POLITICS AND LITERATURE
The world was somewhat astonished
when Edward Everett was announced to
htive been en - raged to write for Bonner. The
-world is again astonished to find in the
September number of Harper's Magazine,
just issued, an able article from the pen of
lion. Stephen A. Douglas, of Illinois. enti
tled " The Division Line between Federal
and Local authority."
Mr. Douglas is a successful politician. —a
gentleman of talent. tact, and education.
Although he has chosen :In unusual medi
um to lay his pen-work before his fellow
countrymen, he ha= ailiipleil a thelllo V. inch

the columns of the newspapers, been scut

raising a monument of fame to their gifted
author in the hearts of his oount rt nn n.
lie now gives us an elaborate and can-lolly
prepared essay upon a kindred suliief
this his first literary effort. he do.- not
abandon his political proclivities.
We are precluded front laying the,•mire
essay - of Mr. Douglas before our readers.
from the fact that the papers publidicil in
ITarper's 'Magazine are copyrighted, but the
substance of his argument is the game which
be has time and again expressed in his puhi i
lie speeches. e i-ays that is the first d o ry
of an Amer', on statesman. under our
complex systfoo of goyernment, to distinct

thopftties of the federal and local govern
ments. In relation to the government
of our territories, the ipf•stion arises prom
inently at the pr-went lime. The Repilli

THE Commissioner of Patents has issued a
circular defining the difference between an en
graving, which is the subject of patent only.
A copyright costs fifty cents, and gives a mo
nopoly for twenty years, whilst a patent costs
fifteen dollars, and gives a monopoly for but
seven years. The Commissioner decides that
when n production is issued as it work of art,
and is intended for sale us such, it may be copy
righted ; but that when not produced for sale
as a work of art, but evidently for a label, it
falls under the Patent laws.
