While the people of 'this County have been
making rapid strides in political science, while
our progress in the useful and ornamental arts
in manufactures, in mining, has been marked
and decided, we have been sadly deficent in the
managementof currency and finance. It real
ly- seems as if we were incurably insane on this
subject, and aro determined to reject all the
experience of older countries, and to experi
ment on all the theories of paper money making
that halie been or can be desired by the wit of

als sufficient for all the daily business of the na
tion, and also to furnish a basis for as many
sound banks of issue as we can possibly need,
our currency is shamefully unsound. All class
es of our people, and especially the poorer and
more ignorant, are made the victims ofrepeat
ed attempts to carry on banking without cask
capital. This is the core of the matter at last—
and it is developed in all sorts of ways, but the
practice now in vogue, by which the poor man
is defrauded of his very bread, is that of setting
up banks by one set of currency—makers
which are as regularly knocked down by anoth
er set of the same gentry, as a parcel of nine
pins are scattered by an expert player.
" A breath mintistaltes them, as a breath is madt,"
A few years ago, duffing the term of
Gov. Pollock, charters to. issue bank paper
were most prodigally and recklessly issued to
gangs of speculators all over the State. The
object was not to start banks and continue them
—for in manyof their locations there was no
need of a bank—but to get them under way,
get their notes into the hands of the people, and
then break them. With the notes of the first
one started, they could buy stock in thosecond,
and with the second in blast, they would have
more notes to buy stock in more new
banks. The people have a bitter remembrance
of the Bank of McKean county, the Central
Bank at Hollidaysburg, &c., &c.
The Indiana system, of banking upon State
stocks, was another chapter in the history of
the efforts to bank without cash capital_ It
failed most signally, and the people had to pay
the piper, of course. The same system, more
closely guarded, perhaps, has for some time
been operating in Virginia, and we are jilt!, now
being fleeced and phlutobotomized by this new
process—the brokers are throwing out the n otes
•
of some of the Virginia Banks, for no reason
that the vulgar eye can see, except that they are
sure to make money by buzing them up at a
large discount.
"But," asks some indignant sufferer who is
asked ten or twenty per cent. discount for Bank
of Weston notes, " what is the matter with this
money? Why is it not as good now as, it has
been for the several months post that you have
paid it to me on this counter."
"Oh, we don't know." replies the money
dealer, "it nine be good again, but we must
run that risk, and we wont do it for nothing."
So the money is bought and the sufferer pock
ets his five dollars for the six he brought, in
some other currency, not a jot better than
"Weston," or manasa.
In communities where so many varieties of
money are circulating as are to be found here,
private bankers are, perhaps, a necessity. Our
people won't refuse to take the small bills of
other States, though circulated in violation of
laws, and they will take anything in the shape
of money for their wares and their labor. There
fore the broker lives, and moves, and has his
profits. But, we submit that they are much
to blame for the cruel losses the poor have to
sustain, and the great inconvenience all people
have to bear from our corrupted currency. It is
notorious that almost every dollar of the notes
of banks now cried down, has been paid out
by the brokers here at their own counters.
How did they come to do this ? Are not the
banks just as good now as they were when
they paid out' their notes ? Have the owners
of these Ban ks got the brokers to pay out, any of
this money for the paltry premium of one-fourth
or one-half of one per cent? Has the jealousy
of the broker who did not get one-fourth per
cent for circulating this currency anything to
do with their endeavoring to debase the currency
which others did get pay for circulating ?
We throw out these question to elicit in for
mation..We shall be glad to obtain light on the
subject. If any one has, for one-fourth of one
per cent', put unsound currency afloat on the
e..mmunity, 'we think the fact should be known,
and if any one has done this with the addition
at purpose of buying it in at twenty per cent.
discount, that ought, to be known too, and if
one broker refuses to take Money merely be
cause his rival paid it out, that ought to be
known also.
As to this Viginia money, wo• cannot see
why it is not just as good as ever it was. It
}purports to be based on Virginia State stocks,
- and if so, these stocks are worth, to-diiy, in the
market, ninety-flve cents on the dollar. Why ,
then, should the people be taxed twenty per
cent? We do not write as the apologist of
this, or any other bad money, but we ask why
it is not just as good to day as it was a month
ago?
The truth is, we are saddened and sickened
at ,the misery entailed by the conduct of
those who control the currency of our State.
But, we freely confess, we see no present rem
edy for our troubles. If our people would
obey wholesome laws on the subject, when
made, there might be some hope. But they
are not punished enough with rotten bank pa
per to do this, as yet. If we were to propose
a remedy, it would be'to forbid, eveywhere
throughout the country, the issue of any note
under twenty dollars. If this were done, the
Millions of gold that come monthly from Cal
, ifornia 'would stay among the people for their
daily-transactions ; but now this gold is sent
weekly from New. York to pay for goods we
could just as well make at home, and we are
left with the inflated currency of the At'llean
, -- County, Lawrence County, Central Bank, and
such like, to buy these very goods at prices in
flated by these pernicious issues. If the peo-

rency, take our word for it, the importers .of

time when a purified currency will furnish an im
passable flood-gate to foreign importation, and
make a better tariff than: any; politician ever
dreamed of ; besides giving `=security to the

My Dear Sir : You do mono more than jus
tice in your kind letter, for which accept my
thanks, in assuming that I do not concur with
the Administration in their views respecting
the rights of naturalized citizens, as defined in
the 't Lo Clore letter," which it is proper
to observe, have been since materially modi
fied.
Under our constitution there can be no just
distinction between the rightof a native-born
and naturalized citizen to claiM the protection
of our governmens, at home and nbruad. Un
less naturalization releases thd person natural
ized from all obligations which be owed to his
native country, by virtue of his allegiance, it
leaves him in the sad prediCament of owing
allegiance to two countries, without receiving
protection' from either—a dilemma in which
no American citizen should ever be placed.
Neither have you misapprehended my opin
ions in respect to the African slave trade. That
question seriously disturbed the harmony of the
convention which trained tIM Federal Comti
tution. Upon it the delegatcsalivid.sl into two
parties,
under circumstances Which, for a tinn•
rendered harmonious action impossible. The
onedemanded the instantand limo:id:omnd pro
hibition of the African slave trade, on moral
and religous grounds, whilo the other imisted
that it was a legitimate commeree, involving
no other consideration than a somed piddle
policy, which each Suite ought to be permitted
to determine for itself, so long as it was son

A Pleasant Lot of Retail.
A group of living serpents, brou g ht from
North Carolina, were secured for scientifi c
purposes, and have been handed mer to Pro
fet-7sor Foote, of the Medical College. or , afe
keeping. They consist of two rattlesnalo.=, two
bull snakes,' ono spreading adder, one black
racer, and ono joint snake. They are all very
llnoshecimens. Professor Poohe intend,: to to-t
the newly discovered remediei for the bite of
venomous serpents, of which aecounts have
been published. As these t'erpon nearly all
eat and drink freely, they mead be peon,' to
live many years, and attain the mminium
size of their species. The bull snake and racer
are dyer five and a half feet in length.
The first named are beadtiful reptiles --if
any thing so generally repugnant to the de
scendants of mother Eve may he elaFeel as
beautiful. They are called bull snakes, -
the vulgar nano, because of the peculiar noise
they make. Their eyes are bright, skin of
buff color, with black spots and rings, :hid
under the magnetic touch of Professor Christy
they are as gentle as kittens; indeed, they ;Toni
to delight in haring him wrap them around his
arms. They may be considered as ornaments
to the North State.
Not so with the black tracer, which deigns
to repose in the same cage with the hull snakes
only through compulsion. With his head ele
vated, and neck magnificently curved, you be
hold tbo king of American snakes. Ile receiv
es the fondlings of Professor Christy with dis
dain, darts forth
arrowy tongue, and
shakes his tail as a warrior of ,M 4 would his
spear—a warning to mankind riot to prospipe
too much on friendship.
The joint snake is the wonder of the collec
tion. It is now shedding its skin and is torpid,
so much so as to admit of being handled at
pleasure. We felt of its body, tuna It appeared
cold and hard as a polished stick of wood. It
lives dally in holes in the ground when at
home, and is yelled a joint snakci because of the
structure of its tail, by moans Of the joints of
which it can throw itself severa feat.
The horrid looking rattlesnakes and the
spreading adder occupy separate apartments in
time same bor, which is covered:with glasS—a
thin partition between life and death. There
are holes through the partitions to admit of 'a
circulation of air, and through dna of thew we
found that the adder had succeeded in drawing
'about a foot of his body into the , apartment of
his neighbor, the. largest rattlesnake, but was
unable to get either forward or ba c k. Fortu
nately the apartments are too close to admit of

Mr. Magoffin, and especially indicate the
preference felt for Boyd over Breckenridge,

ship. The feud in the ranks of the Demo
ceratic party of Kentucky, which was palpable
during the late campaign, will presently be
come more embittered and conspicuous. The
contest between Breckenridge and Boyd, for
Crittenden's place, will be highly animated,
and in all probability will load to dissensions
that will lest the dieipline or the party in an
extraordinary manner. The general impres
sion stems to be that Breckenridge has the in
side track, but this is by no means certain.—
