The New York Associated Press. and the
European News at Halifax.
The, agent for the Associated Press has pub
lished a long communication setting forth the
causes of the present disagreement with the No
vsi. Scotia Telegraph Line. The parties owning
the latter, have" granted the right to certain
persons to use the wires six consecutive hours,
commencing immediately after the arrival of
the. Europen steamer at Halifax. The press
of the country must wait until these private
individuals have passed their despatches
through,'lt will be apparent to the public
that such a system, if tolerated, might' be
fraught with the greatest injury to the mer
cantile community The point is so obvious
that the American Telegraph Company has
refused to transmit any despatches from Sack
vine until after the arrival of the package of
the Associated Prest from Halifax by horse
exprees..
The members of the Association are re
sponsible for the annual expenditure of over
two hUndred thousand dollars for gener
al news alone. Their arrangements they
now consider as perfect as circumstances
will permit, with the exception of the flaw at
Nova Scotia.. Although they may be com
pelled to use horse expresses where they would
prefer lightning, as in Nova Scotia, they are
determined, should the occasion demand it, to
buy more steamboats, subscribe for the con
struction of more telegraphic lines, purcha,e
more news yacts, and train more currier pi
geons, in order to manage their own affairs in
their own way.
Douglas Clubs.
We undersfand the friends of Stephen A.
Douglas intend organizing a Club to further
the 'exprsion of public opinion in behalf of
their favorite. This is all commendable and
praiseworthy. The " little giant " has
of warm friends in this region, who will de
vote their best energies to secure his noinina
tion. We are not fully posted as to the details
of this movement, but if the men whom we
know to be friends of Senator Douglas, to lie hold
of the movement, there can be no such word as
fail.
National Fair.
The United States Agricultural Society will
hold their annual exhibition this year at Off -
cage, commencing on the I•_'th, and continuing
until the Pith of September. The Pittsburgh,
Fort Wayne and Chicago Railroad Company
will issue excursion tickets for that occasion,
'good. for ten days. This will afford many an
opportunity to visit the Prairies of the West,
at cheap rates.
Great Northern and Southern Malls.
The Post Master General has extended the
time for receiving proposals for transportation
of the great daily Northern and Southern mails
between Portland, Maine, and New Orleans,
Louisiana, to Tuesday, the first day of No
vember next, and changed the time for the
commencement of the service to the first day
of January, 1860.
POOR WISE is catching it in all quarters for
his loose letter writing, and:not without rea
son. The New York Herald, of Thursday, in
speaking of the Albany Regency in connection
with the Wise ticket says -" Mark the croc
odile tears of the tender-hearted Cassidy! He
says that ' for ourselves (Dean Richmond, Cas
.sidy, Comstock and the other members of the
junta) we regret - that the letter of Mr. Wire
was ever made public.' The grief of Cardinal
Antonelli at the late shocking butcheries at
Perugia is not more innocently expressed.
But again, groans out the distressed Cassidy,
we copy the ill-omened letter, which we
have withheld from our readers only from a
sentiment of sorrow that'one so honored by, the
Democrats (Governor Wise), in spite of his
antecedents should have had the perversity to
pen it.' sentiment of sorrow.' - Imagine
the •sorrow ' of a Barnegat wrecker with his
false lights, his 'sorrow ' at;the discovery of a
good ship stranded on the beach; or the 'sorrow'
of a prowling house thief in stumbling over a
pile of silver plate, and you have this senti
ment ' of the Albany Regency. We say'that the
letter in question was shown to and accepted
by the 'Regency in confidence ; that they ful
filled this condition in their usual way, by
handing over the letter to all corners, by send
ing it off to Mr. Dickinson at Binghamton,
and by graciously ,Allowing it to be copied
for the general information of the Democ
racy."
E have the most cheering accounts of the
Democracy in the western counties of this
State. As the time approaches for de v ciding the
political complexion, of the State, the earnest,
honest working men of the party do not hesi
tate to declare all past differences forgotten,
and express a willingness to (1-operate for the
election -of the State ticket. This i as it
should be, and' we hail, the return of friend
ly feeling as a certain harbinger of success.—
We have not, at the posent moment, a particle
of doubt of the triumphant election of the
ticket, which, we confess, was not our opinion
six weeks ago.
THE Philadelphia Academy of Music will
be opened on the 20th of September, for the
production, by the Ullman, Strakosch Troupe,
of eight representations. . Among these, opera
habitues will he delighted to find the operas
of Sappho and Potinio, both entirely new in
that city, and which is designed to produce
with a strong cast, and all the accessories re
quisite for imparting full effect to these cele
brated compositions of Tacini and Donnizetti,
The regular winter season, at the Academy,
will commence on the 6th of December. Mr.
Strakosch is now in Europe, searching for the
best talents in the great capitals. .

The Yarmouth, 24Iass., Re g ister says that
the far-famed sea serpent has lately visited
that port, and was chased up a narrow creek
and caught. He turned out to be a horse
niackerel; measuring over eight feet, in length
and weighing three hundred and sixteen pou

is the opinion of experienced fishermen
that this is the fish Which has given nse to the
belief in a sea -serpent. When it' is running
at its ordinary speed in search of prey, it
moves along just under the surface of the
water, producing s wave which rises up in a t•c
ries of corrugations for about one hunred feet
in a straight line, before it falls oil' into tbe
ordinary spreading wake producdd 'by a body
moving through the water, This lippearitnee,
in moderate weather, so closely rcsetuldc that
of a huge serpent moving over.the'E.urface of
the water, that it is difficult, even for the--e
accustomed to the appearance, to realise that

infer disqualification for the office fr.im want

explain. But the future history of the man
proved the instinctive foresight of .leeL,on
into character. Upon .Mr. Bucharian'A return
from Russia, he called upon the Pre,ident,
whose first words, after the salutation, were, ••
told you that man was not to be'trosted, be
cause he was no judge of pr•aclring, mid sure•
enough he has been unfaithful to the trouts re
posed in him." And SO it was, the gentle•m un
had become guilty of a breach of fill ti r prin
dples which are dear to a man of honor and
integrity.
This incident gives us an interesting glimve
of the peculiar characeer of Gen. Jack,Ml, and
is quite suggestive toperson, who make or In, r
criticisms on sermons.
A Finished Letter Writer
We copy the following paragraphs from an
article in the LloAon .Ith,
When a comet has passed by, has finally
withdrawn its wondrous tail, one of the ehief
consolations is, that we know it won't come
again for a hundred years, so that the WWll
lions of astonishment or fear are compensated
for by the feeling of security, and the certain
ty that we, at least, have seen the last of it, if
our children's children of the third and
fourth generations haven't. There are some
other comet-like and extraordinary diSpensa

their recurrence or predict their epochs : they
come upon us unexpectedly, inopportunely,
and (Tose when they happen to. Among these
is the dispensation for the politicians by
which Governor Wise, of Virginia, is per
milted to write letters. There is no toiti nq
anything about when he will write—only one
thing is certain, that he will write and his
epistles will be published, read, and known of
all men. Not long since he wrote and pub
lished a political letter which was thins- eid
umns long—probably no one man in the coun
try has ever read the whole of it—one would
as soon think of sitting down to read through
the American Encyclopedia or the Patent
Office Reports; but the letter has been read i n
parts and sections, es much to each individ ua l
as they could individually endure.
Since the appearance of that elongated epis
tolary effusion Governor. Wise has not scrib
bled more than two dozen scrolls that ha,,•
been published, and we were beginning to
congratulate ourselves that he was about writ
ten out, and that the land would enjoy a brief
respite, when, Jo! the meeting of the New
'York Democracy, at Albany, on Thursday, we,
the occasion of bringing to light the most rt.-
markable and complete letter-writer, of mod
ern times—Henry A. Wise, of Virginia. AV,
publish it for the instruction of the ignorant

A Cid of Eight Years' Sentenced M b

A trial took place at Charlottsville,
last. week, in which a negro girl, only eight
Lwears old, was convicted of an attempt, to

The inhumanity and brutality of the offense
fur which the accused was tried, and her ex
treme youth, make this one of the most remark
able cases to be found in the annals of criminal

few miles east of Springfield, 0., mysteriouidy
disappeared on Tuesday week, and it was sup
posed that she must have met with foul play.
The citizens of Springfield were greatly excit
ed on the subject—held public meetings—drag
ged ihe creeks for her body, and searched the
country far and near, when 10, on Sunday even
ing last, she was found under a bed at a neigh
bor's house! She is supposed to be insane.

A New York letter writer relates the follow
ing story of a pretty maid servant who, by hav
ing been left solo ruistross of the house in tho
abFence of the family at Saratoga, was fortu
nate enough to attract the attention of a weal •
gentleman and secureJiim fora husband. Here
is the story, which will be read with an absorb
ing interest by chambermaids and maidens gen
erally : •
Almost every-body that is anybody is now
out of town. The businuss streets urn less
crowded than usual, while the fashionable ones
are entirely deserted, The young men in the
downtown Wholesale stores have nothing to do
but to loaf, read the papers, and try to keep
cool. The splendid re:Adenees in the Fifth
avenue and other similurstreets arc burred and
bolted, and even a procession welt a band of
music brings no one to the windows, as it pass
es, but the servant-girls Who remain at home
They have a good time playing the lady while
their mistres,es are dancing at Saratoga and
bathing at Newport. But I would have you
know that some of the maid-servants here are
a very good-looking and well-behaved class. A
most amusing illustration of the infatuation of
certain people,and of the attractiveness ofothers
occurred the other day. A roan, man from
one of the interior Staten, having come to town,
thought it but right and proper that he should
pay his respects to a family with whom some
members of his own had been well acquainted.
