Singerly.
Mr. M'Auley, with a few brief and appro•
priate remarks, submitted the following rose
inti,ns as expressive of the feelings of the
Board in view of the sudden death of Jacob
M'Collister, a member of the Board •
Ri•—/erd, That the members of this Board
have hoard, with .I.•tip and unfeigned regret, of
the unexia•cted and untimely decease of their
respiseted colleague, cilleob .
who was endeared to them by his litany excel
lent qualities, his sterling worth Is man, his
Incorruptible honesty, amid his stern det otion
to right in the discharge of all his public or
private duties. The cause of edu c ati on l ose ,
in him Is warm and useful friend.
Rrsch , ../, That the Board, in testimony of
the it high respect for the deceased, will attend

From Washington
WAsiitswrox, September M.—The State
Department has received information from our
Minister at Berlin that Christian Ernst, an
American naturalized citizen, who had been

Flag officer Montgomery, of the Pacific
squadron, writes to the Navy Department that
Captain Kelly of the Saranac reports that he
could learn of no material interests of our cit

That town was evacuated by its inhabitants and
a bombardment by the naval forces of Peru Was
threatened, that republic ,being at war with
Ecuador. Capt. Montgomery says, unless oth
erwise direted, he purposes revisiting all the
ports of Central America and Mexico s•: far
