He thanks God that he is not as other men are. He boasts of the enjoyment of a free f stitution, and rejoices that he lives under a system of government where the people are not subject to the will or word of a despot., but rest their liberties on a firmly establisher I system of representation. It. is the theory of the British government that its minis ters, appointed by the Crown, are controlled by a popular asssembly of British citizens, elected by the unbought, unbiased, and unpurchasable votes of tree and enlightened constituencies. In a word, John Bull is a great braggart. arid in contrasting his own brilliant and felicitous state of liberty with that of other nations, he glories too much in the work of ancestral wisdom, enlarged and improved by modern experience.— That everlasting English hobby, the " Brit ish Constitution," is by no means a perfect governmental machine. Whenever a new Parliament is to be elected, and the cyclo of election committees comes around in tle• progress of time, we find conclusive proofs that .1 oh n's constitutional system is not so faultless as he represents. Ho turns up his nose at the American system of universal ballot, and pretends to think that our elec tions arc controlled, to a great extent, by pecuniary means. lie forgets that canrii dates in this country, even if they were so disposed, have not fortunes sufficiently co lossal to buy their large costituencies. But in England it is difterent. The Reform Bill of although a great step ahead, was by no means administered with an impar tial hand. The " Rotten boroughs." con trolled by the Tories, were extinguished, while many of those equally rotten, which were then in the power of the Whigs, the party then in the ascendent, were sulll•red to remain. Tim recent election in the bor ough of Dartmouth, where captain FA lward Wyndham ror William, Harrington Sehen ley was one of the candidates, is one of those affairs which Pharasaical John Bull deems it convenient to overlook in his estimate of the universal morality of his fellow country men. Such occurrences as the disgraceful election of this man Schenley, and his dis graceful expulsion from the House of Com mons, for the crime of bribery and corrup tion, should abate his pride and dispose him to charity. We have behire us the nllicial record or the British House of commons, of July 27, I,s';l, upon which is entered the fact That Edward William Harrington Sehenley, was by his agentß, guilty of bribery at the last election for said borough" of Dartmouth. William Henry Leathatn was on the same day convicted of the same crime, and both Schenley and Leatham were deprived of their seats,—their elections being declared void. But, alas, Sir Edward. Bribery was not his only crime. We have received from Dartmouth a communication which informs us that SchenLey was asked whether he had taken the declaration to become an Ameri can citizen, copied from the records of the United States Court, into THE Posr, some weeks ago, and he distinctly answered "r/ it he had not." This is cool. The recortis of the Court show that he swore to the docu ment and signed it in his own proper hand ivriting. If he denied it, we recommend his god fathers in the Church to furnish him with a copy of Mrs. Opie on Lying. The same correspondent from Dartmouth informs us that it is estimated that he spent about three thottiand pounds ($15,000) in bribery and demoralization. An educated brute, without a conscience, ho re pudiates obligations which the law imposes upon him in one country, upon which IN makes a raid to obtain a rich wife ; he for swears allegiance to his sovereign and then denies his oath to gain a position of power.
