ELECTORAL PURITY IN ENGLAND
CAPTAIN SIR EDWARD W. H.
SCHENLEY.
John Bull is a vain-glorious animal. He
thanks God that he is not as other men are.
He boasts of the enjoyment of a free f
stitution, and rejoices that he lives under a
system of government where the people are
not subject to the will or word of a despot.,
but rest their liberties on a firmly establisher I
system of representation. It. is the theory
of the British government that its minis
ters, appointed by the Crown, are controlled
by a popular asssembly of British citizens,
elected by the unbought, unbiased, and
unpurchasable votes of tree and enlightened
constituencies. In a word, John Bull is a
great braggart. arid in contrasting his own
brilliant and felicitous state of liberty with
that of other nations, he glories too much
in the work of ancestral wisdom, enlarged
and improved by modern experience.—
That everlasting English hobby, the " Brit
ish Constitution," is by no means a perfect
governmental machine. Whenever a new
Parliament is to be elected, and the cyclo
of election committees comes around in tle•
progress of time, we find conclusive proofs
that .1 oh n's constitutional system is not so
faultless as he represents. Ho turns up his
nose at the American system of universal
ballot, and pretends to think that our elec
tions arc controlled, to a great extent, by
pecuniary means. lie forgets that canrii
dates in this country, even if they were so
disposed, have not fortunes sufficiently co
lossal to buy their large costituencies. But
in England it is difterent. The Reform Bill
of although a great step ahead, was
by no means administered with an impar
tial hand. The " Rotten boroughs." con
trolled by the Tories, were extinguished,
while many of those equally rotten, which
were then in the power of the Whigs, the
party then in the ascendent, were sulll•red
to remain. Tim recent election in the bor
ough of Dartmouth, where captain FA lward
Wyndham ror William, Harrington Sehen
ley was one of the candidates, is one of those
affairs which Pharasaical John Bull deems
it convenient to overlook in his estimate of
the universal morality of his fellow country
men. Such occurrences as the disgraceful
election of this man Schenley, and his dis
graceful expulsion from the House of Com
mons, for the crime of bribery and corrup
tion, should abate his pride and dispose him
to charity.

Edward William Harrington Sehenley,
was by his agentß, guilty of bribery at the
last election for said borough" of Dartmouth.
William Henry Leathatn was on the same
day convicted of the same crime, and both
Schenley and Leatham were deprived of
their seats,—their elections being declared
void. But, alas, Sir Edward. Bribery was
not his only crime. We have received from
Dartmouth a communication which informs
us that SchenLey was asked whether he had
taken the declaration to become an Ameri
can citizen, copied from the records of the
United States Court, into THE Posr, some
weeks ago, and he distinctly answered "r/ it
he had not." This is cool. The recortis of
the Court show that he swore to the docu
ment and signed it in his own proper hand
ivriting. If he denied it, we recommend
his god fathers in the Church to furnish him
with a copy of Mrs. Opie on Lying.
The same correspondent from Dartmouth
informs us that it is estimated that he spent
about three thottiand pounds ($15,000) in
bribery and demoralization. It was proved
that he was aware of the money being sent
down, and the committee refrain sayin
that he did not know of it. as in the case of
Mr. Leatham they did state. ll e h a, paid
dear for his month's seat in the House, and
is disqualified from again being a Candidat e
for the borough. As he got but one hun
dred and twenty-three votes, the voters must
have made a good thing of it, if the fifteen
thousand dollars was fairly divided.
Such occurrences as this election show
that with all her boasted purity the elec
tion system of England needs extension and
purification, in order to keep pace with the
increasin g intellienve and wealth of the
population. A general parliamentary elec
tion puts John hull on trial before the
world. Boasting and blather will not cover
over damning facts like this. This sort of
corruption is the canker of popular liberty,
and degrades the elector into a mere venal
prostitute. The wealthy pimp who buys
the votes, inveterate in his vices, and un
principled in 'his shamelessness, acknowled
ges no obligations of law: or morality. An
educated brute, without a conscience, ho re
pudiates obligations which the law imposes
upon him in one country, upon which IN
makes a raid to obtain a rich wife ; he for
swears allegiance to his sovereign and then
denies his oath to gain a position of power.
I t is now generally conceded in England that
another Reform is necessary. We think, in
America, no such wholesale bribery could
occur. The facts brought to light by the re
cent investigations in England show that the

ready been set aside for flagrant bribery and
corruption. They capitulated almost at the
first summons to surrender, and before long
the papers say that many other boroughs
will be placed in the same incorruptible
catalogue. Were ever such charges made,
or such damning facts proved in the case of
an American Congressman? Thank f
no!
In Britain, the fault manifestly lies a ,
much in the characters of the electors as
the candidates. The rich rascals buy the
poor ones. No candidate would risk his
character, (if he had any,) or his election, if
there were not men ready to be bribed,
and insisting upon being bribed. No money,
no vote, is the order of the day.
According to the English journals them
selves, this vice of bribery nt elections is
almost universal. In speaking of the re
turns for the existing Parliament. one of
them says that it was by no means confined
to party. Liberal and Conservative—Pro
tectionist and Free Trader—Tory and Radi
cal—Blue and Orange—all the usual pi in
ciples and distinctions of party wore sot
aside, and the sovereign—not the Queen.
but the coin—set up in their stead. We
dare say the other petitions will furnish
evidence just as strong of the universal
vice. When the curtain rises fully nest
session, we shall find disclosures surpass
ing any previous inquiries in political im
portance. or dramatic interest.
Schenley isnot alone in his glory hough
his case seems to he the loading one in di , -
graceful rascality.
In the investigations of the Parliamen
tary Committees generally, the only point
