The New Orleans 73-ifti Delta, of the 29th ult.,, :contains a copy of a memorial to the Post Master General, in favor of continu ing the New Orleans and New York mail on the ieland land, all rail route throtigh Louisi ana, Mississippi, Alabama, Tennessee, Vir ginia,"&e.; in opposition to a supposed favorite route of. the Department, called the " Fer nandina Route!' This route is by the pies ent rail route from New York to Charleston, thence byl steam to Fernandina, Florida, thence cross Florida by railroad to Cedar Key, and thence by steamer toNew Orleans. The Washington Coristitut;Ni, in commenting on this memorial, exhibits .an irregularity of mail transpOrtation we are greatly sur:- :prised' rit; andthat vve did:not suppose exist ed in any part of the United States, and least of all on so important a mail route as the one in question. Of two - hundrecl and twenty mails sent from New York to New Orleans during the nine months from Ist • July, 1358, to 31st of March, 1559, only sixteen were carried through on schedule time, leaving two hun dred and four which fell behind time-, 7 some of them being as long as fifeeen daYS on the route ! During the above perioit (from July Ist, 1958 to March 31st, 1859) there were ninety-seven days no mail whatever was received, in New Orleans. In our times, as conductors of a daily press, we thought we occasionally had good reason to complain of irregularity of mails, but never have we exprieneed, or before heard of such irregularities as are now given to the public. We are a. forgiving and a forbearing people, or such trilling with commercial communi ties would not have been so long and so lently endured. ltseems that tlongress, over a year ago, made provision by which the Post Office Department may contract the mail from Portland, Maine, to New )rleans, with individual corpolations,.so as to have but one party responsible instead of a dozen or more as under the old law. This plan also enables the Post Master General to exact a ferfeittire of the pay for the whole trip (over 2;000 miles) for a lost mail, instead of as at present the forfeiture for a small frac tion of the route when the loss of the mail is Caused by one of the short links of the long route. It seems to us that the plan now about being adopted by the Post Office Department for the New York and . New Orleans mail is the proper, one for all the -leading routes, and if extended to them, will greatly increase the regularity of mail transportation and in the end cheapen this service to the Department. Wo shall here after undertake to show how this can be done. ' Notwithstanding the Department has been very savinr , of its advertisements in this quarter, we hope the enterprising men through' Pennsylvania, Ohio, Indiana, Illi nois, &c., have had their attention drawn to the subject, and that they will hand the Department such a bid as the superior tacit- Ries they have at their command warrant. There will, in a very few months, be a contin uous rail route (excepting 20 m il es b e tw ee n Cairo and Columbus) from Philadelphia to New Orleans via Pittsburgh, Indianapolis, or Cincinnati, Cairo, which route take it as a whole, is we believe superior to any other route for the great mail between New Orleans and the North. If the Post Master General will: place this great mail on the route we indicate, we may be tempted to give him our guarantee that the records of his de partment shall not again be disgraced with sucha list of failures as has been exposed in the Constitution. [From the States.] True to His Purpose The article front the Pittsburgh Post, front which we extracted two or three paragraphs a few days ago, advocating the candidacy of Mr. Buchanan, has furnished the President with a - suitable occasion, as has been seen by his letter to Judge McCandless, to re-express, as "final and conclusive," his solemn "determination not, under any circumstances, to become acan didate for re-election." . . Prior to his election Mr. Buchanan decided that ho would serve but a single term, and his mind, we are persuaded, has not since under gone, oven temporarily, the slightest change upon the subject. After a laborious life of nearly fifty years in the public service, except ut comparatively short intervals, it is altogeth er natural that he should desire repose during the time which he may bo permitted to yet re main upon earth. With such habits and such a constitution as his, there aro well founded hopes that, after quitting the Executive fan• sion, he may enjoy still fifteen years of delight ful tranquility in the shades of his beloved Wheatland.
